Abstract:

The FMMP is cooperating with WWF Living Mekong Programme, and three Delft

Cluster institutes (UNESCO-IHE, Delft Hydraulics and Geodelft) to implement a 2 year

'Roads and Floods' project. The project aims at developing economically sound and

environmentally friendly guidelines for the planning and design of roads in the Mekong

floodplains of Cambodia and Vietnam. The project is an integral part of the FMMP

Component 2 and contributes to Output 1.3 ('guidelines for effectiveness, use and impact

assessment of structural interventions').

In order to achieve the objectives of the 'Roads and Floods' project, various field

survey/monitoring activities will be executed and additional data will be collected.

Generally, the activities will contribute to:

. Development of a detailed 1020 inundation model for the study area.

. Assessments of damage to infrastructure (roads and permeability structures) due to

flooding events. The type of damage and the underlying failure mechanisms will

be determined from survey data and possibly historical data.

Introduction

The FMMP is cooperating with WWF Living Mekong Programme, and three Delft

'Roads and Floods' project. The project aims at developing economically sound and

environmentally friendly guidelines for the planning and design of roads in the Mekong

floodplains of Cambodia and Vietnam. The project is an integral part of the FMMP

Component 2 and contributes to Output 1.3 ('guidelines for effectiveness, use and impact

assessment of structural interventions').

In order to achieve the objectives of the 'Roads and Floods' project, various field

survey/monitoring activities will be executed and additional data will be collected.

Generally, the activities will contribute to:

. Development of a detailed 1020 inundation model for the study area.

. Assessments of damage to infrastructure (roads and permeability structures) due to

flooding events. The type of damage and the underlying failure mechanisms will

be determined from survey data and possibly historical data;

The FMMP in cooperation with CNMC will coordinate the flood, post flood survey and

data collection activities in the Cambodia that will be contracted out to the Department of

Hydrology and River Work - Ministry of Water Resources and Meteorology. The survey

activities will focus on the area of two pilot sites in the Cambodia' flood plain with a size

of about 20 by 20 kilometers during the year 2006 and 2007.

The findings in the pilot sites will be scaled-up to representative sub-floodplain regions

for analyzing road and flood interactions and cumulative effects.

Pilot Sites to be Surveyed and Studied

The project team has selected two pilot sites in the Cambodia flood plain namely C 1

and C2 for further study. All survey activities will be undertaken in the two pilot

sites.

The coordinates for the pilot site are (UTM zone 48N Indian 1960):

Field Survey Monitoring

The survey activities will be only carried out in the pilot sites which focus on road and

associated structure and hydraulic monitoring locations. The survey activities will be

conducted in two year 2006 and 2007 with two main group: i) flood survey for year 2006

and 2007 and ii) post flood survey for 2007 (post flood survey for 2006 will be done by

regional consultant and FMMP staff).

Damage assessments to infrastructure (roads and permeability structures) due to

flooding events. The type of damage and the underlying failure mechanisms will be

determined from monitoring data and possibly historical data. Ideally, the damage

should be expressed in unit costs specified to different road classes. These activities

are referred to as ‘damage assessments’.

Flood Survey Requirement

The purposes of survey campaign in flood season area:

. to measure the water level and flows (hydraulic survey) at monitoring points for

hydraulic model development (including calibration, verification and simulations); and

. to collect information of road damages in the pilot sites for damage assessments.

A-Hydraulic survey requirement

The execution of the flood survey will be during the flood falling period in year 2006 and

repeated in year 2007 expectedly sometime in October. It means that only one flood

survey will be carried out per year. The damage survey will be conducted in the period of

hydraulic survey.

The hydraulic survey will be conducted at 18 monitoring locations. In site CI, there are

10 locations will measured namely CI-HI till CI-HIO. In site C2, there are 8 locations

(see figure B 1 to B9 in Annex B) will be measured namely C2-HI till C2-H8.

The hydraulic survey activities cover:

. To install 15 Staff gauge with Ha Tien datum (before flood come) at 15 monitoring

locations as described above. The traditional method should be employed for

leveling work but not by GPS method. Required accuracy for leveling is ±l cm.

. To simultaneously measure water levels and 2D velocity by ADCP at 15 installed

staff gauges. Discharge, water depth will be derived from measured water level and

2D velocity .

. To continuous collecting water levels at 4 permanent gauging stations (managed by

MOWRAM) in the floodplain (4 permanent stations: PI5 near site CI, P13 upstream

of site Cl, PI upstream of site C2, PIO downstream site);

Frequency of water levels and 2D velocity monitoring:

. Conducting 15 locations water level and 2D velocity measurement for two flood

seasons: 2006 and 2007.

. In each year, the measurement will be conducted 1 time during falling period of flood

season;

In each time at each location, the water level and 2D velocity at every monitoring

location will be continuously measured for 1 day with 1 hour interval. It means 11 water

levels and eleven 2D velocity values will be collected in one day at one site. Because of

limitation of equipment and staff, the measurement for all locations cannot be conducted

simultaneously. With available equipment and staff, it is planned to measure

Scopes of Work for Flood Marks Installation

To timely develop and install the flood-referencing tool (flood marks) in the

selected 18 flood marks. The flood marks installation should be done before

floods in 2006. According to the Terms of Reference, team should carry out tasks

and produce the outputs as follows

Install 15 flood marks at Two Pilot area C1 and C2:

Leveling survey

Measure the geographical location (zero gauge), position and height of the 18

flood marks at the 2 Pilot area based on the nearest bench marks at exiting flood

marks and Bassac and Neak Loung stations.

These GPS survey have to be carried out using similar technique applied with

Last flood marks installation project and Tonle Sap and its vicinity-TSLV project

Fifteen geographic locations, latitude, longitude and height in either UTM zone

48, Everest Spheroid, WGS84 Datum, or UTM zone 48, Everest Spheroid,

INDIAN60 Datum, have to be delivered to MRC by TORs.

During the installation, at each location, the Village observer provided the

necessary services including the identification of proposed Flood mark spot and

others. The team measured the geographical locations (zero gauge), position and

height of the spots.The measurement the geographical location position and

elevation of two Pilot area was based on the benchmarks at Last flood marks

installation project and Bassac and Neak Loung Hydrological Station.( GPS

GARMIN)

NIVELER (TY: NA2- LEICA) was used for leveling relocate the flood marks.

The accuracy ±3mm.

The team consisted of Department of Hydrology and River Works official staff

from provincial/district Department. Names of those officials are as listed bellow

Scopes of Work for Flow Measurement Survey

The flow Measurement Survey has been done for flood monitoring from 24-Sep to 05 Oct 2007

and after flood from 24 Oct to 03 Nov 2007. According to the Terms of Reference, team should

carry out tasks and produce the outputs as follows

• Discharge Measurement:

- by using Accoustic Douppler Profiler (ADP) and Current Meter at C1

- by using Current Meter and Accoustic Douppler Current Profier (ADCP) for C2.

• Cross-Sectional Survey and Longitudinal Survey including river bank and river bed

survey by using ADCP and leveling instrument.

This kind of works covered several flood Plain C1 and C2 stations such as:

5. Conclusion

The main work for installation is to transfer the Ha Tien elevation from National datum

benchmark to 15 locations. The average transferring distance from the benchmark to each pilot

site is 20 km. Adding in-site distance, the total transferring for, 1 site is 95 km. The installation

works has been done during 6 days working days

During the flow measurement of the sites C1 and C2 there are no flow at H7, H8,

C1-H9, C2-H4 and C2-H6.

There are 15 locations scattered in two pilot sites (9 in C 1 and 6 in C2). As required, there are

15 (Water level and Velocity) measurements in 10 hours of one day (1 hour interval). The break

time between two measurements of 50 minute The total survey -time for one campaign for C I is

12 days (10 days measurement and road damage survey) and C2 is 10 days (8 days measurement

road damage survey). In 1 day, in addition to 10 hours measurement, 3 more hours are required

for mobilization and demobilization. So 13 working hours is calculated for 1 location

measurement in 1 campaign. Two technical and 3 local staffs are standard team for this scale of

measurement.

Damage survey not seriously effect in case of the low flood in year 2007.
