The r e a l p r o b le m c o n s i s t s i n b o t h c a s e s i n f i n d i n g t h e o p t i -mal m ix , e . g . t h e o p t i m a l d e g r e e o f d e c e n t r a l i z a t i o n . I f we a c c e p t t h i s p o i n t o f v i e w , we h a v e a t t h e same t i m e t o r e c o g n i -z e t h a t t h e r e do n o t e x i s t u n i q u e s o l u t i o n s t o t h e s e p r o b l e m s , s o l u t i o n s - e f f i c i e n t i n e v e r y c a s e . We know now a l r e a d y t h a t t h i s i s n o t t r u e n o t ev e n t h e most p e r -f e c t l y f u n c t i o n i n g d a t a bank s y s t e m would e n a b l e и з t o p l a n a complex s y s t e m from o n e and o n l y o n e d e c i s i o n c e n t e r .

I f we u n d e r s t a n d them w e l l , we may f i n d a way from s e l f - r e g u l a t i o n t o t h e p r o b l e m s o f d e c e n t r a l i -z a t i o n and d i r e c t / i n d i r e c t c o n t r o l , a t l e a s t a t a c o n c e p t u a l and q u e s t i o n - a s k i n g l e v e l .
