This report covers the design of a conceptual model for the support of the strategie, tactic and operational planning of the maintenance and supply actions. This model is the first step in the development of a computer-based management supporting system. The need for such a system increased because of the demand, by the local government, for more output-control and steerings options and to give more support to the financial planning. For this reason performance-criteria have to be implemented. A quick look at the national situation shows that the Rotterdam Fire Brigade has a guiding role in developing such a system.
The productmodel that is used, has three levels. The structure level, the variation level and the instance level. This offers the possibility to administer the variants and different actual conditions of an object efficiently. The registration function of the datamodel is realised with the help of a calender. The generic design offers the possibility to implement the model for different maintenance and supply situations. The object classification makes it possible to develop a policy for only three object classes. This increases the control.
Important advantages of the chosen option are the possibility to organise the maintenance of object variants with a good insight, the datamodel integrates the financial and physical aspects in order to make integral management possible. Performance criteria offer the possiblility of a quick overall examination of the organisation.
The implementation of such a system makes conditions to the surroundings (i.e. the operating network, implemented software). The present state of very limited automation offers the possibility to start with a clean state. By postponing the organisation specificy until the implementing phase it is possible to use this report for other (fire brigade) situations of maintenance and supply.
Before implementation starts, the design should be verified and made organisation specific. Only after this the actual programming and 'filling' of the system can start.
The time between this report and the end of the implementation phase should not be underestimated. Important aspects before the system can actually be used are the training of the users and the service aftersales. Too often this last remark sounds more logical than reality turns out to be!
