• Developed in an open consensus process
• Reference implementations and compliance tests for Open Standards are often Open Source code, but Open Standards do not necessarily depend on Open Source.
• Free redistribution • Access to source code • Derived works are allowed.
• Integrity of author’s source code is protected. • No discrimination against persons or groups • No discrimination against fields of
endeavor: business, research etc. • License accompanies distributions.
• License is not specific to a product.
• License must not restrict other software. • License must be technology-neutral.
• Open Source Software (and proprietary software) often, but don’t necessarily, implement open standards.
