I n this efficient a n d i n f o r m a t i v e article t h e a u t h o r s seek t o give t h e correct e x p l a n a t i o n as t o t h e composition of t h e p r e f e c t ' s council m e n t i o n e d in t h e p a p y r u s F o u a d I № 21. A f t e r a m i n u t e analysis, t h e a u t h o r s f i n d o u t t h a t t h e composition of t h e council r e s u l t e d f r o m t h e m i l i t a r y q u a l i t y of t h e p e t i t i o n e r , since one half of t h e t e n m e m b e r s belongs t o t h e b o d y of officers of t w o E g y p t i a n legions. T h r e e civil officials t h e iuridicus a n d t h e idiologue a n d t h e dioicete joined t h e m which proves t h a t t h e r e q u e s t of t h e v e t e r a n s r e f e r r e d t o t h e i r political s t a t u s as well as t o c e r t a i n i m m u n i t i e s .
