Summary
Problem description
ONEgas is the Shell venture responsible for operating 48 offshore manned and unmanned gas production installations in the Southern North Sea. ONEgas is divided into ONEgas East (NL) and West (UK), based on geographical lay out. The focus for this research is ONEgas West only, with a total of 24 offshore installations of which three are permanently manned. A logistics department is in place to ship containers needed for daily operations, maintenance work, well services and projects to all offshore installations. Four Multiple Role Vessels (MRV) used for these logistics operations, run in a biweekly sailing schedule, originating from the port of Great Yarmouth. Besides the cargo delivery function, the MRV’s also have a rescue and recovery function and are therefore obliged to remain nearby the offshore installations. Figure 1 shows a simplified overview of the container flow from work preparation until delivery at the offshore platform. Two different types of container movements to the quayside are identified: vendor packed (2); shipped directly to the quayside, and warehouse packed (1); parts delivered to the warehouse and packed in a container.

Analysis
The scope of this research is the maintenance material flow on MRV’s, which accounts for approximately 40% of all shipped cargo. The analysis is done using the Delft System approach (Veeke, 2008), supported by an analysis based on data from the Shell business management software SAP.
During the analysis multiple observations were made and grouped on a high level into the following categories:
Push system causing overflow of outbound shipment Lack of performance indicators and measured data Different planning processes not aligned and connected Inefficient packing of containers
Through the analysis and observations the following research question is set up:
“How to reduce unnecessary cargo storage on multiple role vessel and offshore production locations in ONEgas West?”
III Results and recommendations
The push-based system was identified as the primary root cause for unnecessary cargo storage. Therefore, a transition from a push-based system to a more pull-based system is proposed changing the location of the customer order decoupling point (CODP) . With the use of the Analytical Hierarchy Process (AHP), three different concepts are evaluated on six criteria to determine the location of the CODP. The three concepts describe a CODP at the vendor, quayside or supply vessel. The change to a pull-based system is supported and enabled by a virtual hold flag on work orders in SAP, which is applied automatically after approval of the work order. Removal of the hold flag is executed manually by the offshore platforms. Hereby making the offshore platform responsible for cargo movements toward their location.
The cargo movements are divided into four flows with different customer order decoupling points, based on the AHP performance rating for specific criteria. The CODP is chosen to be at the quayside/warehouse for flow 1 and 3 (Figure 2). Regular used maintenance parts are ordered based on a KANBAN system at the platform, having a CODP at the vendor (flow 2). These items are shipped directly to the platform without interference of a hold flag. For the five largest vendors that ship vendor packed containers, it is proposed to create the CODP at the vendor, supported by a direct connection with SAP (flow 4). Four new data measurement points are installed in the supply chain to be able to react actively on possible overflow of cargo on the vessel or platform. With this measured data, new performance indicators are introduced to rate the performance of the supply chain.
When assessing all the proposed improvements, an annual saving of over 400.000 euro’s is calculated. Apart from financial benefits, work load for the stakeholders is supposed to be reduced as well as problems with wrong or late deliveries. This will result in a higher efficient working environment.
Main topics for further research are (1) the possibility to expand this analysis and findings to other offshore material flows such as projects and operations, and (2) a study in the most efficient layout of sailing with dedicated supply vessels without biweekly sailing schedule.

ONEgas is een Shell joint venture die verantwoordelijk is voor de productie van de 48 offshore bemande en onbemande productie installaties in de zuidelijke Noordzee. ONEgas is opgesplitst in een Nederlands deel (ONEgas East) en een Engels deel (ONEgas West) op basis van geografische ligging. Het onderwerp van dit onderzoek is het verschepen van containers tussen de haven in Great Yarmouth en de 24 productie locaties. De containers bevatten onderdelen ten behoeve van onderhoudswerkzaamheden, well services, aanpassingen aan het platform en dagelijke benodigdheden. Hiervoor wordt gebruik gemaakt van vier Mutliple Role Vessels (MRV) die iedere twee weken in de haven containers laden. Naast het afleveren van vracht hebben deze schepen ook een rescue & recovery functie en dienen daarom in de buurt van de productie locaties te blijven.
Figuur 3 is een weergave van de container stroom door het proces, beginnend bij de werkvoorbereiding tot aan de aflevering op het platform. Hierbij wordt onderscheid gemaakt tussen twee containerstromen: (1) WHS packed containers, dit zijn containers die zijn geladen in het magazijn en (2) vendor packed containers, dit zijn containers die door de leverancier zijn geladen en kant en klaar op de kade worden afgeleverd.

Analyse
Het onderwerp van dit onderzoek spitst zich toe op de verscheepte containers die materiaal bevatten tbv onderhoud. Dit is ongeveer 40% van de totale containerstroom. De probleemanalyse is gedaan met behulp van de Delftse systeemkunde (Veeke, 2008), ondersteund door data uit het softwaresysteem SAP. De analyse levert diverse observaties die samengevat kunnen worden in verschillende categorien:
Push systeem veroorzaakt ongecontroleerde uitgaande container stroom
Onvoldoende gemeten data en bijpassende prestatie indicatoren om het systeem te monitoren De plannings processen zijn niet volledig op elkaar afgestemd
Inefficient inpakken van containers
Vanuit de analyse en observaties is de volgende onderzoeksvraag gegenereerd:
“Op welke wijze kan de onnodige opslag van containers op offshore productie locaties in ONEgas West worden verminderd?”
V Resultaten en aanbevelingen
Uit de analyse is gebleven dat het push-systeem een belangrijke oorzaak is voor overflow van containers naar offshore installaties. Op basis hiervan wordt een transitie voorgesteld van een push- naar een pull-systeem, door de verplaatsting van het Klant-Order-Ontkoppelpunt (KOOP). Met behulp van het Analytical Hierarchy Process (AHP) zijn drie verschillende concepten beoordeeld op basis van zes criteria. Deze concepten beschrijven respectievelijk het KOOP bij de leverancier, op de kade of op het schip. Het hold flag systeem in SAP wordt gebruikt als middel voor het implementeren van een pull georienteerd systeem. Deze virtuele hold flag wordt, in tegenstelling tot de huidige situatie, automatisch aangebracht na het creeeren van de werkorder. Het verwijderen wordt met de hand gedaan door de maintenance supervisor offshore. Hiermee wordt de offshore locatie verantwoordelijk voor alle cargo die naar hen wordt verzonden.
In het voorgestelde model zijn de uitgaande containerstromen verdeeld in vier categorien, waarbij het KOOP op verschillende plaatsen in het proces geplaatst is. Het KOOP is gekozen aan de kade/magazijn voor stroom 1 en 3. Veelgebruikte onderhoudsmaterialen met eigen opslag op het platform worden besteld aan de hand van een KANBAN systeem(2). De vijf grootste leverancieren die vendor packed containers verschepen worden aangesloten op SAP waardoor er een directe communicatie ontstaat tussen het platform en de leverancier (4). De rode pijlen in figuur 4 tonen de nieuw voorgestelde containerstromen.

Er zijn vier nieuwe data meetpunten geintroduceerd, die voorwaardelijk zijn om het pull-systeem te garanderen en pro-actief opslagproblemen te voorkomen. Tevens zijn nieuwe prestatie indicatoren voorgesteld.
Theoretisch kan de implementatie van alle voorstelde verbeteringen een jaarlijkse besparing van 400.000 euro opleveren. Naast de financiele voordelen moet de supply chain ook doelgerichter gaan functioneren. Aanbevelingen ten aanzien van vervolgonderzoek: uitbreiding van de analyse naar andere materiaalstromen en een mogelijke splitsing van de standby functie en cargo functie voor de suppy vessels.
