There are more and more towns and cities which are considering the introduction of free public transport for their citizens, like Bucharest in Romania or Chengdu in China, struggling with traffic congestion. In Tallinn, the capital city of Estonia, public transportation 1.1. _____ completely free for everybody who is registered to live in the city since 2013. The residents can use buses, trams, trolleybuses and also rail services within the city limits, all for free. Tallinn is not a big city, which 1.2. _____ one of the reasons why the scheme works so well – 90% of residents are happy with it, as recent polls showed.

There are some people, though, who are not so happy: according to data, the number of people using public transport rather than cars went up by 8%, but the amount of time spent in a car went up by 31%.
