From the Editor-in-Chief

The sixth year of publishing our scientific quarterly is now behind us. It was an exceptional year for many reasons, particularly owing to the internationalization of the "State and Local Government Budget Law". I am convinced that continuous development will ensure our presence in the Scopus database.

All the articles in issue 4/2018 have been published in English. Translation and proofreading of texts was possible mainly because of funding obtained under the Activities to Promote and Popularize Sci-ence (704-P-DUN/2018).

I would like to thank all the authors, reviewers, and members of the Scientific Council and the editorial team for yet another year of work for our Quarterly. Moreover, I would like to express my gratitude to the Dean of the Faculty of Law and Administration of the Nicolaus Copernicus University in Toruń, Prof. Zbigniew Witkowski, PhD. for all the support I have received. I also wish to thank Mrs. Anna Wójtowicz and Mr. Chris-topher Wright.

I would like to express my special gratitude to those who for the last six years, completely disinterestedly, and at the expense of their scientific work and private life, attentively and with dedication have taken care of the linguistic side of the publications in our Quarterly.
