A l l a s p e c t s o f d e s i g n i n g a r e a b s o l u t e l y v a l i d and r e l e v a n t f o r s o c i o - e c o n o m i c s y s t e m s . P r o f e s s o r H e r b e r t Simon p u t g h i s a n s-w e r i n s u c h a way: i n d e e d , we a lw a y s d e s i g n when we d e v e lo p t h e means u s e d t o c o n v e r t a g i v e n s i t u a t i o n t o a n o t h e r , more s u i -t a b l e o n e . T h i s i n t e l e c t u a l a c t i v i t y w h ic h s u p p o r t s t h e c r e a -t i o n o f a r -t i f i c i a l m a -t e r i a l s u b j e c t s d o e s n o t d i f f e r e s s e n t i a l l y from s u c h a n a c t i v i t y a s m e d ic a l p r e s c r i p t i o n by a d o c t o r o r o f an e c o n o m i s t d e v e l o p i n g a p l a n o f s a l e o r by a p o l i t i c i a n p r e -p a r i n g a -pro g ram o f s o c i a l c h a n g e s . The main t a s k and g o a l o f any t y p e o f h i g h e r s c h o o l l i k e e n g i n e e r i n g , l a w , m e d i c i n e o r admi-n i s t r a t i o admi-n i s t o t e a c h d e s i n g n i n g ^ Simon. So, t h e e l a b o r a t i o n o f an economic s y s te m o r a m o d i f i c a t i o n o f t h e p e r f o r m a n c e o f an e x i s t i n g s y s te m means j u s t d e s i g n i n g . The q u e s t i o n i s , h o w e v e r, t h a t econom ic s y s t e m s d i f f e r by n a t u -r e from a l l o t h e r t y p e s o f s y s te m s i n s t r u c t u r e , p e r f o r m a n c e and g r o w th . The s p e c i a l c h a r a c t e r i s t i c s o f s o c i o - e c o n o m i c s y s te m s r e q u i r e s p e c i a l a p p r o a c h t o s o l v e p r o b le m s s u c h s y s t e m s c r e a t e .

The economic s y s te m s a r e by n a t u r e c o m p le x , p r o b a b i l i s t i c , and s e l f r e g u l a t e d . F o r t h e s e r e a s o n s a d e s i g n e r i s g e t t i n g i n t o t r o u b l e h a v i n g d i f f i c u l t i e s w i t h t h e f i r s t s t a g e o f t h e d e s i g n i n g p r o c e s s , w i t h t h e s t a t i c a n a l y s i s and t h e f i r s t d r a f t o f d i a g n o -s i -s .
