shape the space and increase the budget revenues of local government units in Poland. This article is intended to describe the fee structure itself, determine its subjective and objective scope and discuss exemptions from advertising fees. Introduction

The indicated complexity of the problem prevents explicit evaluation of the LQWURGXFWLRQRIDQDGYHUWLVLQJIHH,QRUGHUWRHYDOXDWHWKHVFDOHRIWKLVSKH- nomenon and its effects, not only law, but also statistics and economy should EHFRQVLGHUHG1RQHWKHOHVVDGYHUWLVLQJIHHVPD\EHGHHPHGDÀQDQFLDOWRRO

DLPHGDWDFKLHYLQJVWDWXWRU\JRDOVRWKHUWKDQWKHHFRQRPLFRQHV,WVHHPV

WKDWVXFKDJRDOZLWKUHJDUGWRDQDGYHUWLVLQJIHHLVWKHODQGVFDSHFRQVHU- vation within the framework of sustainable development and maintenance of spatial order. These are, indisputably, common (public) values, which may H[SODLQZK\WKHOHJLVODWRUFKRVHWRLQWURGXFHWKHLQVWLWXWLRQRIDGYHUWLVLQJ

fees in the public law sphere.

The local fees include:

The above list demonstrates that only the market fee, in addition to the DGYHUWLVLQJIHHPD\EHGLUHFWHGDOVRDWHQWUHSUHQHXUV,WVHHPVWKHUHIRUH

WKDWWKHFRPPXQHVZKLFKKDYHDODUJHSRWHQWLDODQGLQSDUWLFXODUSRVVHVV

communication routes, may count on the increase of their revenues for the collection of those fees4.
