G łębokie przem iany w społecznej św iadom ości h i storycznej, jakie dokonały się w raz ze schyłkiem k u l turalnej form acji M odernizm u, nie om inęły oczywiście podejścia do dziedzictw a kulturow ego. Jest wiele p o w o d ó w do m niem ania, że zarów no historia jako dys cyplina akadem icka, jak i jej stosow ane odgałęzienie, którym jest och ro n a pam iątek przeszłości — obie n a rodzone w początkach XIX w. — przeżywają obecnie kryzys. Bez w łaściw ego jego rozpoznania — co jest te m atem mego wystąpienia — trudno zakreślać nowe, zak tualizow ane plany chronienia dziedzictw a k u ltu ro w e go E uropy i w pisanej w nie polskiej działki. Proszę nie trak to w ać tego, co paw iem , jako krytyki, lecz jako p r ó bę skróconej diagnozy obecnej sytuacji w tej dziedzinie. Przypom nim y, że historia w swym m odernistycz nym w ym iarze była ściśle zw iązana z ideologią n o w o czesnego, poośw ieceniow ego n aro d u -p a ń stw a (jeśli nie staw ała się w p ro st ideologią n aro d u -p ań stw a) — naw et gdy, jak w przypadku Polski, ustrojow y składnik tego tan d em u dopełnił się do p iero w X X w. Kreacja polityczna pod p ierała się tu m .in. historycznym i a rte faktam i, co do p ro w ad zało do typow ania określonego dziedzictw a n arodow ego oraz — od lat trzydziestych X IX w. — do instytualizacji jego ochrony. O d tąd byt reliktów przeszłości zależny był od trzech zazębiają cych się determ inantów : nie tylko okrzepłem u już w ów czas zainteresow aniu edukow anej części sp o łe czeństw a (dziś w ygasającem u), ale rów nież p ro g ra m om polityków i profesjonalnej działalności k o n ser w atorów .
N asza epoka bywa określana jako czas posthisto- ryczny. W określeniu tym — bardziej niż o w yczerpy w anie się dotychczasow ych system ów historiograficz- nych — chodzi o kurczenie się historycznej św iadom o ści społeczeństw a, gdzieniegdzie aż do granic zbioro wej am nezji. Proces ten obejm uje rów nież k ult zabyt k ów — ześw iecczoną w XVIII w. form ę kultu relikw i, k tó ra straciła obecnie funkcję „fetyszu”, pom agającego p obudzić i chronić n aro d o w o -sp o łeczn ą tożsam ość.
P aradoksalnie, w średnim , najpow szechniejszym obiegu kulturow ym — niezależnie od ow ego p rzerw a nia organicznych w ięzów z tradycją — m ożna obser w ow ać narastanie pewnej nowej obsesji na tle prze szłości, k tó ra nigdy nie rozw inęłaby się bez ingerencji polityki i poparcia prasy. M . in. opinia publiczna (jeśli taka istnieje) bywa poruszana bardziej niż kiedykol w iek przez święcenie rozm aitych rocznic czy w ynajdy w anie oficjalnych p o m n ik ó w historii. Słow em — we w spółczesnym świecie fu n d am en tal na rola reliktów przeszłości jako przekaźnika zb io ro wej pam ięci wydaje się ulegać ograniczeniu i spłaszcze niu. Najczęściej przeszłość bywa w ykorzystyw ana do dw óch funkcji: po pierw sze — podbudow uje p o stu lo w ane przez struktury polityczne akcentow anie tożsa mości kulturow ej określonych populacji czy śro d o wisk, po drugie — tw orzy zasoby dla dziś coraz w aż niejszego przem ysłu turystycznego (m arketing k rajo brazów i zabytków ).
By odnieść to, co pow iedziałem , do spraw y n ajb ar dziej aktualnej i nas angażującej — obecna idea in te gracji europejskiej jest nie tylko rozbieżna z daw nym m odelem n aro d u -p a ń stw a , ale przez to rów nież w ja kimś stopniu z koncepcją narodow ego dziedzictw a. Czy rzeczywiście dziedzictw o to odpływ a z n a ro d u - -p a ń stw a w górę — do E uropy i w dół — do regionów czy m etropolii? Czy stąd mniej jest dla niego miejsca na średnim , narodow ym poziom ie? Wyraziście rysują się tylko dw a bieguny g eo graficzno-kulturow e: na jed nym cały k o n ty n en t europejski i w nim pom niki D zie dzictw a Św iatow ego, na drugim małe ojczyzny ró ż nych społeczności z ich tradycyjną, regionalną k u ltu rą, lokalnym i krajobrazam i i ciągłością artystycznych m anifestacji.
Dodajmy, że niezależnie od w spólnoty celów b u d o w ania N ow ej Europy, św iat now oczesnych politycz nych, społecznych oraz artystycznych pojęć i sym boli, rozw ijających się na Z achodzie, nie zawsze odp o w iad a E uropie Ś rodkow o-W schodniej. Ponadto — podczas gdy w zachodnich dem okracjach koncepcje dziedzict w a i realizacje jego ochrony częściej zależą od społecz nego zainteresow ania i dobroczynności publicznych instytucji, w krajach pozostałych bardziej b ezp o śred nio podległe są ciałom politycznym i w konsekw encji bardziej zależą od sektora adm inistracji — czego naj czulszym b aro m etrem jest konserw atorstw o.
Konserwację zabytków we współczesnej Polsce cha rakteryzuje hybrydyczne splątanie utylitarnego p ro te k cjonizm u władzy, w ielopostaciow ego obrazoburstw a oraz rom antycznego rekonstruktyw izm u. N ie chcę w nikać w ocenę realnych efektów tej sytuacji, pragnę tylko zw rócić uw agę, że w profesjonalnych kołach p o l skich k o n serw ato ró w now oczesne rozpoznaw anie za bytków na płaszczyźnie filozoficznej i sp o łe czn o -k u l
turow ej jest w m oim m niem aniu stosunkow o słabe. Z auw ażane bywają w nich w artości artystycznej lub sentym entalno-m alow niczej ekspresyjności, ale p o w szechnie widzi się w zabytku głów nie źródło historycz ne — co jest na pew no dużym uproszczeniem .
N ależy mieć nadzieję, że now a generacja k onserw a to ró w zdolna będzie do zintegrow anego, interdyscy plinarnego planow ania ochrony przeszłości, do głębo kiego rozum ienia skom plikow anej siatki problem ów ekonomicznych, społecznych, politycznych, praw nych, filozoficznych, tkw iących u podstaw polityki ochrony
zabytków. Św iadom i trik ó w historii, będą musieli być oni otw arci na stałe przem iany k ryteriów w artościo w ania. Ż ad n a bow iem d oktryna konserw atorska nie m oże aspirow ać do swej wyłącznej w zorcow ości. Ż a den zabytek nie ma określonej substancji ani zafikso- w anych granic. A to nie tylko dlatego, że sam w sobie jest historycznie w ielow arstw ow y i w stanie ciągłej zmiany, ale rów nież dlatego, że zależy od irracjonal nych interpretacji, bazujących na obowiązującej hie rarchii w artości, na panującym św iatopoglądzie i... na naszym guście.
A STATEMENT MADE AT THE CONGRESS OF POLISH CULTURE 2000
Forum: The Protection of the Cultural Heritage in Poland (7 December 2000)
P rofound transform ations in social historical co n sciousness, w hich coincided w ith the tw ilight of the cultural form ation of m odernism , also affected the approach tow ards the cultural heritage. T here are m any reasons for assum ing th a t both history, conceived as an academ ic discipline, and its applied branches, namely, the p ro tectio n of souvenirs of the past — both dating back to the beginning of the n in eteen th century — are going th ro u g h a crisis. W ithout a suitable iden tification of the nature of this crisis — and this problem constitutes the topic of my speech — it w ould be difficult to delineate new plans for the p ro tectio n of the cultural heritage of E urope, b ro u g h t up to date, and its Polish fragm ent. I w ould like my statem ent n o t to be treated as a critique, but as an attem p t at an abbreviated diagnosis of the cu rren t situation in this dom ain.
Let us recall th a t in its m odernist dim ension history was closely connected w ith the ideology of a m odern, p o st-E n lig h ten m en t n a tio n -sta te (unless it becam e an o u trig h t ideology of the n atio n -state) even if, as in the case of Poland, the systemic c o m p o n en t did n o t assume its full form until the tw en tieth century. T he political creation sought su p p o rt in, i. a. historical artifacts, leading to a definition of the national legacy and, starting w ith the 1830s, the institutionalisation of its p rotection. Since th a t tim e, the existence of relics of the past was subjected to three overlapping d eterm i nants: n o t only the already consolidated interests of the educated p a rt of society (today nearing its ex tin ction), but also the program m es of politicians and the professional activity of conservators.
O u r epoch is frequently described as p o st-h isto ri cal. This term pertains to the shrinking of historical social aw areness, som etim es to the limits of group am nesia, rath er th an to the exhaustion of heretofore
historiographic systems. T he process in question em braces also the cult of historical m onum ents — a laicised eig h teen th -cen tu ry form of a cult of relics, w hich today have lost th eir function of a „fetish”, helpful in the aw akening and p ro tectio n of n atio n al -so cial identity.
Paradoxically, in the m ost universal cu ltu ral circuit, regardless of the severance of organic ties w ith tra d i tion, we m ay observe the grow th of a certain new obsession w ith the past, w hich w ould have never d e veloped w ith o u t the in tervention of politics and the su p p o rt of the press. Public opinion (if such a thing exists) is stim ulated m ore th an ever by th e celebrations o f assorted anniversaries or the discoveries o f official m onum ents of history. P resupposed cultural trad itio n is com pared w ith a so-called them e p ark o r a son et
lumière spectacle. Even the revitalisation of an h isto ri
cal tow n som etim es aims at the artificiality of a „m u nicipal historical reservation" or the theatrical archae- ologism of a Skansen or W illiam sburg, n o t to m en tio n the w o rst of all — the fairy -tale surrealism of Disneyland.
In o th e r w ords, the fundam ental role played in the contem p o rary w o rld by relics of the past, envisaged as a tran sm itter of collective memory, appears to be suc cum bing to lim itation and banalisation. M o st fre quently, the past is exploited for the p u rp o se of tw o functions. First, its provides a fo u n d atio n for the accentuation of the cultural identity of certain p o pulations or environm ents p ostulated by political structures. Second, it creates resources for the in creasingly im p o rta n t to u rist industry (the m arketing of landscapes and historical m onum ents).
In o rd er to refer my above ou tlin ed statem ents to the m ost topical issues of greatest interest to us — the p resen t-d ay idea of E uropean in teg ratio n is n o t only
at odds w ith the old m odel of the n a tio n -sta te , but also, to a certain degree, w ith the con cep tio n of the national legacy. D oes this heritage truly follow a path from the n a tio n -sta te tow ards E urope, and along a d ow n w ard ro u te — to regions and m etropolises? Is this the reason w hy there is less ro o m for it o n the national level? O nly tw o g e o g rap h ic-cu ltu ral e x tre m ities are vividly m arked — one is com posed o f the w hole E u ro p ean C o n tin en t, including m onu m en ts of W orld H eritag e, a n d the o th e r includes th e small hom elands of assorted com m unities, to g eth er w ith their trad itio n al regional culture, local landscapes and a co n tin u u m of artistic m anifestations.
Regardless of the com m on goal of constructing a N ew E urope, the w o rld of m o d ern political, social and artistic con cep tio n s and symbols developing in the West, does n o t always co rresp o n d to C e n tra l-E a ste rn E urope. M oreover, at a tim e w hen in W estern d e m o cracies the co nceptions of the heritage and th e reali sations of its p ro te c tio n increasingly often d ep e n d on social in terest and the charity of public institutions, in o th er countries they are subjected m ore directly to political bodies and, as a consequence, to the adm i n istratio n sector — w ith conservation acting as the m ost sensitive b a ro m eter of this process.
A characteristic feature of the conservation of h isto rical m o n u m en ts in co n tem p o rary Poland is a hybrid tangle of the u tilitarian protectionism of the a u th o rities, m ultifaceted iconoclasm and R om antic re co n
structionism . I do n o t wish to delve into an assessment of the actual outcom e of this situation, but m erely wish to d raw atten tio n to the fact th a t am ong the p ro fe ssional circles of Polish conservators a m od ern iden tification of m onum ents on a philosophical and so cio - -c u ltu ra l level is relatively w eak. N otice is paid to artistic m erits or sentim ental, picturesque expressi veness, but, generally speaking, the m o n u m en t is p e r ceived m ainly as an historical source — an approach w hich indubitably com prises a considerable sim plifi cation.
Hopefully, the new g eneration of conservators will be capable of an integrated, interdisciplinary planning of the p ro tectio n of the past, a p ro fo u n d co m p re hension of a com plicated n etw o rk of econom ic, social, political, legal and philosophical problem s, ro o ted at the basis of the policy of the p ro tectio n of historical m onum ents. Well aw are of the tricks played by history they will have to be open to endless transform ations of the criteria of evaluation. N o conservation doctrine can aspire to act as an exclusive m odel. N o m o num ent possesses a concrete substance or delineated b o u n d a ries. T he reason lies n o t m erely in the fact th a t it is historically m u lti-tie re d and rem ains in a state of c o n stan t tran sfo rm atio n , b u t also in the fact th a t it d e pends on irrational in terp retatio n s, founded on the binding hierarchy of values, the d o m in an t w orld o u t look and... o u r taste.
