The "Osaka Bay Area Marine Corridor" system is proposed.Te/t1Pd 5tiMg3areficPdr5
system will be positioned as a huge "Techno-, Econo-, Socio- and Eco-System" composed of "Corridor line" and "Corridor link" subsystems.
The corridor line is an integrated undersea tube system in the sea offcoast and to travel round the Osaka Bay. It functions as passenger transportation system and cargo distribution system, information and communications system, etc. The corridor
links are to be constructed as marine cities at each node of the corridor line and
works as integrated intellectual complexes and as junctions to onshore transportation systems.
The principal point of the present plan for the environmental assessment stands on the concept that we have to understand and consider much more the importance of
the ecology system of the inlandsea area. Many of developments carried
out in the
Osaka Bay area were for solving problems of the disposal
of industrial/home wastes,
of the lack of open spaces for the promotion of
new city function, and so on. So
that, the authorspropose an integrated marine environment model for the inland
sea
area that will present the natural interaction between lithosphere,
hydrosphere, biosphere and human society in the 21st century's earth system.
1. INTRODUCTION
The world is now entering into the era of groping for
a new mutual aspect between 'the earth system' and 'the human activities'. Human beings have barely recognized
the fact that their
economic and social activitieshave been affecting the delicate balance of the earth system composed of atmosphere,
hydrosphere, lithosphere and biosphere.
The Inland Sea of Japan, Setonaikai, involves
is characterized by geological and physical conditions, where
red tide and high
BUD/COD sea water are frequently observed. The innermost part of the Osaka Bay is o7ne of such a stagnant and consequently contaminated area.
Many plans have been reported to develop
the Osaka Bay area
industrially,economically and sometimes environmentally. However, very few ecological
assessment has been involved there.
In the present paper, the authors propose the 'Osaka Bay Area Marine Corridor Plan'.
In the plan, they discuss prospective aspect of socio, marine and
human-techno systems from a viewpoint of marine ecology. 2. CONCEPT OF MARINE CORRIDOR PLAN
The 'Osaka Bay Area Marine Corridor' system is composed of integrated undersea
transportation system 'Corridor Line' and 'Corridor Link' system, large-scale integrated
marine cities as shown in Fig. 1.

The Corridor Line system has many functions such as linear-motor driven traffic
system which makes passengers possible to travel round the Osaka Bay in about 40
minutes, linear-motor driven cargo transportation system, communication network
system and so on. It will provide an important basis to the formation of circular-linked coastal cities around the Osaka Bay including whole Awaji island.
The Corridor Link will be arranged at eight specific positions off the coast of main OSAKA BAY 0.`) Hanshin Marine City C.L. I Sakai C.L.I 'CORRIDOR LINK Kansai International Airport C.L.
cities surrounding the bay, as shown in
Fig. 1. In every corridor link, special functions are to be installed to be fit to the cultural, economical and socialcharacteristics of the region. All the corridor links will be integrated with each other
and will play an important role as the "Intellectual Capital Kansai's
Mega-Infrastructure".
Many problems which human beings have to solve have been posed. We ourselves should solve problems lying in front of us such as an explosive increase of population and those of environmental destruction, lack of energy resources and food, housing and health as well as the problem of disparity in income levels and standard of living between developed and developing countries.
The Osaka Bay Area Marine Corridor is now requested to propose a concept; a
scheme and policy to the world for solving those problems as the "Intellectual Capital
Kansai's Mega-Infrastructures". To meet those requests, following measures of five levels are proposed:
Global Level:
A model for protection, improvement and creation of ecology system in the inland sea area is required from a viewpoint of the earth system environment. And, from
a viewpoint of prospective human life and activities, a proposal for a new aspect of urban design is also required.
International Level:
Inheriting the Kansai's historic accumulations in culture, science and technology, building up a linkage for worldwide communication is required as well as a base for providing new cultural value and knowledge obtained through the exchange of
personnel and information. National Level:
The Marine Corridor is required to perform its important part for the creation of
advanced functions to meet the demands
of coming new era
and for theconstruction of base which will realize the bipolar structure of the nation - Tokyo
and Osaka.
Regional Level:
It is necessary to establish the new urban plan and its infrastructures which are
fitted for the use for long period, say 100 - 200 years.
It is also required to build up the regional organization for the environmental
management of the Osaka Bay area so that the purity of sea water and the ecology system in the bay can be recovered from the situation facing death.
Community and Human Level:
It is required to offer advanced environment with higher amenities to the
community, to renovate functions of city area and to restore the beaches of the
area for increasing the self-cleaning capability.
3. ROLES OF MARINE CORRIDOR
The marine corridor is to be possessed of specific roles as follows:
Base for Global Human Interface
Marine corridor will support activities to promote human relations and cooperation
between people living/working in the bay area. It will also support the exchange
of ideas and knowledge, consolidation of complementary system in technology,
cooperation in creating research and development projects. These activities are to
be performed by people and information coming from inside and outside of the bay
area. The marine corridor will become the assembly place
of people and
information and will play important roles as the base of global human interface.
Advanced Base for Information
Massive information accumulatedin the Kansai area and those which have been collected through the cooperation system deployed in Asia and Pan-Pacific area is
to be transmitted to the whole world.
Base for Creation of New Value
The 21st century's new value is to be created in the marine corridor. The new
value will include way of
human activities in the earth system, research anddevelopment of science and technology in many fields, new phase of international
cooperation, new aspect of regional and urban community, etc.
Starting Point of Creating Unified Land-Sea Environment
As mentioned previously, sea area has been understood as the place for settling
problems of waste disposal from industries and home and for providing open spaces
to promote human activities
and new urban
functions. It means that thedevelopment of offshore area has been carried out from the viewpoint of the land. However, the prospective developments of offshore area will be the creation of
unified land-sea environment from
the standpoint of the
sea, where all theecological assessments on the characteristics ot marine area have to be fully taken into consideration.
The main point of the developments of marine area is the utilization of waterfront for providing amenity spaces where people are able to release their mental stress accumulated through their daily life. However, we have to pay special attention
to that the waterfront area plays another very important role in maintaining marine ecology system; purification of sea water, circulation of substance at tidal flats,
incubation of new life of marine plants and animals, and so on.
The role of the Osaka Bay Area Marine Corridor is to create the well-balanced
new marine environments in the Osaka Bay area with consideration of the natural
characteristics of marine area, checking the progress of the destruction of marine
environments and thus the recovery of marine ecology system from the present
situation facing dem.h.
It is needless to say that the marine corridor will have to settle the problems lying
Osaka Bay area such as redevelopment of idle spaces and
acquisition of spaces for new activities. So that, the marine corridor is understood
to be the common integrated infrastructure for the bay area cities: Osaka, Kobe,
etc. as well as for the surrounding areas: Awaji Island, Kihoku district. etc.
e. Base for Creating New Life-style and Culture
It is well known that the sea always incubates something new, and gives a free
space to the human beings today for their mental freedom. The marine corridor
will make use of this special property and provide new spaces for people's social
and cultural environment, such as society for artistic, cultural and intellectual activities through face-to-face communication, new phase of social-welfare for the people living and working in the area, mixed society for the people from different
area of the world, and so on.

CONSIDERATION
4.1 Corridor Line
The corridor line system involves linear-motor driven traffic system, cargo
transportation system, communication network system, energy transportation system, water supply and drainage system, etc. as stated previously. For the environmental consideration, it has functions of tide control, water purification, etc. And, systems
for the incubation of marine plants and fishes are installed on its outside shell. The
outline of the corridor line is illustrated in Fig. 2.

4.2 Corridor Link(CL)
Each of the corridor links at eight typical position in the Osaka Bay area shown in
Fig. 1 has its own distinctive features. The Osaka CL is distinguished for that it will
become a domestic and international prototype of the research collaboration base on global environment, and the Sakai CL will feature in the centerof the world business
for example., The pilot plan of the corridor link is shown in Fig. 3.

4.3 Environmental Consideration in the Marine Corridor
As mentioned previously, full consideration of the marine environments of the bay is taken into the marine corridor plan. This consideration is one of the most important
point of the marine corridor plan and
it will give a prospective prototype forrecovering the delicate balance of the earth system or
for promoting the globalamenity in another word.
(1) Sea Water Purifying System (Fig. 4)
In the Corridor line, a high-speed water jet system is to be installed to circulate
stagnant sea water as well as the aeration system to supply oxygen to the sea water. In the corridor link, a system using permeable membrane will be introduced to check the organic substance and found effluent as well as a system using the aeration
system. People are to be accepted to visit the facilities where they can enjoy and

(2) Dredging and Processing System for Sludge (Fig. 5)
Removal of sludge piled-up on the sea bottom of inland sea area is the most urgent
and imponant for marine environment. In the marine corridor system, robot system

will be operated to collect sludge piled up on the sea bottom, and the collected sludge will be processed to produce structural materials, man-made rocks for fish bed, etc.
Visitors will be welcomed to the facilities to study the importance of maintaining
marine environments.
(3) City Functions for the Best Utilization of Marine Environment
Many functions for the utilization of marine area from the view point of sea are to
be introduced in the plan, such as the science and amusement park for people where
guided underwater tour will be organized to satisfy visitors with studying marine
ecology, the institute of marine science where research works on improvement, creation
and development of marine environments are carried out systematically, for example. 5. CONCLUDING REMARKS
In the present paper, the authors proposed the "Osaka Bay Area Marine Corridor
Plan".
The investment in this huge project will have repercussions on the economic progress,
increase of employment opportunities, progress of high-technology as well as the
creation of new aspects of marine environments.
The more significant effect induced by the marine corridor after completion will leads people, articles and information to the formation of cooperative network system in the levels of regional, domestic and international. Furthermore, visible and invisible
effects are expected.
For the global amenity, the most important part of the marine corridor system is that it is planned from the standpoint of the sea.
There are several problems still lying in front of us. They are
Popularization of the concept of mitigation, and systematization it in the social
system.
Integration of technologies on improvement, creation and development of marine
environments.
Promotion of prototype of marine city model in the inland sea area.
The authors believe that the "Osaka Bay Area Marine Corridor" will be a "land-mark" or "sea-mark" for the coming 21st century's global amenity.
