Ogłoszenie przez nowe władze Ukrainy decyzji o powrocie do polityki inte
gracji euroatlantyckiej oznacza zasadniczą zmianę w kierunku i priorytetach polityki zagranicznej tego państwa. Należy jednak podkreślić, że decyzja ta nie była przedmiotem publicznej debaty i bezpośrednio wynikała z rosyjskie
go zagrożenia dla suwerenności i integralności państwa ukraińskiego. Jedną z zasadniczych cech ukraińskiej elity politycznej jest bowiem wyraźny podział w kwestii priorytetów polityki zagranicznej. Politykom tego państwa do dzi
siaj nie udało się wypracować jednolitego rozumienia ukraińskiego interesu narodowego i jego pojmowania we współczesnych stosunkach międzynarodo
wych. Najwyraźniej widać było tę kwestię w dyskusji dotyczącej dokumentów programowych ukraińskiej polityki zagranicznej. Przyjęta w 1993 r. „Uchwała o głównych kierunkach polityki zagranicznej” kilka lat później była nieaktu
alna i rozpoczęły się dyskusje na temat przyjęcia nowego dokumentu. Politycy nie mogli jednak osiągnąć konsensusu w tym zakresie i mimo wielu zgłoszo
nych w ciągu kolejnych kadencji Rady Najwyższej Ukrainy projektów ustaw, nie udało się przyjąć bazowego dokumentu dotyczącego polityki zagranicznej.
Zmiana w tym zakresie nastąpiła dopiero w 2010 r. Nowy prezydent prze
forsował „Ustawę o zasadach polityki wewnętrznej i zagranicznej”, która ja
sno określiła status Ukrainy jako państwa neutralnego i pozablokowego. Jej przyjęcie nie oznaczało jednak, że politykom udało się osiągnąć porozumie
nie w tej kwestii. Wprost przeciwnie - została ona przyjęta pomimo dużego sprzeciwu opozycji, która jednocześnie zapowiedziała jej zmianę w przypad
ku przejęcia władzy.
Po uzyskaniu niepodległości w wyniku rozpadu ZSRR, Ukraina zaintere
sowana była rozwojem partnerskich stosunków z Sojuszem Północnoatlan
tyckim i w przeciwieństwie do Rosji, w latach 90. ubiegłego wieku nie opowia
dała się przeciwko jego rozszerzaniu. Stosunek państwa ukraińskiego wobec NATO ewoluował z „akceptacji” polityki rozszerzania, poprzez partnerstwo,
aż do ogłoszonej przez władze w okresie prezydentury Kuczmy deklaracji o woli wstąpienia do tej organizacji.
Należy jednak podkreślić, że decyzja w tym zakresie podjęta w 2002 r. wy
nikała wprost z kryzysu wewnętrznego w państwie oraz izolacji Kuczmy na arenie międzynarodowej. Potwierdzeniem tej hipotezy są procesy, jakie miały miejsce w polityce euroatlantyckiej i wewnętrznej Ukrainy po 2004 r. W tym okresie Juszczenko ogłosił, że strategicznym celem polityki zagranicznej Ukra
iny jest uzyskanie członkostwa w NATO. Wówczas największymi oponentami byli ci politycy, którzy w okresie prezydentury Kuczmy oficjalnie opowiadali się za członkostwem.
W trakcie rządów Juszczenki, mimo poparcia ze strony USA, Kanady czy też państw Europy Środkowo-Wschodniej, wstąpienie Ukrainy do tej orga
nizacji nie było możliwe. Przeciwko takiemu rozwiązaniu opowiadały się Niemcy i Francja, swój otwarty sprzeciw wyrażała Rosja, a w samym spo
łeczeństwie ukraińskim brak było poparcia dla tej idei. Decyzja o przyjęciu Ukrainy do NATO, a nawet przyznaniu MAP doprowadziłaby do dalszego pogorszenia stosunków ukraińsko-rosyjskich oraz zapewne „spontanicznych”
protestów przeciwników NATO, grożących dalszą destabilizacją przeżywają
cej polityczną „wojnę na górze” Ukrainy. Mimo podjęcia przez nowe władze Ukrainy decyzji o ubieganie się o członkostwo w NATO, niewiele wskazuje, by w krótkoterminowej perspektywie cel ten został osiągnięty. Wśród państw członkowskich nie nastąpiła zasadnicza zmiana w kontekście członkostwa Ukrainy, a przeciwnicy tej decyzji, paradoksalnie jeszcze bardziej usztywnili swoje stanowisko, w związku z niestabilną sytuacją w państwie i konfliktem we wschodnich jego obwodach.
Analizując politykę zagraniczną państwa ukraińskiego po 1991 r., można stwierdzić, że Ukraina była państwem aktywnie biorącym udział w kształto
waniu nowego systemu stosunków międzynarodowych. Realizowana przez władze polityka przeszła znaczną ewolucję, ponieważ początkowo była instru
mentem potwierdzania jej podmiotowości na arenie międzynarodowej, nato
miast wraz z ugruntowaniem swojej pozycji w nowym systemie stosunków międzynarodowych Ukraina stała się jego aktywnym uczestnikiem.
