I. The subject matter of the seminar
Module 1 European Union Law in the Jurisprudence of Constitutional Courts of EU Member States (EU law as a source of law in the national legal systems in the light of the Member States constitutions; EU law as the basis and the subject of control in jurisprudence of constitutional courts of EU Member States; the relationship of EU law - especially secondary law - with national normative acts).
Module 2 European Union Law in Jurisprudence of Administrative Courts of the Member States (Member States administrative courts as the EU courts; duties of administrative courts under EU law (direct effect, primacy, pro-Union interpretation, effectiveness); the preliminary question of national administrative courts to the ECJ; judicial practice of national administrative courts in relation to the EU law).
Module 3 European Union Law in Decisions Issued by Public Authorities of EU Member States (duties of administrative authorities under EU law - direct effect, primacy, pro-EU interpretation, effectiveness; judicial practice of national administrative authorities in relation to the EU law; application of EU law in the different areas of administrative law - customs, telecommunications, energy, competition etc.).
Module 4 Fundamental Rights in the EU law and their Application by the Member States Administrative Courts and the National Public Administration (EU entering into the European Convention on Human Rights; Charter of Fundamental Rights; right to good administration).
Workshops The workshops to this seminar will give the guidance to the tasks of the national public administration towards the EU law enforcement.

II. Housekeeping information
1. Conference enrolment applications together with brief abstracts (on the sheet enclosed to this invitation) should be sent by email to: rap@up.krakow.pl not later than by 10 July 2017. The Scientific Committee shall notify the applicants of the acceptance of their contributions by email. In the event of a great number of submissions, the organisers may select the papers to be delivered during the event. By 17 July 2017 the authors shall be notified of the acceptance of their contributions for presentation. Draft papers to be placed on the conference website should be sent by email to: rap@up.krakow.pl by 20 September 2017.
2. The organisers pledge to publish the conference contributions in Public Administration Yearbook, conditional upon its positive reviews. Articles should be sent by email to: rap@up.krakow.pl by 30 October 2017.
3. Estimated paper delivery duration shall be 15 minutes + 10 minutes discussion time.
4. The conference fee amounts to PLN 400 and excludes accommodation. It covers coffee breaks, two lunches, a gala dinner on the first day of the conference and conference materials.
5. Accommodation can be provided at the Krakowiak Student House (single room with a bathroom, including breakfast – PLN 124 per night). If single-day accommodation is used, the conference fee shall be PLN 524; in the case of a two-day stay it shall be PLN 648, and PLN 772 in the case of three-day accommodation.
