Nowadays undertakings o f PKP Group face task o f working out plans o f IT application within the scope o f interoperability requirements defined in the UE directives.

In these plans, on the basis o f analysis o f current state, aims and priorities o f undertakings’ areas where IT will have application in and way o f implementation specific solutions must be defined.

The best effects will be gained, if it will be performed in the trouble areas o f activity.

Obecnie poszczególne spółki grupy PK P stoją przed zadaniem opracowania planów informatyzacji w aspekcie wymogów interoperacyjności określonych w dyrektywach UE.

W planach tych na podstawie analizy stanu obecnego, celów i priorytetów spółek należy określić obszary podlegające informatyzacji oraz sposób wdrożenia określonych rozwiązań.

N ajwiększe efekty uzyska się, jeśli to zostanie wykonane w newralgicznych dla firm obszarach działania.

1. IN T R O D U C T IO N

Joining the U E by P oland for the railw ay undertakings, especially for PKP PLK (infrastructure), PK P C A R G O (freight transport) and PKP Intercity (passenger transport), m eans necessity o f adaptation o f th eir field activity system s to requirem ents specified in the EU directives.

O ne o f these requirem ents is to m eet interoperability requirem ents, i.e. application o f general technical standards, w hich w ill allow R U s’ (R ailw ay U ndertaking) and IM s’ (Infrastructure M anager) system s to cooperate. T hose standards are in the form o f

“T echnical S pecification for Interoperability o f the conventional T rans-E uropean rail system”

and are drow n up b y the E uropean A ssociation for R ailw ay Interoperability (AEIF), w hich acts as the jo in t representative body bringing together representatives o f the infrastructure m anagers, railw ay undertakings and industry, and as w ell from PKP.

A d o p tio n o f field activity system should encom pass areas o f creating tim etable on the basis o f o p era to rs’ orders, tracking trains, cu sto m e rs’ settlem ent and fares establishing.

C u sto m ers’ settlem ent system (clearing system ) should take into account services that h av e been executed, c u sto m e rs’ com plains an d pen alties levied on an o perator i f he caused d isruption in traffic. It is obvious th at such a system should cooperate b oth w ith tracking trains system and E R P system . Supporting p rice list establishing system should relay on the data g etting from E R P system .

2. IT S Y S T E M S F O R U N D E R T A K IN G S OF PKP

In th e basic scope o f undertakings o f PK P activity, the follow ing business processes can be m entioned:

orders and agreem ents p assen g er and freight operators service, - tim etab le creating,

trains tracking,

custom er settlem ents for using line, rates establishing.

2.1. OPERA TO RS’ ORDERS AND AGREEMENTS SERVICE

P resently, in this scope o f activity there is no full IT support. E xisting application enables o p era to rs’ orders service and exchange o f docum ents betw een operators and PKP PLK.

S y stem ’s basic functions:

1. operato r’s application fo r access to infrastructure service; it encom passes: applications registration, checking th e data correctness in accordance w ith the regulations, checking correctness o f given connection, checking access to line on given connection and date (through T im etable m odule),

2. p reparing and m anaging o f the agreem ents w ith operators, 3. passing different inform ation and docum ents on to operator, 4. operator database m aintenance,

5. passing data on to tim etable creating m odule.

A pplication should be fitted w ith functions and interfaces th at enables operator to m ake orders and negotiate agreem ent w ith m aking use o f the ER P system applications, w ithout n ecessity o f u sin g p ap e r docum ents. The one exception, at least on the beginning, w ill be an agreem ent send in the p ap e r form to sign.

2.2. TIMETABLE CREATING

Package o f applications for creating tim etable cooperate w ith system s, w hich enable operators en ter th eir orders for trains (ZA M PA S for passenger transport and K PS-PLA N Y for freight transport).

T im etable creating p rocess currently is supported b y system consisted of:

1. K W R (Traffic G raph D esign) - delivers designers graphic interface in the form o f T raffic G raph w hich enables draw ing trains on the specific section according to orders. This application gives designers n um ber o f tools w hich speed up construction process. S im ultaneously the application O T (T raction calculation) is used to calculate train m ovem ent tim e.

2. O T (Traction calculation) - this application can w ork separately o r its function can be activated from K W R . The application calculates tra in ’s m ovem ent tim e w ith taking into consideration lin e s’ param eters (track plan, tack profile, speed lim its etc.) and train param eters (predicted gross, train type, etc.) - currently traction calculations are kept by PK P C A R G O .

3. E SR (W orking T im etable E diting) - is used to create tim etable publications.

S ignificant extension o f scope o f these applications is further integration with international system s. F irst o f all it is necessary to integrate these applications with P A T H F IN D E R system . P A T H F IN D E R system is used for rout establishing in international tim etables. Integration can be achieved trough creatin g suitable interface to PA T H FIN D ER . It is b eing realized in the M E R IT S project.

2.3. TRAINS TRACKING

W ithin the operators service system there is an application for tracking train m ovem ents (SR P). Its connections w ith environm ent are show n on the follow ing figure:

T he system supports p lanning (efficient m odification o f the tim etable), register trains m ovem ents, register unusual events (accidents, breakdow ns) and ensure graphic m onitoring o f train m ovem ent. T rains tracking system m ust use inform ation delivered by outside system s (am ong o ther things from autom atic and control devices, tracking train system s operated by operators). It is significant that m ost o f those functions are executed b y SEPE, already in use, but w hich m ust be subject to further evolution and integration w ith operators system s.

SRP system executes follow ing functions:

- plan n in g (efficient m odification o f the tim etable), train m ovem ent register,

unusual events register (accidents, breakdow ns), graphic m onitoring o f train m ovem ent.

SRP uses inform ation delivered by outside system s:

autom atic an d control devices (inform ation about train m ovem ent),

- tracking train system s operated b y o ther operators (inform ation about launched trains).

C urrently exploited SEPE operates m o st o f those functions already. N evertheless, its integration w ith outside system s through introducing suitable interfaces w hich w ill enable autom atically passing on data from o p e ra to rs’ system s is necessary.

2.4. CUSTOM ER SETTLEMENTS

In th e area o f orders and o p era to rs’ agreem ents P L K still h a s n ’t a com plete IT support.

A pplication supporting this area should enable o p era to r’s application for access to infrastructure service (applications registration, checking the data correctness in accordance w ith the regulations, checking correctness o f given connection, checking possibility o f access to line on given connection and date), p reparing and m anaging agreem ents w ith operators, passing different inform ation and docum ents on to operator, operator database m aintenance and passing data on to tim etable creating m odule. Such system should be fitted w ith functions and interfaces that enable o perator to m ake orders and negotiate agreem ent w ith m aking use o f the ER P system applications, w ith o u t necessity o f using p ap e r docum ents.

The m o d u le ’s m ain function is p reparing custom er settlem ent for tak in g access to the line, w hich takes into co n sideration services that have been executed, cu sto m ers’ com plaints and p enalties levied on an o perator i f h e caused disruption in traffic. The m odule com pares executed train m ovem ents (data from T racking T rain M ovem ent m odule) w ith planned, encom passed in tim etable o r in Individual tim etable. O n the basis o f R-7 form o r other docum ent p assed on b y operator, gross o f activated trains is specified.

A fter sp ecifying the real train m ovem ents o f a operator, differences betw een planned m ovem ents and reasons o f these differences, this inform ation is passed on to the operator to do verification.

A fter agreeing w ith the o perator all the data, settlem ent follow s through specifying execute fee w ith tak in g into consideration m arked-up and discounts follow ing from the regulation o f access to infrastructure.

2.5. RATES ESTABLISHING

T he m odule is designed for creating the price list for operators for access to the infrastructure and access to the p rice list and fares’ rules, included in th e regulations o f granting and u sin g th e routes for the transport executed w ith in tim etable.

T he price list includes basis o f rates o f access to th e infrastructure for p assenger, freight and other trains (w orking, econom ic and locom otive loose)

The tim etable creating basis is th e description o f th e n etw o rk located in th e Property M anaging system and costs data from ER P o r other system exploited by PK P PLK.

Fares m odule, beside function for PK P PLK , w ill execute specific functions for operator ordering routes. A m ong the functions there w ill be one w hich w ill present data from price list and costs o f orders specific trains prognosis.

3. SU M M A R Y

W ithin the confines o f w orking out „T echnical S pecification for Interoperability o f trans-E uropean rail system ” the docum entation for the freight transport (TA F T SI), w hich describes rules and standards o f electronic data exchange betw een R U (railw ays undertakings) and IM (Infrastructure M anagers). D etailed descriptions o f electronic data exchange betw een different system s o f participants o f the transport process in E urope are sufficient material to start to conform polish system s in the transport dom ain to UE conditions.

The passenger undertakings o f PKJP should jo in the international netw ork HERM ES V PN , ensuring application, w hich exchanges data w ith other system s o f European railw ays and offers conditions w hich can m ake K U R S ’90 (seat reservation system ) w ork online.

PKJP P L K ’ m ission is to assure - fulfilling transport m arket requirem ents - technical standard o f netw ork, w hat guarantee safety traffic organization and carrying out train traffic and enables access to infrastructure for operators w ith taking into account m ark et’s conditions. Pursuing this m ission, PK P P L K currently faces necessity o f modernization and develop o f existing system s and im plem entation o f new solutions in the areas devoid so far IT support.

It is obvious that in the area w id ely com prehended m anagem ent o f operator, undertakings and PK P P L K should use ERP system . The first stage o f im plem entation should encom pass finances (in the scope o f financial transactions registration) and logistic. In the n ex t step system could encom pass repairs m anagem ent and investm ents issue.

A p plication o f ER P system delivers to the operators efficient tools to work out and check budgets, to cost m anagem ent, financial resources m anagem ent and cash-flow or p roperty m anagem ent.

F uture ER P system w ill hav e to cooperate w ith field activity applications, supporting business processes. F urtherm ore, field activity applications data connected w ith ERP system data can supply data w arehouse (or any B usiness Intelligence system ), enabling m aking varied reports for analysis and m anagem ent aims.

Flow ever, field activity system s should support basic business processes in the com pany: orders and o p era to rs’ agreem ents service, tim etable creating, train m ovem ent tracking, custom er settlem ent for using lines and w orking out fares.
