W h a t a patient and understanding lot of people the readers of Ship & Boat International must be: not one let-ter of complaint at the absence of the December issue, which is combined with that for January.

Lots of messages of goodwill, however, which have warmed the hearts of all of us and given real encourage-ment when the problems of getting the magazine to s e a again from its new home port have seemed overwhelm-ing.

I hope the result of our efforts, which you now have in your hands, justifies your patience and confidence. Please don't hesitate to let me know your opinion - the magazine is yours, too.

A s already announced, close connections will be main-tained with Thomas Reed Publications in London, who are now agents for the U.K. and North America; and Sheila Smale, who w a s assistant to former editor Ken Troup, is Ship & Boat International's editorial representa-tive in London. So established channels of communica-tion are still largely valid.

Future international conferences will be joint efforts by Thomas Reed Publications and us - and Ken Troup will continue as chairman of those conferences. Things haven't changed all that much, after all.

I have just returned from an all-too-short tour of Eng-land and ScotEng-land, intended to provide current back-ground for the April issue of the journal, which will be concerned mainly with the United Kingdom. That is; with the marine industries of the U.K. within the sphere cove-red by Ship & Boat International.

Among a host of impressions, still largely unsorted, is an outstanding sense of surprise at the degree of confi-dence and optimism shown by the majority of the people I met. There must be many people in the world who have been misled into thinking that the admittedly serious state of some aspects of British industrial life and econ-omy has reduced the entire country to apathy. Far from it!

• If the U.K. yards which are not to be nationalised {the vast majority of those within this magazine's sphere - did you relize that?) should decide to form a n e w trade asso-ciation, it will have an important information gap to fill right away. And those "small ship " yards which are with-in the nationalisation scheme will also be keen to make theii situation distinct from that of the bigger brothers.

Several contributions to our ro-ro issue last month under-lined the difficulties anticipated by ferry operators this summer. The fear of declining passenger figures is stimu-lating the brains of sales departments, almost to fever pitch.

Sweden's Tor Line have come up with an old idea in a n e w context. Their Captain Sune Dahlström has succee-ded in obtaining official permission to perform a civil mar-riage ceremony on his new ship, the Tor Scandinavia.

This being an issue with special emphasis on the U.K. and the w a y that country is meeting the international challenge, w e ask; How do you propose to beat this one?

Besides features on Greece, this issue is concerned with c r e w conditions. Among the circumstances constituting the seafarer's (and offshore worker's) living environment, safety has s h o w n the least improvement. Indeed, it has hardly shown any improvement at all since the arrival of radio.

In the "mundane" field of industrial injury, the statistics of most countries s h o w seafaring to be among the most dangerous of occupations. And in the more dramatic sphere of shipwreck, lives are still unnecessarily lost be-cause the safety routines do not work or the equpment is inadequate.

Nobody in any w a y involved ought to accept this with complacency. Many still do, however - and the unions should be thoroughly ashamed to be among them.

W e have been forced to modify somewhat the adver-tised editorial ambition for this issue - i.e. to cover the Southern Hemisphere. Mind you, w e had not at any time been vain (or naive) enough to believe that one could, in one issue, do more than achieve a broad presentation of activities in such a vast geographical area.

It soon emerged, however, that the concept of the Southern Hemisphere w a s nothing but a cliché, with no economic or technical relevance. At least, not since the days of sail.

The three great landmasses south of the Equator are, of course, better considered as the separate apexes of wedges of influence extending north - not as part of a lateral band.

A s w e go to press comes n e w s of yet another girting incident. Under the circumstances it is astonishing that neither ship nor life w a s lost in this case.

It appears that a large ship leaving port with tug assis-tance suffered an engine breakdown. The stern tug w a s asked to reduce the speed of the t o w through the water. While attempting to do this, she w a s caught in the pro-peller w a s h when the tow unexpectedly started her main engine again.

The tug quickly heeled to port on the taut 10 in hawser and, w h e n water began to enter the funnel, the c r e w took refuge on the starboard bulwark. Hook release lines (on deck, p and s, and on the bridge) w e r e not safely accessible. No automatic release w a s fitted.

A quick-thinking and courageous seaman on the t o w cut the hawser to breaking point whereupon the tug righted herself. S o her stability w a s adequate.

Could w e perform a useful function by asking readers to recount similar incidents for a wider circle? Comments invited.

With the Second Offshore Craft Conference barely over, it gives me a slight shock to realise that the next such event, the 5th International Tug Convention, is only six months away. This sudden imminence (or rela-tive imminence, anyway) is due to the choice of April as conference month. I think it i s . a good choice - the Autumn is beginning to get all too crowded with exhibi-tions and get-togethers.

Anybody who would like to submit a paper for the Tug Convention should lose no time in getting in touch with me or the organisers, Thomas Reed Publications Ltd. W e particularly hope that people at the institu-tions and independent researchers will respond to this invitation. If the proposed subject s e e m s suitable, a synopsis will be requested for deeper evaluation.

It w a s recently announced that the Gotaverken Söl-vesborg Shipyard is to be further sustained by the build-ing of up to four 3 8 0 0 t d w shelter-deckers for stock. The Sölvesborg yard is part of the Salen-managed Gota-verken Group, which is half-owned by the Swedish Sta-te. The order now placed at Sölvesborg may be taken as an extension to the smallship sector of the official S w e -dish policy of maintaining a certain Yard capacity, under Government control, by order to be placed "on the shelf" until there is market demand.

The Sölvesborg yard has barely survived a number of crises over the past decade. It is one of those yards which has had difficulty in finding its proper slot in the market. The vessels now to be built for stock can hardly be said to represent a fresh approach. In view of the risk that the Swedish example will be followed even more extensively elsewhere it is therefore rele-vant to ask: How will the prospects for vigorous and viable yards, with legitimate specialties, ever improve if an automatic mechanism of over-supply is buiit-into the market?
