SOCIAL RESPONSIBILITY OF UNIVERSITY: CASE

STUDY OF PROJECT A.C.T.I.V.E

Abstract. Facing with global economic issues and changes, the risk and challenges of a growing, insecure and complex environment, a need arose for a new role and function of universities. The emphasis has been put on universities as socially responsible subjects in social and economic development o f every country. Universities are becoming more and more important participants in the creation of sustainable social development, because connecting the learning process with economic activities can affect the creation o f sustainable dynamics of economic and social development of the community in which the university works [Etzkowitz, 2002].

By carrying out project A.C.T.I.V.E. - A ctivity and Creativity Through Ideas and

Ventures = Employment, J. J. Strossmayer University in Osijek - Faculty of Economics

showed that they are capable of recognizing current issue within the community and to resolve these issues by undertaking taking proper measures. This way the University plays a significant role of brokering positive changes in our society.

The aim of this paper is to put emphasis onto social responsibility of the University in carrying out project A.C.T.I.V.E., the goal of which is to establish and improve prerequisites for employability and self-employability of young people in Osijek-Baranja County, especially college and high school graduates as well as inexperienced unemployed people.

A ccording to Etzkowitz [2003], the role o f universities in a knowledge-based society is multiplex, and the m ost im portant is participation in social and econom ic developm ent - together w ith the existent role o f teaching and research - com parable w ith a second academ ic revolution.

T here are m ore and m ore businesses in Europe, as w ell as in the rest o f the w orld, w ho p ro m o te th e ir so c ially -re sp o n sib le strateg ie s aim ed a t so lv in g ce rtain econom ic an d so c ial issu es, as w e ll as p ro te c tin g th e en v iro n m en t, w h ilst p o sitiv e ly a ffec tin g th e ir future profit.

T he C o rp o rate S o cial R e sp o n sib ility (C S R ) co n c e p t is fo u n d ed o n a rela tio n sh ip b etw e en the bu sin ess w o rld an d society as w ell as on th e co m pany b eh a v io r tow ards its stakeholders [H icks 2007].

C o rp o ra te so c ial re sp o n sib ility ca n b e d e fin e d as a c o n c e p t in w h ic h co m p an ie s voluntarily integrate care for society and environm ent w ith th eir business activities and th e ir sto c k m a rk e t p o lic ie s (P a v ic -R o g o s ic L. 2 0 0 7 ). S o c ia l re s p o n s ib ility m e a n s p u ttin g eth ica l sta n d ard s to w o rk in all areas o f com m unity. L am b e rto n a n d M inor- E v a n s [2 0 0 7 ] im p l ie s t h a t b e i n g s o c ia l r e s p o n s i b l e is a c tin g e t h i c a l l y w h ile u n d e rs ta n d in g th a t y o u r a c tio n s are p a r t o f th e la rg e r, in te r a c tiv e p ic tu r e o f th e w orkplace, the com m unity, and the w orld.

O sijek-B aranja C ounty is the fourth largest C roatian county by area, w ith total area o f 4 152 k m 2. F ig u re 1 sh o w s p o s itio n o f O s ije k -B a ra n ja C o u n ty in th e R e p u b lic o f C roatia.

A c c o r d i n g to th e 1991 C e n s u s , O s i j e k - B a r a n j a C o u n t y h a d a p o p u l a t i o n o f 367 193 p e o p le , w h ic h fe ll to 330 506 p e o p le in 2001 a n d 305 0 3 4 p e o p le in 2011, w h ich leads to co n c lu sio n th a t th e n u m b e r o f p eo p le liv in g in th is c o u n ty has b e e n o n a c o n tin u o u s d e c lin e sin c e th e b e g in n in g o f H o m e la n d W ar in 1991. The reasons for this decline lie in the fact th a t this county records negative natural grow th ra te e a c h y e a r (-1 26 5 p e o p le in 2 0 0 7 a n d -1 177 p e o p le in 2 0 1 2 ), a n d th a t th e m ig ra tio n ra te fo r th is c o u n ty is a lso n e g a tiv e (-4 4 7 m ig ra tio n ra te to w a rd s o th e r counties in C roatia, -319 w ith foreign countries).

A cco rd in g to th e R e gional C om petitiveness Index in 2010, O sijek -B aran ja C ounty ranks 13th out o f 21 C roatian counties in total.

W ith in th e C ounty, th e re are 11 749 re g is te re d le g a l en titie s, w ith 6 052 ac tiv e entities. L arg est n u m b er o f entities is reg istered in trade (w holesale and retail) sector an d o th e r serv ices. In 2012, le g a l en titie s in O sije k -B a ra n ja C o u n ty re g iste re d to ta l revenue o f 22.6 b illio n K una, w ith m o st o f it reg istered w ith in p ro cessin g (28% ) and a g r ic u ltu r a l (2 5 % ) s e c t o r 1 - F ig u r e 2. A ccording to F IN A , th e o verall bu sin ess resu lt o f econom ic entities in the C ounty in 2012 w as a loss o f 1.316 b illio n K una, and the only com panies th a t recorded profit ca m e fro m a g ric u ltu ra l, fo re stry a n d fish in g se cto rs, w h ile co m p a n ie s th a t p ro d u ce food and beverages recorded losses. C o m p ared w ith food and beverage sector, entities f ro m a g r ic u ltu r a l , f o r e s tr y a n d f is h in g s e c to r a ls o r e c o r d e d h ig h e r lo n g - te rm in v e stm e n ts in 2012, h ig h e r n u m b e r o f n e w em p lo y ee s an d h ig h e r a v e rag e salaries. H o w ev er, e n titie s fro m th e s e th re e se c to rs are also th e o n ly o n es w h ic h re c o rd e d negative export-im port b alance in 2012.

A bundant w ith natural resources and tourist landm arks and festival, O sijek-B aranja C o u n ty p ro v id e s o p p o rtu n ity fo r d e v e lo p in g v a rio u s ty p e s o f c o n tin e n ta l to u ris m - w ine, eco, rural, hunting an d fishing, excursion, health, cultural, cycling. F loodplain and sw am p area o f K opacki rit nature p ark has an area o f 17.7 thousand hectares and it re c o rd e d 28 756 v is ito rs in 2012. O th er im p o rta n t to u r is t site s in c lu d e v in e y a rd s in D re n je , F e ric a n c i, D alj a n d Z m a jev a c, to g e th er w ith n u m ero u s w in e ro u tes (12 in to ta l).2 H ow ever, to u rist cap acities in the C o u n ty are still p o o rly e x p lo ite d , w ith to ta l p ro fits from to u rism in O sije k -B a ra n ja C o u n ty in 2 0 1 2 r e a c h in g o n ly 129 m illio n K u n a, w h ic h re p re se n ts a sh a re o f ju s t 0.6% o f total profits recorded in the County.3

O sijek-B aranja C ounty also records a h igh unem ploym ent rate, w ith average annual rate reaching 32.1% in 2013.

A s sh o w n in T able 1, th e n u m b e r o f u n e m p lo y e d p erso n s w ith se co n d a ry school and university degrees has increased during the m onitored period, w ith total num ber o f c o lle g e -e d u c a te d u n e m p lo y e d p e rso n s in 2013 in c re a sin g b y 750 co m p a re d to 2011 (2 5 % in c re a s e ) a n d th e n u m b e r o f u n e m p lo y e d p e rs o n s w ith s e c o n d a ry e d u c a tio n increasing b y 2 777 during th e sam e perio d (12%).

Specific goals o f the p ro ject are:

a) to co n trib u te to in crease in em p lo y m e n t an d se lf-e m p lo y m e n t o f y o u n g people in S lav o n ia an d B aranja, th ro u g h inform ing, cou n selin g an d edu catio n ab o u t th e p ro ­ active ap p ro ach to jo b m a rk e t an d self-em ploym ent, enco u rag em en t and d evelopm ent o f entrep ren eu rial skills,

b ) to create p rereq u isites for con tin u o u s assistance to yo u n g p eo p le - college and high school graduates in O sijek-B aranja C ounty as w ell unem ployed young people w ith no w o rk ex perience w ith a go al o f m o tiv atin g , stren g th en in g an d assistin g startup o f new enterprises w ithin the Student Incubator - business incubator for young people.

B esides that, th is p ro ject h as a goal o f solving som e o th e r bu rn in g issues existing in O sijek-B aranja County, such as4:

- la c k o f c o m m u n ic a tio n a n d so ft sk ills a m o n g y o u n g p e o p le (p re s e n ta tio n skills, co m m unication skills, p reparing perso n al p resentations etc.);

- in sufficient level o f education in th e field o f entrepreneurship; - em ployers rarely hire young people w ith no w ork experience;

- in su ffic ie n t in fo rm in g o f ta rg e t g ro u p s co n c e rn in g av a ila b le jo b s , p o ssib ilitie s for in volvem ent in th e w o rk o f civ il so ciety o rganizations, p o ssib ilities o f in volvem ent in periodical jo b s, various form s o f education;

- insu fficien t co u n sellin g o f ta rg e t groups concern in g a pro activ e ap proach to the la ­ bo r m arket.

M ain stakeholders o f the project are7 {Projekt A.C.T.I.V.E... 2012]:

- fin al y e a r stu d e n ts o f J.J. S tro ssm ay e r U n iv e rsity in O sije k a n d h ig h sch o o l final year pupils w ho w ill be, due to p roject im plem entation, ready and m ore com petitive for labour m ark et i.e. em ploym ent o r self-em ploym ent;

- unem ployed young persons w ith o u t any w ork experience;

- en tre p re n eu rs in O sije k -B a ra n ja c o u n ty w ho w ill h av e b e tte r p o ssib ility o f g reater and easier access to quality w orkforce w ith skills they need the most.

T ill M ay 2014 w ere h e ld 14 w o rk sh o p s for 210 stu d en ts an d u n em p lo y ed young p e o p le w ith o u t w o rk e x p e rie n c e . In th e sam e p e rio d , 28 w o rk s h o p s w e re h e ld for 226 students o f h ig h schools. W orkshop to p ic s w ere “ R e co g n itio n o f en trep ren eu rial o p p o r tu n itie s ” , “ F ro m id e a to e n tre p re n e u r ia l v e n tu r e ” , “ F ro m id e a to b u s in e s s v enture” , “L abour m ark et em pow erm ent” and “ Social entrepreneurship” w ith the same aim to increase com petences an d soft skills o f students and u nem ployed young people w ith o u t w o rk experience, b u t students o f high schools too.

E very w orkshop w as m ethodologically divided into theoretical and practical part. In the practical part o f each w orkshop entrepreneurs and guest lecturers have shared their ow n entrepreneurial experiences w ith participants.

C O N C L U S IO N

Since people are the m ain source and carriers o f ideas, inform ation, know ledge and sk ills, m o tiv a tio n a n d d iv e rs ity o f e d u c a tio n o p p o rtu n itie s are a k e y fa c to r in th e p ro c e ss o f c re a tin g in te lle c tu a l ca p ita l. In te lle c tu a l c a p ita l is th e stra te g ic b a s is o f a m odern society and economy.

B y analyzing d ata on u nem ployed persons in resp ect to th eir level o f education for O s ije k - B a r a n ja C o u n ty fro m 2011 t il l 2 0 1 3 , o n e c a n c o n c lu d e th a t th e n u m b e r o f u n e m p lo y e d p e r s o n s is g ro w in g la r g e r e a c h y e a r. T h e m a in g o a l o f p r o je c t A .C .T .I.V .E . is to e s ta b lis h a n d im p ro v e p re re q u is ite s fo r e m p lo y a b ility a n d s e lf ­ em plo y ab ility o f young p eo p le in O sije k -B aran ja County, especially co lleg e an d high school g rad u ates as w ell as in e x p erien c ed u n em p lo y ed people. B y d oing that, it w ill also re p re se n t co rp o rate social resp o n sib ility p o lic y o f J.J. S tro ssm ay er U n iv ersity in O sijek, w hose m ain goal is to achieve sustainable regional developm ent.

Streszczenie. W obliczu globalnych problemów gospodarczych i zmian oraz ryzyka i wyzwań rosnącej niepewności i złożoności otaczającego środowiska, pojawiła się potrzeba nowej roli i funkcji uniwersytetów. Uniwersytety, jako społeczne podmioty, obciążono odpo­ wiedzialnością za rozwój społeczno-gospodarczy każdego kraju. Stają się one coraz waż­ niejszym podmiotem w tworzeniu zrównoważonego rozwoju społecznego, ponieważ łą­ cząc procesy dydaktyczne z działalnością gospodarczą m ogą mieć wpływ na tworzenie zrównoważonej ekonomii i zrównoważonego społeczeństwa w regionie występowania. [Etzkowitz 2002].

Inicjując projekt A.C.T.I.V.E. (A ctivity and Creativity Through Ideas and Ventures

= Employment,) - aktywność i kreatywność poprzez pomysły i przedsięwzięcia = zatrud­

nienie na Wydziale Ekonomii, JJ Strossmayer Uniwersytet w Osijeku wykazano, że uniwer­ sytety są zdolne do rozpoznawania aktualnych problemów w społeczności i do ich rozwią­ zywania przez podjęcie odpowiednich kroków. W ten sposób JJ Strossmayer Uniwersytet odgrywa znaczącą rolę, pośrednicząc w tworzeniu pozytywnych zmian w społeczeństwie. W pracy przedstawiono rolę odpowiedzialności społecznej uniwersytetu poprzez prowadze­ nie projektu A.C.T.I.V.E., którego celem jest stworzenie i poprawa warunków aktywności zawodowej, w tym samozatrudnienia młodych ludzi w regionie Osijek-Baranja. Projekt otwarty jest zwłaszcza na absolwentach uczelni i szkół średnich, jak i na niedoświadczo­ nych bezrobotnych.
