P R E F A C E

The 13" International Ship and Offshore Structures Congress was held at the Norwegian University o f Science and Technology, Trondheim, Norway from 18 to 22 August 1997. The Proceedings o f the Congress consist o f three volumes. Volumes 1 and 2 contain the reports o f the technical committees and specialist panels o f the Congress. Volume 3 includes the discussion o f these reports and the replies o f the committees, details on the Congress itself and the revised statutes and membership o f the Congress. However, due to the untimely death o f the chairman o f Specialist Panel V.3, this panel could not complete their report. For this reason the Proceedings do not contain this report and the associated discussion.
