FOREWORD

Enjoying t h e p r i v i l i g e o f w r i t i n g f o r the second time t h e Foreword of the Proceedings of the I n t e r n a t i o n a l Symposium o f our O r g a n i s a t i o n , I t h i n k i t i s my duty t o compare the achievements o f ICMES over the Last t h r e e years which have eLapsed since our T r i e s t e Symposium w i t h t h e f o r e c a s t expressed i n the Foreword o f the Proceedings r e l a t e d t o t h i s Symposium.

A f i r s t conclusion can be e a s i l y drawn When comparing the t i t l e s o f these two Symposia. The predominant character o f the T r i e s t e Sympbsium was t o p r e d i c t " Marine Engineering f o r the Future", t h e aim o f the present Symposium has been t o confirm the pragmatic way adopted by ICMES/ being t o share w i t h the world community o f our p r o f e s s i o n the r e s u l t s o f t h e work fblLowing up the ideas expressed i n T r i e s t e , as mentioned i n i t s t i t l e " A p p l i c a t i o n o f Technological Adavances". The next conclusion which, I t h i n k , can be drawn concerns the c o n f i r m a t i o n of t h e usefulness and r e s p e c t a b i l i t y ICMES could r e g i s t e r thanks t o the q u i e t and persevering work o f i t s members.

The Last proof of t h i s statement could be the acceptance of the Honorary Patronage o f our Symposium by M.r- C.P.S. SRIVASTAVA, Secretary General of I n t e r b a t i o n a l Marit^ime Organisation <IHO) and, h i s presence a t the Opening Ceremony.

Moreover, I wish t o u n d e r l i n e the coLLaboration. o f the World Maritime U n i v e r s i t y o f l.M.O. i n t h e órganisatiön o f t h i s Symposium and t h e a c t i v e p a r t i c i p a t i o n o f i t s Rector, Hr. E. NORDSTROM, as w e l l as of t h e Representatives of KOCKUMS Shipyard which has been a leader i n the w o r l d i

I must also i n c l u d e i n t h i s conclusion t h e f a c t t h a t the Council o f the C i t y o f Malmö, always keen on i n t e r n a t i o n a l maritime v e n t u r e , has k i n d l y p u t a t the d i s p o s a l óf ICMES> and f r e e of any charge> the magnificent and h i s t o r i c premises where our meetings and f e s t i v i t i e s could take p l a c e .

But t h e Last, and not t h e Least i m p o r t a n t , phenomena are the number of persons a t t e n d i n g t h i s Symposium (coming from f o r t y s i x c o u n t r i e s ) and the q u a l i t y and number o f papers presented by Leading A u t h o r i t i e s i n t h e i r p r o f e s s i o n , what i s the best proof t h a t ICMES i s p r o g r e s s i n g , confirming i t s u t i l i t y and r e s p e c t a b i l i t y .

Now i t i s my pleasant duty t o express our g r a t i t u d e t d a l l members o f t h e Standing Committee, t h e Chairmen and Members o f t h e t e n Technical Committees f o r t h e i r g o o d w i l l , perseverance and "often e n t h u s i a s t i c work extending the domain of our knowledge i n view of assuring "safer shipping and less p o l l u t e d oceans", according t d the words pronounced by Hr. C.P.S. SRIVASTAVA.

I t h i n k necessary t p s t r e s s t h a t t h e i r work i n the domain o f research and development i s today not an easy one, e s p e c i a l l y i n t h i s p e r i o d of prolonged c r i s i s i n s h i p p i n g as w e l l as ship and marine engine b u i l d -i n g . Th-is -i s p a r t -i c u l a r l y t r u e f o r t h e Western Hem-isphere as today p r a c t i c a U y 80 % of ships are b u i l t on the West Coast of P a c i f i c .

But we, spec-falists i n marine engineering from the Western Hemisphere, do b e l i e v e t h a t t h e l a r g e p o t e n t i a l o f know-how i n t h i s domain, i n hard and s o f t - w a r e , i s s t i l l w i t h us> Hence our duty i s t o be a t t h e s e r v i c e o f t h e world maritime community t o continue our a c t i v i t y i n t h i s domain and not t o a l l o w the loss of knowledge i n our possession, what would be surely d e t r i m e n t a l a l s o f o r the emerging marine engineering i n d u s t r i e s i n Far East. I n f a c t West needs East and East needs West.

So, our g r a t i t u d e i s addressed t o a l l o r g a n i s a t i o n s which have helped ICMES, being a v o l u n t a r y and non p r o f i t - m a k i n g O r g a n i s a t i o n , t o organise our Fourth Symposium i n t h i s d i f f i c u l t p e r i o d o f our p r o f e s s i o n a l l i f e .

As t h i s i s the Last time I am p r e s i d i n g ICMES Symposium, due t o my r e t i r e m e n t , I would l i k e t o express my most heartfuLk thanks t o a l l my colleagues arid f r i e n d s from ICMES f o r t h e i r confidence and fnendshTP shown t o me d u r i n g q u i t e three terms o f my chairmanship. I wish t o u n d e r l i n e t h e excellency o f t h e i r work, t h e i r t e c h n i c a l and personal G o n t r i b u t i o n s i n extending the l i m i t s i n the domains o f our knowledge. I éven consider t h a t some Technical Committees have f u l l y achieved t h e i r g o a l s and mandates by s o l v i n g t h e m a j o r i t y o f problems aiming at assuring the t r o u b l e f r e e o p e r a t i o n of marine ehgfneering systems.

But as t h e l i f e i s always b r i n g i n g new challenges t h e r e f s an urgent need t o face them, hence t h e necessity t o b u i l d up new T e d m i c a l Ccmnittees t o modify the mandates o f some already e x i s t i n g ones, i n view o f f a c i n g newly emerging t a s k s . I n b r i e f , I thinic t h a t some intérnal r e o r g a n i s a t i o n o f rCHES i s needed. I am q u i t e sure t h a t t h i s a c t i o n w i l l be s u c c e s s f u l -l y acompLished under the guidance of t h e new Chairman o f ICMES, and my Long time f r i e n d , Mr. N i l s DELUREN. During h i s a c t i v i t y i n ICMES, as Chairman df one of the most successful TechnicaL Comraittes, as weU d u r i n g t h e p r e p a r a t i o n o f t h i s ICMES '87 Symposium, he has w e l l shown h i s c a p a c i t i e s of s e l f - e x c i t i n g man as w e l l as h i s enthusiasm and agree-able cómüiünication, w i t h a l l people who are i h contact w i t h him.

I wish him and ICMES good luck f o r the f u t u r e which should be f r u i t f u l and i n the same pleasant atmosphere as the one we a l l have encountered d u r i n g t h i s Symposium which has taken place on t h e Swedish R i v i e r a
