THE DIKES D e t e r m i n a t i o n o f d i k e h e i g h t u n t i l 1953 I n h i s t o r y d e t e r m i n a t i o n o f t h e h e i g h t o f d i k e s was a l w a y s a p r o -b l e m . U s u a l l y d i k e s w e r e d e s i g n e d a t a c r e s t l e v e l o f 0,5 m a -b o v e t h e h i g h e s t k n o w n w a t e r l e v e l , w i t h a s u r c h a r g e f o r w a v e r u n - u p . A f t e r a s e r i o u s f l o o d , m o s t d i k e s i n t h e c o a s t a l z o n e w e r e i m p r o v e d . The h e i g h t was i n c r e a s e d up t o a l e v e l r e l a t e d t o t h e h i g h e s t s t o r m . The w a t e r - l e v e l r o s e t o a l e v e l o f 0.6 m h i g h e r t h a n t h e h i g h e s t o b s e r v e d s t o r m s u r g e ( o f 1 8 9 4 ) , w i t h as c o n s e q u e n c e t h a t 1365 km was i n u n d a t e d a n d 1835 p e o p l e w e r e k i l l e d . 4 7 3 0 0 h o u s e s w e r e d a m a g e d , t h e t o t a l damage was 1 5 0 0 m i l l i o n g u i l d e r s ( i n 1953 1 U.S. $ was a p p r o x . 3.60 D u t c h g u i l d e r s ) . I n c o m p a r i s o n , i n 1916 687 km a n d i n 1 8 9 4 306 km was i n u n d a t e d . B e c a u s e m o s t o f t h i s a r e a was a l s o b e l o w mean s e a - l e v e l , a f t e r p a s s a g e o f t h e s t o r m , t h e p o l d e r s w e r e s t i l l c o v e r e d w i t h w a t e r . R e p a i r i n g 160 km o f d i k e t o o k m o r e t h a n a y e a r a t a c o s t o f 380 m i l l i o n g u i l d e r s . The t o t a l d i r e c t c o s t s o f t h e d i s a s t e r w e r e 2 0 0 0 m i l l i o n g u i l d e r s , w h i c h was 1 4 % o f t h e g r o s s n a t i o n a l p r o d u c t i n 1 9 5 2 . The m a i n c o n c l u s i o n was: t h i s s h o u l d n e v e r h a p p e n a g a i n . A c o m m i t t e e o f s p e c i a l i s t s , t h e d e l t a - c o m m i t t e e c o n c l u d e d t h a t d i k e s s h o u l d be d e s i g n e d o n a d e s i g n s t o r m - s u r g e l e v e l w i t h a g i v e n p r o b a b i l i t y o f o c c u r r e n c e . F r o m e c o n o m i c c o n s i d e r a t i o n s f o l l o w e d t h a t s t o r m - s u r g e l e v e l s w i t h a p r o b a b i l i t y o f l e s s t h a n 1 / 1 0 , 0 0 0 a y e a r a r e t h e o p t i m u m f o r t h e d e n s e l y p o p u l a t e d c e n t r a l p a r t o f H o l l a n d . T h i s f i g u r e h a s t o b e c o r r e c t e d f o r t h e v a r i o u s l o c a t i o n s a l o n g t h e c o a s t . The D e l t a - c o m m i t t e e a d v i s e d t h a t a d i k e s h o u l d b e d e s i g n e d i n s u c h a way t h a t e v e r y c r o s s - s e c t i o n c a n w i t h s t a n d t h i s w a t e r - l e v e l , w i t h t h e a c c o m p a n y i n g w a v e - r u n up i n s u c h a way t h a t no s e r i o u s damage t o t h e d i k e w i l l o c c u r . The n u m b e r o f o v e r t o p p i n g w a v e s s h o u l d b e l e s s t h a n 2 %. F o r r i v e r d i k e s l a t e r a n i d e n t i c a l a p p r o a c h was f o l l o w e d .

A f t e r t h e 1953 d i s a s t e r t h e s o - c a l l e d " D e l t a Law" p a s s e d p a r l i a m e n t . I n t h i s Law i t was d e c i d e d t h a t a l l s e a d e f e n c e s i n t h e N e t h e r l a n d s s h o u l d b e i m p r o -v e d a c c o r d i n g t o t h e r e c o m m e n d a t i o n s o f t h e D e l t a C o m m i t t e e . A l s o a n u m b e r o f e s t u a r i e s a n d t i d a l i n l e t s h a d t o b e c l o s e d , s h o r t e n i n g t h e D u t c h c o a s t l i n e w i t h 700 km. The w o r k s h a d t o b e e x e c u t e d a n d p a i d b y t h e n a t i o n a l g o v e r n m e n t . A t t h i s moment t h e m a j o r w o r k s a r e c o m p l e t e d . O n l y t h e d i k e s a r o u n d R o t t e r d a m s t i l l h a v e t o b e i m p r o v e d . R e c e n t l y i t was d e c i d e d t o c h a n g e t h e p l a n s b y c o n s t r u c t i n g a s t o r m - s u r g e b a r r i e r i n t h e e n t r a n c e t o t h e o l d R o t t e r d a m d o c k s . B e c a u s e o f t h i s b a r r i e r

t h e d i k e - i m p r o v e m e n t w o r k s i n t h e b u i l d - u p a r e a c a n b e l e s s [ V e r h a g e n a n d V o l k e r , 1 9 8 9 ] . T h e D e l t a Law f o c u s e d o n t h e c o n s t r u c t i o n o f t h e d i k e s , n o t o n t h e m a i n t e n a n c e o f t h e d i k e s . B e c a u s e we h a v e r e a c h e d t h e p o i n t i n w h i c h a l l t h e s e a - d e f e n c e s h a v e t h e r e q u i r e d s t r e n g t h , t h e t a s k f o r t h e c o m i n g y e a r s i s t o m a i n t a i n t h e r e a c h e d l e v e l o f s a f e t y . T h e r e f o r e a new Law i s b e i n g p r e p a r e d . A t t h i s moment t h e " B i l l o n s e a - d e f e n c e a n d r i v e r d i k e s " i s p r e s e n t e d t o p a r l i a m e n t . I t i s e x p e c t e d t h a t t h i s B i l l w i l l b e a c c e p t e d b y p a r l i a -m e n t i n 1 9 9 0 . T h i s " B i l l o n s e a - d e f e n c e a n d r i v e r d i k e s " w i l l a l s o p r o v i d e a b a s i c l e g a l f r a m e w o r k f o r a l l c o a s t a l d e f e n c e m e a s u r e s i n t h e N e t h e r l a n d s . I n t h i s B i l l t h e l o w l y i n g p a r t o f t h e N e t h e r l a n d s i s d i v i d e d i n s o - c a l l e d d i k e c i r c l e s . A d i k e - c i r c l e i s a l o w - l y i n g a r e a , w h i c h i s s u r r o u n d e d b y d i k e s , d u n e s a n d / o r h i g h g r o u n d s . F a i l u r e o f one s e c t i o n o f t h e s e a - d e f e n c e u s u a l l y r e s u l t s i n t h e i n u n d a t i o n o f a w h o l e d i k e - c i r c l e . E a c h d i k e c i r c l e h a s a g i v e n r e q u i r e d l e v e l o f s a f e t y ( a " l e v e l o f s a f e t y " i s d e f i n e d as t h e p r o b a b i l i t y o f a n e v e n t d u r i n g w h i c h o c c u r r e n c e t h e d i k e s s h o u l d g u a r a n t e e s a f e t y ; s o m e t i m e s i t i s p o p u l a r l y e x p l a i n e d as a l l o w a b l e i n u n d a t i o n f r e q u e n c y ) . I n t h e N e t h e r l a n d s t h e d u n e s a r e a l s o u s e d f o r t h e p r o d u c t i o n o f d r i n k i n g w a t e r . B e c a u s e g r o u n d w a t e r i n l a r g e p a r t s o f t h e N e t h e r l a n d s i s b r a c k i s h , i t c a n n o t he u s e d f o r d r i n k i n g w a t e r . I n t h e 1 9 t h c e n t u r y t h e p u b l i c w a t e r w o r k s o f t h e b i g D u t c h t o w n s s t a r t e d t o pump d r i n k i n g w a t e r f r o m t h e f r e s h - w a t e r l e n s e s i n t h e d u n e s . A t t h i s moment t h e n a t u r a l s u p p l y f r o m t h e s e l e n s e s i s n o t e n o u g h a n y m o r e , a n d t h e l e n -s e -s a r e -s u p p l i e d w i t h r i v e r w a t e r ( m a i n l y f r o m t h e R h i n e r i v e r ) , w h i c h i s i n f i l t r a t e d i n t h e d u n e s a n d r e c o v e r e d l a t e r . C o a s t a l e r o s i o n e n -d a n g e r s t h e h i g h i n v e s t m e n t s i n t h e -d r i n k i n g w a t e r p u m p i n g a r e a s .

THE SANDY COAST C o a s t a l e r o s i o n

The d u n e c o a s t i s a f l e x i b l e s e a - d e f e n c e a g a i n s t t h e N o r t h Sea. Cha-r a c t e Cha-r i s t i c i s t h e c o n t i n u o u s m o v e m e n t o f s a n d i n t h e c o a s t a l z o n e . T h e r e i s a n e x c h a n g e o f s a n d b e t w e e n t h e s u b a e r i a l a n d s u b a q u a t i c p a r t o f t h e b e a c h . C u r r e n t s a n d w a v e s move t h e s a n d o n t h e s h o r e i n c r o s s -s h o r e a n d l o n g -s h o r e d i r e c t i o n . T h i -s p r o c e -s -s may c a u -s e a l o -s -s o f -s a n d f r o m t h e s e a d e f e n c e z o n e t o a d j a c e n t c o a s t a l s e c t i o n s o r t o n e i g h b o -r i n g i n l e t s . B e c a u s e o f t h e s e p r o c e s s e s t h e r e i s a c o n t i n u o u s m o v e m e n t o f t h e b o r d e r l i n e b e t w e e n l a n d a n d w a t e r . E r o s i o n a n d a c c r e t i o n a l t e r n a t e w i t h e a c h o t h e r . E r o s i o n n e a r l y a l w a y s c a u s e s p r o b l e m s . T h e r e a r e t w o t y p e s o f c o a s t a l e r o s i o n . * A f a s t , e x t e n s i v e e r o s i o n c a u s e d b y q u i c k e r o s i o n o f d u n e s d u r i n g s t o r m s u r g e s * A s l o w , c h r o n i c e r o s i o n , w h i c h i s n o t s o s t r i k i n g , c a u s e d b y s e a -l e v e -l r i s e a n d o t h e r m o r p h o -l o g i c a -l p h e n o m e n a . The c h r o n i c e r o s i o n moves s a n d o u t o f t h e c o a s t a l d e f e n c e z o n e . A n i n c r e a s e d s e a - l e v e l r i s e may c a u s e a n i n c r e a s e d c h r o n i c e r o s i o n . I n t h a t c a s e a l s o t h e c o a s t a l p r o f i l e w i l l a d a p t t o t h e new w a t e r l e v e l b y m o v i n g i n a l a n d w a r d d i r e c t i o n . I n t h e D u t c h s i t u a t i o n t h e f a s t e r o s i o n d u r i n g a s t o r m s u r g e i s a p r o b l e m , f o r t h e P o l d e r B o a r d , b e c a u s e i t s a f f e c t s s a f e t y . The c h r o n i c e r o s i o n i s a p r o b l e m f o r t h e n a t i o n a l g o v e r n m e n t . I n t h e p a s t c h r o n i c e r o s i o n was o f t e n n o t p r e v e n t e d . T h e r e f o r e t h e P o l d e r B o a r d s , r e s p o n s i b l e f o r s e a - d e f e n c e , i m p r o v e d t h e d u n e s b y p l a c i n g m o r e s a n d b e h i n d t h e d u n e s o n t h e l a n d w a r d s i d e . T h i s c a u s e d c o n s i d e r a b l e damage t o n a t u r e .

I n some c a s e s t h e d u n e s became s o n a r r o w t h a t i s was n e c e s s a r y t o c o n s t r u c t a s e a w a l l o r a s e a d i k e . The c o n s e q u e n c e s o f t h e c o n s t r u c -t i o n o f s e a w a l l s a n d d i k e s was -t h a -t -t h e s a f e -t y o f -t h e p o l d e r s was g u a r a n t e e d , b u t t h e b e a c h e s i n f r o n t o f t h e c o n s t r u c t i o n s d i s a p p e a r e d . T r y i n g t o c o n t r o l t h e e r o s i o n many g r o i n s h a v e b e e n b u i l d . A l s o t h e e f f e c t o f g r o i n s was n o t q u i t e s a t i s f a c t o r y . When t h e y w e r e l o c a t e d n e a r t i d a l g u l l i e s t h e y w e r e a b l e t o k e e p t h e t i d a l c u r r e n t o u t o f t h e c o a s t l i n e , p r e v e n t i n g e x t r a e r o s i o n o f t h e b e a c h i n t h a t w a y . N e a r c o a s t a l s e c t i o n s w h e r e t h e t i d a l c u r r e n t i s n o t s o s t r o n g , t h e e f f e c t o f g r o i n s i n c o n t r o l l i n g e r o s i o n a p p e a r e d t o b e m i n i m a l . E r o s i o n c o n t i n u e d i n s p i t e o f t h e c o n s t r u c t i o n o f g r o i n s a n d d i k e s . I n t h e s o u t h o f t h e N e t h e r l a n d s , s e v e r a l p o l d e r s w e r e p e r m a n e n t l y f l o o d e d d u e t o c o a s t a l e r o s i o n i n t h e 1 9 t h c e n t u r y . I n many d u n e f i e l d s i t was c u s t o m a r y t o m a i n t a i n t h e d u n e s a t t h e r e q u i r e d s t r e n g t h b y m o v i n g t h e m l a n d w a r d . T h i s was a c c o m p l i s h e d b y m a k i n g t h e s e a w a r d s l o p e o f t h e d u n e - f r o n t s o m e w h a t m o r e g e n t l e , l o w e r i n g t h e d u n e a t t h e s i d e o f t h e s e a , a n d m o v i n g t h e s a n d i n a l a n d w a r d d i r e c t i o n . T h e p r i n c i p l e o f t h i s p r o c e d u r e i s s h o w n i n F i g u r e 2. T h i s p r o c e d u r e d o e s n o t s t o p e r o s i o n ( i t may e v e n i n c r e a s e e r o s i o n ) , b u t t h e s a f e t y o f l o w l y i n g p o l d e r s b e h i n d t h e d u n e s was g u a r a n t e e d a t t h e c o s t o f t h e d u n e a r e a . B u t a t some p l a c e s t h e d u n e s a r e j u s t w i d e e n o u g h t o f u l f i l l t h e r e q u i r e m e n t s . I n 1990 42 km o f t h e D u t c h c o a s t a r e so n a r r o w t h a t 10 m e r o s i o n w i l l make t h e m no l o n g e r f u l f i l l t h e r e q u i r e m e n t s . I f no m e a s u r e s a r e t a k e n a g a i n s t t h e c h r o n i c e r o s i o n , w i t h i n a f e w d e c a d e s many k i l o m e t e r s o f t h e D u t c h c o a s t , e s p e c i a l l y i n t h e s o u t h w e s t e r n p a r t o f t h e c o u n t r y a r e n o t s a f e e n o u g h . The m o s t i m p o r t a n t f u n c t i o n o f t h e s e a d u n e s i s t o a c t as a s a n d b u f f e r f o r d u n e e r o s i o n d u r i n g s t o r m s u r g e s . STRATEGY TO A COASTAL P O L I C Y The p r o b l e m s I n t h e p a s t a l l a t t e n t i o n was p a i d t o i m p r o v e m e n t o f t h e s e a - d e f e n c e s y s t e m , a n d n o t o n e r o s i o n c o n t r o l . T h e r e f o r e no g e n e r a l p o l i c y was d e v e l o p e d r e g a r d i n g c o a s t a l m a i n t e n a n c e . I f t h e d u n e s w e r e w i d e e n o u g h , t h e r e was n o p r o b l e m . C o a s t a l e r o s i o n was o n l y a p r o b l e m , w h e n t h e s a f e t y o f l o w - l y i n g p o l d e r s b e h i n d t h e d u n e s was e n d a n g e r e d . Be-c a u s e n o w a d a y s t h e d u n e a r e a s i t s e l f a r e r e g a r d e d as v e r y v a l u a b l e , e r o s i o n i s a l w a y s a p r o b l e m . F r o m v a r i o u s g r o u p s f r o m s o c i e t y t h e r e came a s t r o n g p r e s s u r e t o s t o p t h e e r o s i o n . Some 10 y e a r s ago i t b e -came t h e r e f o r e n e c e s s a r y t o n o u r i s h a f e w b e a c h e s o n p l a c e s w e r e t h e r e was n o n e e d f o r b e a c h n o u r i s h m e n t f r o m a s t r i c t l y " s e a - d e f e n c e p o i n t o f v i e w " . I n o t h e r w o r d s , n o u r i s h m e n t h a d t o b e d o n e o n p l a c e s w h e r e t h e d u n e s w e r e w i d e , a n d w e r e t h e r e was no d a n g e r o f i n u n d a t i o n o f p o l d e r s . The l e g a l f r a m e w o r k i n t h e N e t h e r l a n d s f o r m a l l y c o u l d n o t p r o v i d e a b a s i s f o r t h e s e n o u r i s h m e n t s . N e i t h e r t h e r e was a c o m p o n e n t i n t h e N a t i o n a l B u d g e t f o r f i n a n c i n g s u c h n o n s a f e t y r e l a t e d n o u r i s h -m e n t s . F i n a n c i n g t h e s e n o u r i s h -m e n t s was t h e r e f o r e a l w a y s a p r o b l e -m [ V e r h a g e n , 1 9 9 0 ] . I t i s c l e a r t h a t i n t h e n e a r f u t u r e m o r e n o u r i s h -m e n t s w i l l b e b e r e q u i r e d . F o r a l o n g t e r -m p o l i c y r e g a r d i n g c o a s t a l m a i n t e n a n c e , i t i s t h e r e f o r e n e c e s s a r y t o h a v e a f i x e d a m o u n t o f money a v a i l a b l e i n t h e N a t i o n a l B u d g e t . The r e a l p r o b l e m i s how t o g e t s u c h a f i x e d a m o u n t o f m o n e y o n t h e N a t i o n a l B u d g e t . O t h e r w i s e i t i s n o t p o s s i b l e t o do t h e j o b .
