N o m a t t e r w h e t h e r d e c o l o n i z a t i o n , a w a k e n i n g n a t i o n a l s e n t i m e n t , " A f r i c a n i z a t i o n " , e c o n o m i c g r o w t h o r s o c i a l d e v e l -o p m e n t is c -o n s i d e r e d t h e c h i e f f a c t -o r , i t is -o b v i -o u s t h a t k n -o w l e d g e a n d t e c h n o l o g y are i n d i s p e n s a b l e f o r r e a c h i n g t h e e n v i s a g e d g o a l , a n d t h a t i t is necessary t o d r a w o n t h e r e s e r v o i r a n d e x p e r i e n c e o f t h e W e s t e r n c o u n t r i e s . A n d a g a i n i t is seen t h a t science is i n d i v i s i b l e . O n e o f t h e c h i e f m e a n s w h i c h t h e n a t i o n s h a v e a t t h e i r d i s p o s a l f o r t h e a c q u i s i t i o n o f science a n d t e c h n o l o g y , is to send t h e i r y o u n g i n t e l l e c t u a l s to u n i v e r s i t i e s i n E u r o p e a n d t h e U n i t e d States. T h i s has b e e n d o n e o n a l a r g e scale. A s r e g a r d s E u r o p e , t h e i n f l u x o f s t u d e n t s f r o m t h e d e v e l o p -i n g c o u n t r -i e s w a s d -i r e c t e d -i n t h e f-irst p l a c e t o t h e f o r m e r c o l o n -i a l m o t h e r c o u n t r i e s . I n t h e N e t h e r l a n d s , h o w e v e r , t h e s t u d e n t takes his " c a n d i d a a t s " e x a m i n a t i o n a f t e r t h r e e o f f o u r y e a r s ; i t is m e r e l y a n i n t r o d u c t i o n t o c o n t i n u e d s t u d y . T h e degree r e q u i r e d f o r a f u n c t i o n i n society c a n o n l y be o b t a i n e d a f t e r a s t u d y o f some seven years. A p a r t f r o m t h e d o c t o r ' s degree w h i c h is d e s i r e d a n d r e c o g n i s e d t h r o u g h -o u t t h e w -o r l d , D u t c h u n i v e r s i t y degrees are n -o t r e c -o g n i s e d i n m -o s t -o t h e r c o u n t r i e s , a n d h a v e n o " e f f e c t u s c i v i l i s " t h e r e . T h e N e t h e r l a n d s has n e v e r b e e n b l i n d to these f a c t o r s . I n 1950 a C o m -m i t t e e set u p b y t h e M i n i s t e r o f E d u c a t i o n , A r t s a n d Sciences t o s t u d y t h e a d a p t a t i o n o f D u t c h u n i v e r s i t y e d u c a t i o n t o i n t e r n a t i o n a l r e q u i r e -m e n t s , r e a c h e d t h e c o n c l u s i o n t h a t t h i s a d a p t a t i o n -m i g h t r e q u i r e t h e e s t a b l i s h m e n t o f n e w i n s t i t u t e s , i n w h i c h a w o r l d l a n g u a g e w o u l d h a v e t o be t h e v e h i c l e o f c o m m u n i c a t i o n , a n d t h e f o u n d a t i o n s a n d results o f

o u r o w n c u l t u r e w o u l d n o t be a n o b j e c t , b u t a m e a n s t o be m a d e service-a b l e t o t h e c u l t u r e o f o t h e r t e r r i t o r i e s .

T h e t a s k t o t a k e c a r e o f i n t e r n a t i o n a l e d u c a t i o n i n t h e N e t h e r l a n d s , i n c o o p e r a t i o n w i t h t h e U n i v e r s i t i e s , o t h e r s c i e n t i f i c i n s t i t u t i o n s , f o u n d a t i o n s a n d societies, was assigned t o t h e N e t h e r l a n d s U n i v e r s i t i e s F o u n d a -t i o n f o r I n -t e r n a -t i o n a l G o - o p e r a -t i o n . T h i s F o u n d a -t i o n was i n s -t i -t u -t e d b y t h e j o i n t N e t h e r l a n d s U n i v e r s i t i e s w i t h t h e o b j e c t o f l e n d i n g c o - o p e r a t i o n to t h e e f f o r t s o f t h e N e t h e r l a n d s G o v e r n m e n t t o f u r t h e r i n t e r n a t i o n a l c o - o p e r a t i o n . So i t c a n r i g h t l y be said t h a t t h i s U n i v e r s i t y F o u n d a b o n g a v e shape t o c o o p e r a t i o n b e t w e e n t h e G o v e r n m e n t a n d t h e N e t h e r -l a n d s U n i v e r s i t i e s . I n t h e y e a r s w h i c h f o l l o w e d t h e p u b l i c a t i o n o f t h e a f o r e s a i d r e p o r t b y t h e G o m m i s s i o n f o r A d a p t i n g U n i v e r s i t y E d u c a t i o n t o I n t e r n a t i o n a l N e e d s , a n u m b e r o f i n s t i t u t e s f o r i n t e r n a t i o n a l e d u c a t i o n w e r e set u p , t h e m a j o r i t y b y N U F F I G a n d some o f t h e m o u t o f N U F F I G c o n t e x t . T h e p r i n c i p a l i n i t i a t i v e s o f these first years are t h e I n s t i t u t e o f S o c i a l S t u d i e s , a n d t h e I n t e r n a t i o n a l T r a i n i n g G e n t r e f o r A e r i a l S u r v e y , w h i c h w e r e l a t e r f o l l o w e d b y s e v e r a l o t h e r s . A l l these i n i t i a t i v e s are c h a r a c t e r i s e d b y t h e f a c t t h a t a s e p a r a t e u n i t f o r i n t e r n a t i o n a l e d u c a t i o n is c r e a t e d , so t h a t f u l l a t t e n t i o n c a n be c o n c e n t r a t e d o n t h e s p e c i a l r e q u i r e m e n t s o f t h i s b r a n c h o f e d u c a t i o n . T h e l a n -g u a -g e o f i n s t r u c t i o n is E n -g l i s h , t h e l e v e l p o s t -g r a d u a t e . T h e d u r a t i o n o f t h e courses is u s u a l l y u n d e r t w o years. T h e c o n t i n e n t a l s y s t e m o f f r e e d o m o f s t u d y has b e e n s u p e r s e d e d b y s t r i c t e r s u p e r v i s i o n a n d a s y s t e m o f t u i t i o n . M o r e o v e r , a flexible s t u d y p r o g r a m m e u s u a l l y m a k e s i t possible t o t a k e i n t o a c c o u n t the s p e c i a l wishes o f t h e s t u d e n t s a n d t h e c u l t u r a l p a t t e r n o f t h e i r c o u n t r y o f o r i g i n . T h e reasons f o r e s t a b l i s h i n g a n i n s t i t u t i o n f o r i n t e r n a t i o n a l e d u c a t i o n are n o t a l w a y s t h e s a m e . I n s o m e cases t h e i r o r i g i n goes b a c k t o t h e t i m e w h e n t h e N e t h e r l a n d s s t i l l was a c o l o n i a l p o w e r a n d t r a i n e d D u t c h n a t i o n a l s f o r a task i n t h e overseas t e r r i t o r i e s . Gourses i n p u b l i c a d m i n -i s t r a t -i o n , t r o p -i c a l a g r -i c u l t u r e , t r o p -i c a l h e a l t h d a t e f r o m t h -i s p e r -i o d . I n l a t e r y e a r s these courses w e r e ( o r are b e i n g ) a d a p t e d t o t h e c h a n g e d r e l a t i o n s i n t h e w o r l d o f t o - d a y . I n o t h e r cases t h e i r o r i g i n m a y b e ex-p l a i n e d b y a n e x i s t i n g n e e d w h i c h was n o t ex-p r o v i d e d f o r e l s e w h e r e . T h e E u r o p e a n G o u r s e i n S a n i t a r y E n g i n e e r i n g is n o t c o n n e c t e d w i t h a n o l d e r D u t c h t r a d i t i o n . T h e m e r e f a c t t h a t t h e r e a p p e a r e d t o b e a n e e d f o r a

E u r o p e a n course to t r a i n s a n i t a r y engineers c o n s t i t u t e d t l i e r e a s o n t o p r o v i d e t h i s t r a i n i n g i n t h e N e t h e r l a n d s , t h e m o r e so as t h e r e w a s n o s u c h course a n y w h e r e o n t h e E u r o p e a n C o n t i n e n t . Y e t as a r u l e s u c h a n i n t e r n a t i o n a l course i n t h e N e t h e r l a n d s is b a s e d o n a t y p i c a l l y D u t c h s p e c i a l i t y . I n s u c h a case i t c a n be s a i d t h a t t h e N e t h e r l a n d s is a n a t u r a l c e n t r e f o r e s t a b l i s h i n g a n i n t e r n a t i o n a l t r a i n i n g i n s t i t u t e . T h i s n o w has c l e a r l y b e e n t h e case w i t h t h e i n t e r n a t i o n a l course i n h y d r a u h c e n g i n e e r i n g , w h i c h w a s e s t a b l i s h e d i n 1957. T h e N e t h e r -l a n d s has a g e - -l o n g e x p e r i e n c e i n t h e fight a g a i n s t t h e w a t e r : i n t h i s s t r u g g l e i t has b u i l t u p h e r r e s e r v o i r o f h y d r a u l i c e n g i n e e r i n g k n o w l e d g e . I t is o n l y n a t u r a l t h a t f o r e i g n e r s m a k e a n a p p e a l t o t h i s s p e c i a l i s e d ex-p e r i e n c e , a n d i t is e q u a l l y n a t u r a l t h a t t h e N e t h e r l a n d s s h o u l d m a k e i t accessible t o o t h e r s . Y e t t h e o r i g -i n a l l y p l a n n e d d u r a t -i o n o f t h e course, t w o y e a r s , was c o n s -i d e r e d t o o l o n g .
