— a n d 1929 w a s n o t a b a d y e a r f r o m th e t o n n a g e s t a n d p o i n t . M o r e o v e r , this d ecrease p r o b a b ly is inflated, because d r a f t s on con­

s u m e r s ’ stocks th e first q u a r t e r o f 1930 w e re 2 , 3 0 0 ,0 0 0 to n s g r e a t e r t h a n a y e a r ago.

W H E N c o m p a r i s o n is m a d e w ith o t h e r basic m o v e m e n ts u s e d in t h e construction o f s t a ­ tistical b a r o m e t e r s , t h e show ing is still m o re h e a r t e n i n g . D u r i n g th e first fo u r m o n th s o f 1930, f o r exam ple, T h e A n n a lis t com ­ b ined index o f in d u s tria l activity was off 12.3 p e r cent w h e n c o m p a r e d w ith th e c o r re s p o n d ­

ing p e r io d la s t y e a r. B itu m in o u s coal, h o w ­ ever, w a s off only 8.7 p e r cent— w it h th e exception o f electric p o w e r p ro d u c tio n , th e s m a lle st loss in a list in cluding pig iron, steel ingot, zinc a n d a u to m o b ile p ro d u c tio n , ca r loadings, an d c o tto n a n d w ool c o n su m p tio n . P i g iron w a s off 13.9; a u to m o b ile p ro d u c tio n , 3 0 .4 p e r cent.

T H A T business is b a d in s p o ts is no p h e ­ n o m e n o n p e c u lia r to p e r io d s o f d e p re ss io n . B u t t h a t th e v o lu m e o f coal p r o d u c tio n sh o u ld be so well m a in t a i n e d in t h e face o f w id e s p r e a d c o m p la in t o f p o s t p o n e d r e t u r n to high-speed g e n e ra l i n d u s tria l a c tivity p o in ts to a d e g r e e o f s ta b i l iz a t i o n n o t c o m m o n ly a s so c ia te d w ith “ ex hibit A ” in t h e w o r l d ’s sick in dustries. T h e f a t- s lo u g h in g t o r t u r e s o f re cen t y e a r s h a v e n o t been w i t h o u t t h e ir benefits.

S in ce th e d e m a n d o n it p ro b a b ly w o u ld be m o re o r less in te rm itte n t, a p la n t w hich could be o p en e d a n d closed fro m tim e to tim e w ith o u t a d d itio n a l cost m u s t be had . S im p lic ity o f o p ­ era tio n also is n ec essary , since in te r ­ m itte n t d e m a n d s w o u ld m a k e it u n ­ econom ical to em ploy a n e x p e r t fo r th is p a rtic u la r k in d o f w o rk . T h e problem o f upk eep also is im p o rta n t, as th e to ta l cost o f tr e a tin g w ood m u st be held w ith in c e rta in lim its, in o rd e r to m ak e th e tr e a tin g o f w ood ch e ap e r a t le ast th a n th e co st o f th e w ood.
