Every State Party b elon ging to the u n e s c o World H eritage C on ven tion is o b lig ed to s u b m it a Tentative List o f p ro s p e c t iv e n e w w h S ites to the u n e s c o World H eritage Centre. A Tentative List is an inventory o f
th ose properties which each State Party intends to co n sid er for n o m in a tion during the following years. Such a list should be re-exam ined and re-submitted at least every ten years.
A Tentative List o f p ro p e rtie s w hich a State Party c o n s id e r s to be cultural and/or natural heritage o f o u tstan d in g universal value, and th e r e fore suitable for inscription on the World H eritage List, sho u ld not be consid ered as exhaustive. States Parties are e n c o u r a g e d to prepare their Tentative Lists with the participation o f a w ide variety o f s ta k e h o ld e rs . A revised Tentative List m u st be su bm itted to the World H eritage Centre at least one year prior to s u b m is sio n o f any nom ination. A revision m ay otherwise be m ade, w h en e ver a State Party finds it appropriate, as long as the period b etw een tw o revisions d o e s not extend the limit o f ten years.
The main premise for our work on re-examination o f N orw ay’s Tentative List is to follow the re c o m m e n d a tio n s given by u n e s c o’s Global Strategy
for a better balanced World H eritage List. This s tra tegy w a s a d o p te d for the first tim e in 1 9 9 4 by the C o m m itte e and a d d re s s e d to the d e v e lo p e d and already well represented S tates Parties - i.e. mainly in E uro pe and North America. T h e s e two groups o f countries were advised to slow down their nom inations so that S tates Parties in the rest o f t h e world could gain a better representation. To this day, however, after m o re than 15 years, Europe and North A m erica still share abou t 5 0 % o f th e total n u m b e r o f

The World Her ita ge Sites in N or w a y today
By г о ю , N orw ay has 7 sites inscribed on the World H eritage List. O n e site, the Struve G e o d e tic Arc is part o f a transnational serial nomination, which is unique as the first o f its kind on the List, since it represents a s c i entific historical m em o rial as c o m m o n cultural heritage. The remaining 6 sites located entirely on N orw eg ian territory are the result o f unilateral N orw eg ian nom ination efforts and con sist o f o n e natural site, represent ing natural lan d s ca p e and geology, and 5 cultural sites.
Typologically th e s e 5 cultural sites can be divided into: - religious property, a church (Urnes Stave Church), - trade h o u s e s , a port (Bryggen),
- an urban centre, co p p e r w orks and m in es (Roros Mining Town), - an arch aeological site, rock art (Rock Art o f Alta),
- a cultural la n d s c a p e (Vega Archipelago).
A closer look at the 5 cultural World Heritage Sites in N orw ay reveals a striking c o m m o n feature: the entire built heritage represents wooden architecture.
It may be said that this fact fits very well with traditional Norwegian and Nordic buildings, both vern acular and o therw ise. B esid e that, the m o s t im portant Norw egian contribution to international history o f architecture, the stave churches,is included. Urnes is ch osen as a representative a m o n g the 28 rem aining stave ch u rch es in Norway, and to ge th e r with Bryggen w a s the very first N o rw eg ian inscription (1979). If it w a s nominated today, however, it is likely that Urnes w ould b e c o m e part o f a serial nomination o f stave ch u rch es - ju st like the six W ooden C hurches o f Southern Poland (M ałopolska), which were inscribed in 2 0 0 3 ar,d represen t a more holistic and m od ern a pproach (-> Fig. lj.
Further on ou r list w e have rock art. This is a special kind o f a r c h a e o logical heritage: ca rvin g s and paintings on a solid rock surface. It has m o re in c o m m o n with sites els e w h e re in N orden and in distant places than with a rch a e o lo g y in Central Europe and the Mediterranean.

W roku 2 0 10 Norwegia posiadała siedem zabytków na Liście. Jeden
z nich to część ponadnarodowego wpisu zbiorowego - Południk Struvego,
którego unikalność polega na tym, że był na Liście jednym z pierwszych
obiektów reprezentujących pom nik naukowo-historyczny jako wspól
ne dziedzictwo kulturowe. Na sześć m iejsc w Norwegii pochodzących
z jednostronnych nom inacji jedno to obiekt przyrodniczy (naturalny
krajobraz i geologia), a pozostałe pięć to zabytki kultury.
Te pięć zabytków kultury m ożna przyporządkować do następujących

relationship which pe op l e in No rw a y have with nature. Nature is c lo s e to us; for generations harsh nature has set the limits to our output, w h e t h er it w a s f rom agriculture, fisheries, forestry or mining. Consequent l y, Norweg i an l an ds ca pe s reflect the fine balance b et w e e n human activities and the c i r c u m s t a n c e s to which p e o p le h ave had to adapt. In t o d a y ’s post-industrial society o f Norway, nature still d o m i n a t e s our everyday lives and thinking, not at least as a s our ce o f recreation. A c c es s to nature is e a s y and highly appreciated a m o n g the N o r w eg i a n people.
Gen era l conditions and r e c o m m e n d a t i o n s for a revision o f
the Tentative List
u n e s c o has felt increasingl y c o n c e r n e d a b o u t t he d e v e l o p m e n t o f
the World Heritage List since the Global Strategy for a better bal anced list was launched in 1 994. Still, after 15 years, in 2 0 0 9 Europe & North-America had 441 out o f a total o f 8 90 sites on the List (49,6%). We have to take this concern seriously. For Norway, it m e a n s that w e really have to realise that Nor way is a small country in a big world. From this perspective, w e m u s t s ee that we are already well represented on the List (-» Fig. 2).

uważymy uderzającą cechę wspólną: całe dziedzictwo architektoniczne do
tyczy budownictwa drewnianego. Idzie to w parze z tradycją regionalnego
budownictwa norweskiego i nordyckiego. Poza tym wśród nich znalazł się
najdonioślejszy wkład Norwegów w międzynarodową historię architektury,
czyli kościół słupowy. Urnes wybrano jako przedstawiciela dwudziestu
ośmiu zachowanych kościołów słupowych w Norwegii; wraz z Bryggen
był pierwszym norweskim zabytkiem wpisanym na Listę
u n e s c o(1979).
Gdyby nom inacja m iała miejsce dziś, łatwo sobie wyobrazić, że Urnes we-
szłoby w skład nominacji zbiorowej kościołów słupowych, tak jak stało się
to w wypadku sześciu kościołów małopolskich, które wpisano w roku 2003,
dając w yraz bardziej całościowemu, nowoczesnemu podejściu (-> Ryc. 1).
Dalej na naszej Liście widnieje sztuka naskalna. Ryty i m alunki na li
tej skale to specjalny rodzaj dziedzictwa archeologicznego. Ma więcej
wspólnego z innym i m iejscam i w Norden i oddalonych lokalizacjach niż
z archeologią środkowoeuropejską i śródziem nom orską.
Krajobrazy przyrodnicze i kulturowe to najnowsze wpisy norweskie.
Mogłyby w istocie uchodzić za m anifestację bardzo osobistego stosunku
ludzi w Norwegii do przyrody. Przyroda jest nam bliska. Przez całe poko
lenia sroga natura wytyczała granice naszych dokonań, czy to w rolnictwie,
czy rybołówstwie, leśnictwie albo górnictwie. Krajobraz norweski to sub
telny efekt dostosowania działań ludzkich do warunków klimatycznych.
Dziś, gdy stanowimy społeczeństwo postindustrialne, matka natura nadal
dominuje nasze życie codzienne i myślenie, przynajmniej pod względem
rekreacji. Dostęp do przyrody jest łatwy i ludzie to doceniają.
Warunki ogólne i rekomendacje dla obiektów z listy wst ępnej
Od kiedy w roku 19 9 4 przyjęto Globalną Strategię na rzecz lepszego
zrównoważenia Listy Światowego Dziedzictwa,

szoną troskę o jej rozwój. Niemniej w roku 2 0 0 9 Europa i Am eryka
Północna posiadały 441 wpisów na ogólną liczbę 890 zabytków na Liście
(49,6%). Trzeba to potraktować poważnie. Norwegowie naprawdę muszą
zdać sobie sprawę, że są m ałym państw em w w ielkim świecie. Patrząc
z tej perspektywy, jesteśm y całkiem dobrze reprezentowani na Liście
(-> Ryc. 2).
Th oug h No r w a y is a small country, it is relatively wealthy, both f inan cially and in t er ms o f World Heritage Sites. Therefore, the qu es t io n is: how can we contribute to the Global Strategy?
When we look closer at the Global Strategy, we s ee that the Operational Guidelines in Article 59 strongly enc our ag e States Parties such as No r way to:
- s l ow down, limit further nominations,
- p r o p o s e only properties falling into categories which are still under- -represented,
- link new nomi n a t i o n s with a nomination f rom a State Party w h o s e heritage is under-represented (-» Fig. 3).
In fact, u n e s c o s u g g e s t s an effective me t h o d which can be ada pt ed
by the richer and wel l-represented countries in order to assist countries which are in a less privileged position. Ou r contribution could be exper tise and mo ne y allocated to a joint nomination proc es s which will f avour the heritage o f an under-repres ented State Party. This me t h o d will be mo re closely d i s c us se d later in this article.
T h e No rw e g i a n a ppr o a ch to t h e s e conditions
T h e Directorate for Cultural He ri t a ge (Riksantikvaren), re s p ons i b l e for the co-ordination o f the follow-up work on World Heritage in Norway, really wa nt s to s l ow down the pa ce o f new nomi nat i ons f rom Norway. However, we recognise a s trong will a m o n g heritage sites in N o rw ay to promot e their status, that is - to obtain the highest a c kn ow l ed gme nt p o s sible, namel y the status o f a World Heritage Site. We try to face this cha l l enge by asking: which sites in No r w a y bel ong to the under-represented categories?
Obviously, nature is an under-represented category, c o mp a r e d to cul ture. As o f 2 0 0 9 , there were 689 cultural, 176 natural and 25 mixed sites on the World Heritage List. Thus, w e take this fact into account in t he re vision o f our Tentative List. The Directorate for Nature M a n a g e m e n t has been given the t ask o f o v er se ei n g the natural heritage o f Nor way in order to identify properties suitable for inscription. For the cultural heritage, we expect to find s o m e reliable advice in analysis work which has been executed on the initiative o f u n e s c o.

Choć Norwegia to niewielki kraj, jest stosunkowo bogata w sensie
finan sow ym i pod w zględem liczby zabytków światowego dziedzic
twa. Pojawia się zatem pytanie: jaki może być nasz wkład w Globalną
Strategię?
Przypatrzm y się bliżej Globalnej Strategii. „Wytyczne operacyjne”
w artykule 59 silnie zachęcają państwa-strony takie jak Norwegia do:
- zwolnienia tempa zgłaszania nominacji i zm niejszenia ich ilości,
- proponowania tylko dóbr z kategorii nie dość reprezentowanych,
- łączenia nowych nominacji z nom inacjam i państwa-strony, którego
dziedzictwo jest zbyt skrom nie reprezentowane (-» Ryc. 3).

Regarding cultural heritage as s uch, it t urns out that there are certain imba l a nce s within this ca t eg ory as well. T h e report “ Filling the C a p s - an action plan for the f ut u r e”, an anal ysis by i c o m o s (2005), reviews
the distribution o f t h e inscribed cultural heritage within 3 framewor ks : т. typological,
2. chronological, 3. thematic.
Th e findings for the t ypological f r a m ew o r k are that the m o s t repre sented categories o f cultural heritage inscribed on the w h List are:
- archaeological (23%),
- architectural and artistic m o n u m e n t s (15%), - historic t o wn s and urban e n s e m b l e s ( n %) , - religious properties ( n%).
Together, t h e s e c a t e g o r i e s cons t i t ute 6 0 % o f t h e total n u m b e r o f properties inscribed and 6 9 % o f all cultural sites. Generally, this me a n s that the f ollowing categories are d i sa dv an ta ge d or under-represented on the List:

- agricultural l a n ds c a pe s relating to staple or other crops, - sacred and/or s y mbol i c significance o f certain natural features, - religious m o n u me n t s associated with religions other than Christianity, - vernacular architecture and s et tl ement s ,
- mo d er n heritage,
- technological and industrial heritage.
Broken d o wn according to geographi cal location, the data s h o w that the u n e s c o region o f Europe and North A me r i ca has got:
- 3 3 % o f t h e archaeological sites, - 5 1 % o f the architectural sites,
- 55% o f the historic to wn s and e n s e m b l e s , - 4 4 % o f t h e religious properties.
Europe and North Ameri ca are relatively bes t represented within m o d ern heritage (79%) and cultural l ands capes (67%). On the other hand, this region is relatively poores t in burial sites ( 30 %) and rock art sites (33%). Re ga rdi ng tec hnol ogi c al and agricultural pro pe rt ies , which constitute only 6 % o f the total, Europe and North A me r i c a have 55 % o f the sites bel ongi ng to this category.

W yniki analizy typologicznej wskazują, że najlepiej reprezentowane
na Liście kategorie to:
- zabytki archeologiczne (23%),
- architektura i pom niki artystyczne (15%),
- dawne m iasta i zespoły m iejskie (11%),
- obiekty religijne (11%).
Łącznie kategorie te stanowią 6 0 procent w szystkich wpisanych
obiektów i 6 9 procent obiektów kulturowych. Generalnie stwierdza się,
że niezbilansowane lub nie dość reprezentowane są:
- kultury koczownicze,
- krajobrazy rolne związane z uprawami,
- twory naturalne o znaczeniu sakralnym lub symbolicznym,
- zabytki religijne związane z innym i religiam i niż chrześcijaństwo,
- architektura regionalna i osadnictwo,

- Within the Middle A g es section, Southern Europe has got approx. 3 0 % , W estern and North ern Europe ca 6 7 % and Eastern Europe ca 13 % . T h e s e figures include four referen ces to the Vikings.
Re flections on the “ Filling the C a p s ” Analysis
The m o s t useful and meaningful analysis presented in this i c o m o s report
is the typological fram ew ork, which s e e m s capable o f providing n o r m a tive advice on the way forward. It is useful to States Parties to adapt this particular approach, and to c o m b in e it with studies o f the Tentative Lists o f other S tates Parties that are available at th e u n e s c o w h w e b -p a g e . However, the i c o m o s study “ Filling the G a p s ” includes seriou s ga p s itself,
and n ee d s to be s u p p lem e n ted with m ore studies within a range o f m ore specific fields. This work will need tim e. We know that the International C o m m itte e for the Con servation o f t h e Industrial Heritage (t i c c i h) is e n ga ge d in cond u ctin g studies within the technological and industrial field.
The G a p Analysis gives ex a m p le s o f agricultural la n d s c a p e s relating to staple or other crops, which are a bsent from the w h List. What is represent
ed is: rice (Philippines), coffee (Colom bia, Cuba), s u g a r (the D o m inican Republic) and wine (France, Hungary, Portugal, Italy). What is m en tioned as m is s in g is: corn, maize, millet, co coa, cotton, rubber, fruit, etc. To a N o rw eg ian , it is strange to o b s e r v e the a b s e n c e o f a very im p ortan t re source for hum an nutrition, nam ely fish. Fisheries are a widespread activity, which has also m a d e significant im prints on cultural la n d s ca p e s .
Statistical findings o f the report reveal that cultural heritage s e e m s to appeal m ore to the States Parties than natural heritage. A conclu sion, or a suspicion, might be that to sort out the distinction b etw een herit a g e o f national value from heritage o f O u tst a n d in g Universal Value is harder with cultural than with natural heritage. Cultural heritage can be so strongly con nected with national prestige, and provid es an opportunity to prom ote a country itself b e c a u s e it rests on the a c h ie v e m e n ts o f a n a tion. The delicate problem o f national im p ortan c e ve rs u s international persp ec tive is faced by u n e s c o itself; s e e Article 52 in the O perational

Pod względem położenia geograficznego stwierdzono, że na rzecz
rejonu Europy i Am eryki Północnej wpisano na Listę
u n e s c o:- 33% zabytków archeologicznych,
- 51% zabytków budownictwa,
- 55% zabytkowych m iast i założeń m iejskich,
- 44% obiektów religijnych.
Europa i Am eryka Północna mają największy stan posiadania wśród
dziedzictwa współczesnego (79%) i krajobrazu kulturowego (67%), naj
m niejszy zaś w kategoriach m iejsc pochówku (30%) oraz sztuki naskal
nej (33%). Co do zabytków techniki i przem ysłu - kategoria ta stanowi
jedynie 6 procent całości, ale do Europy i Am eryki Północnej należy
w tej kategorii 55 procent zabytków.
Analizę chronologiczno-regionalną podzielono na dziewięć sekcji
odpowiadających cyw ilizacjom i chronologii wydarzeń historycznych
w danym regionie. Uzyskano następujące wyniki:
- Europa m a najwięcej wpisów. Nie oznacza to jednak, że wszystkie
zjawiska Europy są adekwatnie reprezentowane,
- Europa Północna i Wschodnia są słabiej reprezentowane niż Europa
Południowa i Zachodnia. Europa Południowa posiada 47 procent,
Zachodnia i Północna - 43 procent, a W schodnia 10 procent wszyst
kich wpisów europejskich,
- w zakresie zabytków średniowiecznych Europa Południowa ma około
30 procent, Zachodnia i Północna - około 67 procent, a Wschodnia - oko
ło 13 procent. W tych liczbach cztery przypadki dotyczą wikingów.

Dane statystyczne zebrane w raporcie ujawniają, że dziedzictwo kul
turowe zdaje się bardziej przem awiać do państw-stron niż dziedzictwo
naturalne. M ożna wnioskow ać (lub podejrzewać), iż trudniej jest od
różnić wartości narodowe od uniwersalnych w w ypadku dziedzictwa
kulturowego niż przyrodniczego. Dziedzictwo kulturowe bywa bardzo
powiązane z prestiżem narodowym i stwarza możliwość promowania sa
mego kraju, ponieważ opiera się na dokonaniach narodu. Samo

rodowego i spojrzenia m iędzynarodowego (zob. „Wytyczne operacyjne”,

typical for the 20th century. In Norway, we have identified heritage within this field which might have the required potential (-» Fig. 5).
A closer look at the sites inscribed on N o r w a y’s Tentative List
In Lofoten, the Lofoten Seaso n al Fishery marks a i , 0 0 0 - y e a r long tradition o f production and export o f stockfish. It is a m o n g the largest s ea s ona l fisheries in the world, and it is best do c u ment ed over a long period o f time. The stockfish w a s exported to a large part o f Europe (and later beyond this region as well), and contributed significantly to the provision o f f ood to a growi ng population over a long s pan o f time. In Lofoten, o n e can find a remarkable cultural l and s ca pe o f s et tl ements and production areas (i.e. for the drying process). Th e stockfish is an ideal product for trade, eas y to store and e a s y to transport. With only 2 5 % o f its original weight, stockfish still contains i o o % o f its nutritional value; it is durable and can easily be stored, wh et her on b oa r d freight v e ss el s or in w a r e ho u s e s .Stockfish trade provided a stable ec ono mi c foundation for a Norwegian central p o we r in medieval times . When Christianity con qu e r ed Central and Northern Europe, Catholic rules on f asting created a market for fish as a s ubs t i t ute f or meat. At t he s a m e time, t o w n s we re being f o u n d ed and they we re gr o wi n g in the s a m e area. Also, Central Europe pr o duc ed grain which w a s n ee de d in Norway. Grain w a s produced not only around the Baltic Sea, but also along the rivers there, wher e the Hanseatic c a m e to o rg a ni s e this trade for centuries. Th u s , in the context o f our Polish-Norwegian project, the question o f the extent to which Poland was the receiver o f stockfish f rom No rw a y and the pro d uc er o f grain offered in return shoul d really be looked into.
Riksantikvaren and the Directorate for Nature M a n a g e m e n t have t o gether m a d e a draft for a nomination d o c u m e n t for the Lofoten Islands. However, the application for the World Heritage status has had to be p o s t po ne d until a national political decision on off-shore petroleum and g a s industry in the s a m e area has been ma de . It can be s u p p o s e d that such an industrial activity ca nnot go t ogether with a World Heritage d e s ignation (-> Fig. 6).
Tysfjord - H ellem obotn could b e c o m e a t r a ns bo u nd a r y extension to
S we di s h Laponia, which is a mixed site. The cultural a s p e c t o f the site is its role as a S am i cultural l a n ds ca pe , c o n n e ct e d to traditional rein deer herding. An extension to include a fjord l an ds ca pe and a cc e s s to the c o as t woul d provide a meaningful di mens i on, as the Sâmi tradition ally bas ed their living on s ea sona l m o v e m e n t s a c r os s the Scandinavian

Oprócz siedm iu zabytków już wpisanych lista wstępna podaje jeszcze
pięć ewentualnych zabytków na naszym terytorium. Trzy z nich położo
ne są w Norwegii kontynentalnej, natomiast dwa na m orzu. Zaczynając
od obszarów kontynentalnych, propozycje obejmują:
- krajobraz przyrodniczy i kulturowy: treści kulturowe związane z pro
dukcją sztokfisza,
- ponadnarodowy krajobraz przyrodniczo-kulturowy: treści kulturowe
związane z kulturą Sam i,
- zabytki techniki: historia kultury przemysłowej związana z hydro-
technologiami wraz z powiązanym układem kom unikacyjnym i za
łożeniam i m iejskim i.
W ymienione dwa zabytki m orskie dotyczą:
- arktycznego krajobrazu przyrodniczego i przem ysłowego - histo
ria przem ysłu zw iązanego z połow am i, nauką i badaniam i oraz
górnictwem,
- zjawisk przyrodniczych - geologicznych i geofizycznych (specyficzne
zabytki podwodne, transgraniczne i seryjne).
Czy mając taką listę wstępną, realizujem y zalecenia Strategii Globalnej
U N E S C O ?- Spowolnienie: siedem wpisów wraz z pięciom a wstępnym i propozy
cjam i to razem dwanaście m iejsc. Norwegia w yprzedzi wtedy pań
stwa-strony takie jak Egipt, Turcja, Iran, Indonezja, Pakistan, Korea,
Tajlandia, Etiopia, Maroko, Republika Południowej Afryki, Austria,
Argentyna. Może to dawać do myślenia. Na usprawiedliwienie mamy
to, że jeden z zabytków ma charakter ponadnarodowy jako rozsze
rzenie szwedzkiego zgłoszenia Laponii. W statystyce

nie powiększyłby europejskiego stanu posiadania.
- Wzmocnienie w ym iaru przyrodniczego Listy: tylko jeden z obiektów
ma charakter czysto przyrodniczy. Z drugiej strony trzy z propono
wanych m iejsc m ają uzasadnienie przyrodnicze w połączeniu z co
najmniej jednym kryterium kulturow ym jako zabytek o m ieszanym
charakterze.
- W zmocnienie kategorii nie dość reprezentowanych: brak zabytków
zw iązanych z rybołów stw em w spom niano powyżej. Nasza lista
wstępna to uwzględnia. Brak zabytków techniki i przem ysłu można

Na Lofotach rybołów stw o sezonowe m a tysiącletnią tradycję zw iąza
ną z produkcją i eksportem sztokfisza. To największy obszar rybołów
stwa na świecie i najlepiej udokum entowany na przestrzeni dziejów.
Sztokfisz eksportowano do większości krajów Europy (a później również
poza nią). Stanow ił zasadniczą część pożyw ienia rosnącej populacji.
Na Lofotach m ożna znaleźć rozległy krajobraz kulturow y składający
się z osad i obiektów produkcyjnych (np. suszarni). Sztokfisz to idealny
produkt handlowy - łatw y do m agazynowania i transportowania. Wyrób
stanowiący 25 procent pierwotnej w agi ryb zawiera 10 0 procent warto
ści odżywczej. Jest trwały, łatwy w przechowywaniu czy to na statkach
handlowych, czy w m agazynach.
W średniow ieczu handel suszonym i rybam i stanow ił fundam ent
w ładzy centralnej w N orw egii. G dy ch rześcijań stw o zapanow ało
w Europie Środkowej i Północnej, władze katolickie rychło utworzyły
rynek ryb jako substytutu m ięsa. W tym sam ym czasie powstawały
i rozkw itały m iasta na tym sam ym obszarze. Europa Środkowa pro
dukowała zboża potrzebne w Norwegii. Uprawiano je wokół Bałtyku
i w zdłu ż m iejscowych rzek, gdzie przez w ieki rozw ijał się handel han-
zeatycki. Tak w ięc polsko-norweski projekt w inien zbadać, w jakim
stopniu Polska była odbiorcą sztokfisza z Norwegii, a w zam ian - eks
porterem zboża.
Riksantikvaren i Dyrekcja Ochrony Przyrody wspólnie sporządziły
projekt nominacji Lofotów. Jednak w niosek o wpis na Listę trzeba od
sunąć w czasie, gdyż w kraju podjęto decyzję polityczną o wydobyciu
nafty i gazu z morza w tym regionie. Łatwo się domyślić, że taka dzia
łalność nie idzie w parze z celami przyświecającym i Liście Światowego
Dziedzictwa (-» Ryc. 6).
Tysfjord - Hellem obotn
stanie się transgranicznym rozszerzeniem
w pisu szwedzkiej Laponii (obiekt o m ieszanym charakterze). Aspekt
kulturow y w iąże się z ludem Sam i i tradycyjną hodowlą reniferów.
Rozszerzenie obejmujące fiordy i wybrzeże będzie m iało ważny wymiar,
gdyż styl życia Sam i polegał na sezonowych m igracjach po Półwyspie
Skandynawskim, nie zważając na granicę państwową biegnącą w kie
run ku północ-południe. W Europie i w Am eryce Północnej koczow-
nictwo i obszary podbiegunowe nie są wystarczająco reprezentowane.
Propozycja nie cieszy się jednak poparciem ze strony m iejscowych, to
znaczy ludności Sam i. Trzeba wspom nieć, że władze Sam i nie zgłosiły
propozycji Laponii i Tysfjord-Hellemobotn ani w Szwecji, ani w Norwegii.
Powodem jest oczyw iście to, że Sam i nie są stroną Konwencji. Dla

In Europe and North A m erica both n o m a d is m and the Arctic sub-region are clearly u n der-represented. However, this proposal is h am p ere d by lack o f s u p p o rt from the locals - the Sâm i p o p u lation. It should also be m entio ned that the p ro p o sa ls for Laponia and T y sfjo rd -H ellem o b o tn have not been raised by S âm i authorities t h e m
selves, neither in S w e d e n nor in Norway. The reason behind this is, o f course, the fact that the S âm i authorities are not part o f t h e Convention. To s o m e , this may be a delicate su bject. To u n e s c o, it is essential that
a nom ination has s u p p o rt from the local society.
N o rw eg ian Hydro-Electro Pow ered H e a v y Industries will be a serial
n o m ination o f R ju k a n /N o to d d en a n d O dda/T yssedal industrial heritage sites. T e c h n o lo g ic a l and industrial h e rita g e is relatively p oo rly r e p r e sen ted on the World H eritage List. Also, there is o b v io u s im b a la n ce and a b s e n c e within the inscribed technical and industrial heritage; the 20 th century is not rep rese n ted adequately. O u r ca s e will co nstitu te a holistic approach to the p h en o m e n on . The ‘2nd ph ase o f t h e industrial revolution’ in the early 20 th centu ry is the f o c u s here. Four different c o m p o n e n t s , typical for this pioneer period are covered: 1) electro-chem ical industry, 2) hydro-electric p o w e r plants, 3) fa c to rie s and urban s e ttle m e n ts c lo s e to the p o w e r station, 4) tra n sp o rtatio n s y s t e m s c o m p e n s a t in g for the lack o f abilities to tra n sm it the electric p o w e r over d ista n c e s . Svalbard, the N o rw e g ia n territory in the Arctic, a sp ire s to b e c o m e
the flagsh ip polar w ild ern e ss area in the world, with the b e s t protection and m a n a g e m e n t. At the s a m e tim e, Svalbard has a long history o f h u man activities related to exploiting the rich m arine and terrestrial fauna and mineral resou rces, as well as o f hum an exploration o f t h e ultimate North. Thus, Svalbard is envisa ge d as a mixed site, containing natural values: arctic fauna, flora, geology, glaciology, as well as cultural valu es, such as hunting, polar scie n ce and mining. The cultural history in the re gion begins with whaling, mainly Dutch, for w h ale oil; then Russian and later N o rw eg ian hunting for polar b ears, foxes and seals to obtain their fur. Hunting has been the d o m in an t hum an practice t h e r e fo r m any years. Also, coal mining and pro sp e ctin g for other minerals have been executed in the region. for m any exploring expeditions. Scientific activities there are still im p o r tant and even increasing.
Svalbard is sen sitive in m any w ays. T h e vuln erable en v iro n m e n t o f Svalbard is the recipient o f pollution borne by air and water from a big part o f the w estern world; hence, Svalbard provides updated indicators for the ec o lo g ica l state o f the world and is a b a s e for s u p e rv isio n a c tivities. Furtherm ore, the Svalbard Treaty gives all the S tates Parties to the Treaty the right o f residen ce for e c o n o m ic re a s o n s u n der the regim e o f N orw eg ian laws. Russia is the only other nation with p e rm a n e n t s e t tle m e n ts in the area, with s o m e 7 0 0 p e op le em p loy e d in coal mining, in addition to s o m e 2 , 0 0 0 p e op le living in the N o rw eg ian s e ttle m e n ts . An application for the World H eritage statu s m ust, therefore, be s u b je c t to clarification b etw een N orw ay and Russia. Poland has a scientific s t a tion in H ornsu n d, in the southern part o f Spitzbergen , which is the main island o f Svalbard (-> Fig. 8).
Th e Mid-Atlantic Ridge is an initiative which d o e s not derive from
Norway. It w ould form a tra n s b o u n d a ry serial site as natural h eritage o f the ridge ru nning from the north to the south through the entire Atlantic

chronionym i zarządzanym obszarem podbiegunowym . Jednocześnie
Svalbard szczyci się długą historią działalności ludzkiej wykorzystują
cej bogatą faunę m orską i lądową oraz zasoby m ineralne, a także eks
ploatacji przez człowieka terenów najbardziej w ysuniętych na północ.
Proponowana jest koncepcja Svalbardu jako m iejsca dziedzictwa o m ie
szanym charakterze przyrodniczym (flora podbiegunowa, geologia, gla-
cjologia) i kulturow ym (myślistwo, nauki polarne, górnictwo). Historia
kultury rozpoczyna się w raz z połow am i wielorybów, głównie przez
Duńczyków, w celu pozyskania tranu, następnie zaś znaczą ją dom inu
jące przez wiele lat polowania Rosjan, a później Norwegów na niedźw ie
dzie polarne, lisy i foki na futra. Prowadzone są poszukiwania innych
m inerałów i wydobycie w ęgla. Położone blisko bieguna północnego
tereny te były przez wiele lat także bazą wypraw badawczych. Działalność
naukowa jest tam wciąż ważna, co więcej - rozszerza się jej zakres.
Svalbard jest m iejscem wrażliw ym pod wieloma względam i. Lokalne
środowisko zbiera zanieczyszczenia atm osfery i wody z dużej części
świata zachodniego, dlatego prowadzi pom iary aktualnych wskaźników
stanu świata i stanowi podstawę do jego kontroli. Traktat ze Svalbardu
nadaje prawo obecności z przyczyn ekonom icznych w szystkim pań
stwom-stronom w zakresie dopuszczalnym prawem norweskim . Obok
dwóch tysięcy osób mieszkających w osadach norweskich tylko Rosja po
siada tu jeszcze stałe osady i siedemset osób zatrudnionych w górnictwie,
toteż w niosek
oochronę
u n e s c om uszą rozstrzygnąć Norwegia i Rosja.
Polska posiada stację badawczą w H ornsund, w południowej części
Spitzbergenu, która jest główną wyspą archipelagu Svalbard (-> Ryc. 8).
Grzbiet Środkowoatlantycki
to inicjatywa niepochodząca z Norwegii.
Będzie przedm iotem transgranicznego w pisu seryjnego. Dotyczy dzie
dzictwa naturalnego w postaci grzbietu biegnącego z północy na połu
dnie przez cały Ocean Atlantycki. Potraktowanie tego zjawiska geofi
zycznego jako dziedzictwa przyrodniczego będzie stanowić wyzwanie
dla koncepcji światowego dziedzictwa, jako że w pływ y Konwencji nie
sięgają poza wody terytorialne państw-stron. Części grzbietu wznoszące
się ponad poziom morza należą do Islandii, Portugali (Azory), Wielkiej
Sea. The Directorate f ac es external pr e s sure f rom different milieus, wh et her professional or political, around Norway. As the Convention has gained prestige and c o m m o n a c k n o w l e d g e m e n t , certain g r o u p s o f ex pe rti s e lobby for the nomination o f their own proposals. Th e status o f a World Heritage Site, o f course, gives one the highest recognition within o n e ’s own discipline and efforts. Even more pres si ng are national regions that wa n t nomination o f local properties, often with the intention o f s trengt heni ng their e c o n o m i c growth through touri s m, for which the s tatus is s ee n as an efficient instrument. All this together puts cons iderable pres sure on the di rectorates under the Ministry o f t h e Environment, w h o c a nnot fully purs ue their own a p p r o a c he s to the issue o f nomi nati ng new World Heritage Sites. There will always be political a s p e c t s to consider.

łudnie są posiadłości norweskie (wyspy Jan Mayen i Bouveta). W tym
wypadku Norwegia nie widzi powodu, ani by wywierać presję na nom i
nację, ani by się jej sprzeciwiać.
Presja z e w n ęt r z n a
Dyrekcja Ochrony Dziedzictwa Kulturowego stale narażona jest na naci
ski z zewnątrz ze strony różnych środowisk zawodowych i politycznych
w całym kraju. Ponieważ Konwencja zyskała sobie renomę i powszechne
uznanie, niektóre grupy ekspertów dążą do nominacji swych propozycji.
Status m iejsca dziedzictwa światowego to najwyższy dowód uznania dla
sam odyscypliny i wysiłków. Jeszcze w iększą presję wywierają regiony,
które starają się o nominacje dóbr lokalnych często z zam iarem napę
dzania wzrostu gospodarczego przez turystykę, a status ten postrzegany
jest jako skuteczne do tego narzędzie. Wszystko to razem powoduje pre
sję na dyrekcje podległe M inisterstwu Ochrony Środowiska, nie mogą
w ięc one w pełni realizować swej filozofii w kwestii nominacji na Listę

this specif ic kind o f heri tage to be N o r w e g i a n , s ince this b r o a d en in g o f the s ce ne woul d hinder the efforts o f t h os e States Parties which are under-represented on the w h List. In fact, the Global Strategy d o es not
only e nc ou r a g e wel l-represented States Parties, s uch as Norway, to be restrained in their efforts for ex pa n di ng the n u m b e r o f their own World Heritage Sites, but also gives t h e m an opport unit y to link their n o m i n a tions with a n omi na ti on pr e s en t ed by a State Party w h o s e heritage is under-represented (Operational Guidel ines §59). If No rw a y ever tries to c o mpl y with this request, it is hard to imagine any better opportunity for this than the heritage o f wild animal hunting. However, the probl em is that no States Parties have ever tried this method, so there are no mod e l s for this line o f action. D e v e lo p m e n t o f practice is n ee de d for this instru me n t a i med at s trengtheni ng the balance o f t h e World Heritage List to s ucce ed (-» Fig. 9).
M o r t e n s n e s / C e a v c c a g e a d g e in the county o f Finnmark, the northern
m o s t part o f Norway, has been p r omo t e d by the S âmi Council in Norway. Located in a mythic l a nd s ca pe with sacred natural features, it w a s a s et t l eme nt and a site for burials as well as religious practices. This kind o f heritage is stated as under-represented on the World Heritage List.2 It is particularly under-represented in the region o f Europe, North Amer i ca and the Arctic. Hence, a nomination within this field would s trengthen t hes e categories which are recognised as under-represented in our part o f the world. The S âmi pe op l e constitute one group, but living in four differ ent countries (Finland, Norway, Russia and Sweden). As f ort he hunting for herd animals, o ne c a nnot expect the World Heritage status to be granted to every aboriginal pe op l e in Europe and North Ameri ca. Riksantikvaren has, therefore, anticipated that the way to obtain the w h recognition for the Sâmi cultural history will be to co-ordinate and h ar mon i se this effort shared by the States Parties with the Sâmi population. This work may lead to a serial and transnational nomination. The probl em, however, is that s uch a nomination woul d count for only o ne State Party.
The Viking culture and its m o num ents have e m e r g e d as an idea for
a World Heritage nomination during the recent years. The intention is for it to be a t r a n s b o u n d a r y and serial no mi na t i on. An inscription o f such a t h e m e woul d co n s eque nt ly reduce the n u m b e r o f European and Nort h-Amer ican sites, b ec a u s e several already inscribed sites woul d be included, and there wo u l d still be an o p e n i n g for other pr ope r t i es to

Niektóre przykłady warte są bliższego rozpoznania, gdyż ilustrują
zagadnienia będące w kręgu powszechnego zainteresowania. Obiekty
w ym ienione poniżej nie są jeszcze wpisane na listę wstępną Norwegii,
ale m ogą się na niej znaleźć w konsekwencji zbliżającego się skompli
kowanego postępowania weryfikacji.
Polowania na renifery w m asywie górskim D ovrefjell - Snohetta - Rondane
prom ują najlepsi archeolodzy, którzy do swego projektu
pozyskali nawet dawnego m inistra środowiska w raz z radam i gm in
i regionów. Chodzi o sięgającą niem al 10 0 0 0 lat wstecz tradycję zor
ganizowanych polowań z ogrom nym system em pułapek, korytarzy na
prowadzających itp., położonych w centralnej Norwegii. Riksantikvaren
w sw ym zaleceniu dla M inisterstw a Środowiska podkreśliła jednak,
że zjawisko zorganizowanych polowań na dzikie zwierzęta stadne ma
charakter prawdziwie globalny, toteż w niosek godny jest rozpatrzenia
bez względu na gatunek zwierząt. Jest m ało prawdopodobne, by ten typ
dziedzictwa wpisano kilkakrotnie na Listę
u n e s c o- zjawisko powinno
być raczej reprezentowane przez przykłady o najbardziej nietkniętej
be nom inated as parts o f the series. The initiative may have originated from milieus behind properties aspiring for the statu s, such as H e d e b y in G e r m a n y (Sch lesw ig -H o lste in ). But a lso bingvellir (Iceland), in a c cord a n c e with the C o m m it t e e ’s decision on its p o ssib le inscription, is obliged to establish linkage to other properties reflecting Viking culture, especially in term s o f early parliam entary traditions - the ting sites. O ther existing World H eritage Sites which are involved are Jelling (Denmark) and Birka (Sweden). An invitation to participate a d d r e s s e d to N o rw a y has been an sw ere d positively, but hesitantly. It has not yet been de cid ed which Viking site in N o rw a y m ig ht be n o m in a ted . A prelim inary idea s u g g e s t s the m o u n d s w h ere the Viking ships w ere foun d and excavated, b e c a u s e the m o s t striking a s p e c t o f the Vikings w a s their revolutionary mobility over long d istan ces. This w a s entirely b ase d on their skilful ship building and navigation. T h e influence o f t h e Vikings on a h uge part o f the w estern world rests on this fact, and could not be im agined w ithout their seaw orth y ships.
A w ish for U r n e s C hurch to fo rm a part o f a serial n o m in a tio n o f stav e c h u r c h e s a s a g ro u p , like th e w o o d e n c h u rc h e o f M a ł o p o l s k a (Southern Little Poland), has been rejected co n c ern in g the fact that the Urnes Stave Church has been on the List since 19 79 as a s ep a ra te m o n u ment. Additionally, in N orw ay the tim e s o f Christianity are by definition a post-Viking era. Therefore, the church itself w ou ld not be the s u b je ct o f a p ro p o s e d w h Site; rather m ore im p ortan c e w ould be a ss ig n e d to the decorative ca rvin g s on a reused portal from an earlier (church) build ing. T h e s e ca rvin g s are included in the justification for the inscription o f Urnes Stave Church, to ge th e r with the con stru ctive m e th od o f stave fram ew ork. The latter is reco gnised as the m o s t im p ortant N o rw eg ian contribution to western architectural traditions, and will be the main focus o f a serial nom ination (-> Fig. to).
Should there be more, then?
A s the Convention is go in g to celebrate its 40 th anniversary in the near future, and the World Heritage List is getting clo ser and clo ser to re ac h ing a th ou sa n d inscriptions, the a n sw e r to this qu estio n is very m u ch up to w h at will be decid ed by u n e s c o itself. So far the ten d en c y h as been
to expand the w h List to include new categories o f heritage, especially in the cultural field.
