The p a p e r p r e s e n t s t h e r e s u l t s o f an e x o e r o i s e I n f o r e c a s t i n g o r r a t h e r i n s i m u l a t i o n , a s i t i s sh ow ing t h e f u t u r e d e v e lo p -m ent o f t h e P o l i s h econo-my i n t h r e e v a r i a n t s . The r e a s o n was t h a t we had t o f a c e g r e a t u n c e r t a i n t i e s b o t h w ith r e g a r d to t h e outoom e o f t h e y e a r 1982 and t h e m ain o o n s t r a i n t s o f e x p e o te d r e o o v o r y i n t h e n e x t 3 y e a r s .

I n O o to b e r 1 9 8 2 ,when t h e f o r e o a s t s w ere p r e p a r e d on t h e b a s i s o f t h e W3S79 m o d el1 , we w ere n o t a b l e t o d e c id e p r e o i s e l y what w ould b e t h e p o i n t o f d e p a r t u r e o f t h e f o r e c a s t ( t o d a y i n D ecem ber t h e o u tlo o k f o r 1982 i s s t i l l n o t c l e a r e n o u g h ). So we t r i e d t o assum e t h r e e d i f f e r e n t h y p o th e s e s w ith r e g a r d t o t h e outoom e o f t h i s y e a r . The a d d i t i o n a l argum ent w a s, t h a t t h e m o n th ly s t a t l s t l o s w h ich was p u b l is h e d f o r t h e y e a r 1982 w ould p r o b a b ly u n d e rg o s e v e r a l r e v i s i o n s i n t h e f u t u r e . T h is i s b a s e d on two r e m a r k s . The f i r s t one r e f e r s t o t h e p u b l i c a t i o n o f s e v e r a l f i g u r e s f o r 1981 w hich a r e h a r d l y a c c e p t a b l e . F o r i n s t a n c e , t h e d e o l l n e o f n e t o u tp u t I n 1981 i n ra in in g i n d u s t r y was r e p o r t e d t o b e o a 40% and i n f o o d s t u f f i n d u s t r y m ore t h a n 50%, w h e re a s t h e g r o s s o u tp u t d e c l i n e d b y 11—9% o n l y . I t i s r a t h e r d i f f i c u l t t o u n d e r s t a n d how and why t h e i n p u t s m ig h t h a v e i n c r e a s e d s o e n o r -m o u sly d e s p i t e t h e d e c l i n e o f o u t p u t . t h a n t h a t o f p r o d u o tio n o f i n d i v i d u a l c o m m o d itie s .T h e f i r e t shows t h a t i n a m a j o r i t y o f m a n u f a c tu r in g I n d u s t r i e s t h e r e was a d e -c r e a s e i n t h e r a t e o f d e c l i n e o f t h e t o t a l o u tp u t i n t h e f i r s t h a l f o f 1982, and th e n a alo w i n c r e a s e i n t h e o u tp u t o f t h o s e i n d u s t r i e s ( t h e m in in g i n d u s t r y was g ro w in g from t h e b e g in n in g o f t h e y e a r 1 9 8 2 ). On t h e o t h e r h a n d , t h e f i g u r e s r e f e r r i n g t o t h e o u tp u t o f m a jo r p r o d u c ts i n d i c a t e t h a t v e ry few o f them have shown an i n c r e a s e a l s o i n Autumn. I t i s p o s s i b l e t h a t t o t a l i n -c r e a s e was due t o th o s e ite m s w hich do n o t a p p e a r I n com m odity s t a t i s t i c s b e in g p ro d u c e d i n s m a ll q u a n t i t i e s .

T h is e x p l a i n s why we w ere n o t s u r e a b o u t t h e outcom e o f t h e y e a r 1982 and h av e p o s t u l a t e d t h r e e d i f f e r e n t h y p o th e s e s w ith r e g a r d t o t h e p o i n t o f d e p a r t u r e o f o u r f o r e c a s t s . The f o r e c a s t i n g o r r a t h e r s i m u l a t i o n s c e n a r i o s w ere m a in ly b a s e d on d i f f e r e n t a s s u m p tio n s w ith r e g a r d t o t h e e x t e r n a l f a c t o r s ( f o r e i g n t r a d e and w e a th e r c o n d i t i o n s a f f e c t i n g r e s u l t s i n a g r i c u l t u r e ) a s w e ll a s t o t h e e f f i c i e n c y of t h e econom ic sy ste m c a r r y -i n g o u t th e econom ic re fo rm i n i n f l a t i o n a r y s u r r o u n d i n g s , and b e in g a f f e c t e d by t h e m ixed econom ic p o l i c y m e a s u re s aim ed a t r e c o v e r y and s t a b i l i z a t i o n . I t seem s t h a t t h e c e n t r a l p l a n n e r p r e p a r i n g t h e p r o p o s a l o f t h e 3 - y e a r p l a n 1983-1985 was r i g h t i n e v a l u a t i n g t h e u n c e r t a i n t i e s w hioh o c c u r i n o u r b a la n c e o f p a y -m ents p o s i t i o n on t h e one h a n d , and a g r i c u l t u r a l c o n d i t i o n s , on t h e o t h e r h a n d 2 .T h i s g i v e s u s a r i g h t t o make s i m i l a r a s s u m p tio n s w ith r e g a r d t o d i f f e r e n t s c e n a r i o s . O ur v a r i a n t s a r e , h o w e v e r, more d e e p ly d i v e r s i f i e d . On t h e o t h e r h a n d , we i n tr o d u c e d s e v e r a l s p e c i f i c a s s u m p tio n s ( w i th r e g a r d t o i n d u s t r i a l e f f i c i e n c y , w ag es, p r i c e s e t c . ) . Below we w i l l i n d i c a t e i n some m ore d e t a i l w here o u r a s s u m p tio n s d i f f e r from t h o s e made by t h e c e n t r a l p l a n -n e r . O th e r w is e , we w ould n o t h a v e a good r e a s o n t o p r e s e n t o u r f o r e c a s t i n d e p e n d e n tly o f t h e o f f i c i a l 3 - y e a r p l a n p r o p o s a l . F i r s t o f a l l , a d ju s tm e n ts w ere made i n e q u a ti o n s f o r t h e p r o d u o tio n s e o t o r . We n o t i c e d t h a t t h e i n i t i a l f o r e c a s t s have o v e r e s t im a t e d t h e w o rk in g tim e i n t h e m a n u f a c tu r in g i n d u s t r i e s . The r e a s o n was t h a t s p e c i f y i n g t h e e q u a ti o n s e x p l a i n i n g t h e tim e

w orked we d i d n o t t a k e i n t o a o o o u n t t h a t t h e num ber o f w o rk in g d a y s m ig h t c h a n g e . Thus we h a d t o a llo w f o r two a d d i t i o n a l f r e e S a t u r d a y s , i . e . t h e ( c o n s t a n t ) a d ju s tm e n t h a d t o a llo w f o r a d e c l i -ne i n t h e l e n g t h o f t h e w o rk in g week by a b o u t 6-7% . A d d i t i o n a l l y , we a l s o h a d t o i n tr o d u o e r e l a x a t i o n s b e c a u s e o f t h e e x p e c te d d e c l i n e o f t h e w o rk in g tim e l o s s e s due t o assum ed im provem ent i n s u p p l i e s o f m a t e r i a l s and e n e r g y . On t h e o t h e r h a n d , w ith r e g a r d t o t h e m in in g I n d u s t r y we had t o assum e t h a t t h e w o rk in g tim e o f t h e m in e rs i n f a o t was e n la r g e d i n 1982 ( b y o a 14%) b e o a u se o f t h e i n t r o d u c t i o n o f i n c e n t i v e s t o work a l s o on S a tu r d a y s and S u n d a y s. S e c o n d ly , t h e p r o d u c t i o n f u n c t i o n s m e n tio n e d p r e v i o u s l y do n o t t a k e f u l l y i n t o a c c o u n t t h e im p a c t o f i m p o r ts c o n s t r a i n t s , o r g e n e r a l l y s p e a k i n g , o f t h e b o t t l e - n e c k s g e n e r a t i n g raw m a t e r i a l and e n e rg y s u p p l i e s c o n s t r a i n t s we mean b o t h t h e d i r e c t ( d e -d i n e o f o u t p u t ) and i n d i r e c t im p a c t r e s u l t i n g from f o ro e d s u b s t i t u t i o n f o r i n f e r i o r raw m a t e r i a l s e t o . The assu m p tio n s w ith r e g a r d t o t h e f o r e i g n t r a d e s e o t o r a r e s i m i l a r t o t h o s e made by t h e o e n t r a l p l a n ,a n d t h e y e n v is a g e t h e r e a re l i k e l y t o h ap p en t h r e e d i f f e r e n t s i t u a t i o n s . I n t h e f i r s t c a s e t h e y a r e c h a r a c t e r i z e d by n e g l i g i b l e p o s s i b i l i t i e s o f a c q u i r i n g new c r e d i t s , c o n t i n u a t i o n o f r e s t r i c t i o n s by some W e ste rn g o v e rn -m en ts, s e c o n d ly - a n o r -m a l i s a t i o n o f t h e f l n a n o i a l f o r e i g n r e l a -t i o n s , i . e . o f o o n o lu d ln g a g re e m e n -ts w hioh w ould a llo w -t o p o s -tp o n e t h e rep a y m en t o f t h e m ain body o f c r e d i t s and a s u b s t a n t i a l p a r t o f t h e I n t e r e s t r a t e s . I n a l l t h e ab ove v a r i a n t s , t h e c o n t i n u a -t i o n o f -t h e s u p p l i e s o f raw m a -t e r i a l s from t h e USSR on o r e d i t te r m s was a ssu m e d .

I t m ust b e n o te d t h a t o u r a s s u m p tio n s d i f f e r from t h o s e o f t h e o e n t r a l p l a n p r o p o s a l i n t h a t we a n a ly s e t h e o p t io n s w ith r e g a r d t o t h e i m p o r ts from n o n - s o c i a l i s t c o u n t r i e s i n a much w id e r r a n g e , w hich d o e s n o t seem u n r e a l i s t i o . The o e n t r a l p l a n n e r assum es t h a t t h e t o t a l volum e o f I m p o r ts m ig h t I n o r e a s e w i t h i n a 3 - y e a r p e r i o d b e tw e e n 11 and 17%, t h e v a r i a n t in - b e tw e e n b e in g 16%* O ur medium v a r i a n t was p r a o t i c a l l y t h e sam e, w h ereas we h a v e b e e n a n a l y s i n g t h e p o s s i b i l i t i e s o f Im p o r ts I n c r e a s e by 8% a t minimum and 22% 'a t maximum^.

I t h a s t o b e em p h a size d t h a t t h e f i g u r e s shown i n G raph 1 , w hich I l l u s t r a t e s t h e f o r e c a s t s o f i m p o r t s , r e f l e o t t o a g r e a t e x t e n t t h e im p a c t o f t h e f o r e i g n t r a d e - d o m e s tic o u t p u t b o t t l e -n e c k m u l t i p l i e r . The a s s u m p tio n was made t h a t an i n o r e a s e i n im p o r ts e s p e c i a l l y from t h e h a rd c u r r e n c y a r e a s w i l l a llo w t o i n c r e a s e , a f t e r a p e r i o d o f a d ju s t m e n t , t h e o a p a o it y u t i l i z a t i o n t h u s i n c r e a s i n g t h e t o t a l o u t p u t - n u c h - q u i c k e r - t h a n i t - w o u l d be^ p r e d i c t e d from t h e c l a s s i c a l p r o d u o tio n f u n c t i o n s . growth o f im port and t h i s means a p o s i t i v e b a la n c e o f tr a d e i s e x p e c te d ( s e e Graph 1 ) . I n 1 982, f o r t h e f i r s t tim e , a p o s i t i v e b a la n c e o f tr a d e was o b ta in e d and t h i s r e s u l t w i l l probably

con-t in u e u n con-t i l 1 985. More s p e c i f i c a l l y , con-t h i s i s a r e s u l con-t o f f o r e ig n tr a d e w ith n o n - s o c i a l i e t o o u n t r ie s . With reg a rd to s o o i a l i s t coun-t r i e s , coun-th e n e g a coun-t iv e b a la n c e o f coun-tr a d e w icoun-th coun-th e USSR i s e x p e o coun-te d (a n in c r e a s e o f d e l i v e r i e s on c r e d it t e r m s ). The o p t im i s t i o v a r ia n t y i e l d s lo w e r l e v e l s o f C p o s it iv e ) b a la n c e o f tr a d e than th e o th e r v a r ia n t s and t h i s is ' due to th e ( o p t i m is t ic ) a ssu m p tion th a t new (m o s tly r e f in a n c in g ) c r e d i t s w i l l be a v a i l a b l e . The e v a lu a tio n o f th e e x p e c te d p o s i t i v e b a la n c e o f tr a d e may be q u it e d i f e r e i f i e d . I t i s p o s i t i v e from th e p o in t o f v iew o f r e s t o r in g th e c r e d i t a b i - l i t y a g a in s t th e W estern c r e d it o r s as i t c r e a t e s an a b i l i t y t o m a in ta in th e f o r e ig n debt s e r v i c e . On th e o th e r hand, i t i s not to o o p t im i s t i c as i t narrows th e p o t e n t i a l u t i l i z a t i o n o f th e n a t io n a l income b r in g in g th e r a t e s o f growth o f th e n a t io n a l income d i s t r i b u t e d XG b elow th e income produced X. T h is i s shown in Graph 2 f o r a l l th e th r e e v a r ia n t s . The t h ir d v a r ia n t i s th e most o p t im i s t i c from th e l a s t p o in t o f v ie w , and i t p r e d i c t s an i n c r e a s e by 23% w ith regard t o th e n a t io n a l income d i s t r i b u t e d and 24% o r more f o r th e produced n a t io n a l income f o r th e p e r io d o f 1 9 8 3 -1 9 8 5 , whereas i n th e p e s s i m i s t i c v a r ia n t th e growth r a t e s a r e 9% and by 10% r e s p e c t i v e l y . The f o r e c a s t s o f th e i n d u s t r i a l p r o d u c tio n were based on s e v e -r a l assu m p tio n s w ith -reg a -rd t o th e changes i n in p u ts o f th o pro-d u c tio n f a c t o r s - employment, c a p a c i t i e s and t h e i r u t i l i z a t i o n , b e in g dependent on m a te r ia l in p u t and en erg y c o n s t r a i n t s , ih e main f a c t o r i n th e m ining in d u s t r y i s th e working t im e , i . e . b o th th e number o f em ployees and th e d u r a tio n o f t h e i r working week. An in c r e a s e i n th e w orking tim e ha3 been assumed f o r 1982 and s t a b i l i z a t i o n f o r th e n e x t y e a r s . For th e o th e r in d u s -t r i e s , w e have assumed r a -th e r a s -t a b i l i z a -t i o n o f -th e working -tim e . Thia i s a r e s u l t o f a v e r y em a il I n c r e a s e e x p e c te d i n employment and a f u r t h e r d e c r e a s e In th e a v era g e number o f hours worked. I t l a , th u s assumed t h a t th e number o f f r e e S a tu rd a y s (3 p e r month) w i l l rem ain s t a b l e o v e r th e n e x t y e a r a .

O ur f o r e c a s t h a d b e e n p r e p a r e d i n t h a t p e r i o d when i t was b e l i e v e d t h a t f u r t h e r h ig h oonsum er g o ods p r l o e i n -c r e a s e s w ere s t i l l a h e a d (25% i n o r e a s e f o r 1963 a n n o u n -ced i n t h e p r o j e c t o f t h e o e n t r a l p l e n ) . The l a t e s t a n n o u n cem en ts o f t h e g o v ern m en t r a t h e r i n d i o a t e a d e t e r m i n a t i o n to w a rd s r e s t r i c t i n g t h e i n f l a t i o n (15% l n o r e a a e was m e n tio n e d ) a n d , a t t h e same tim e to w a r d s , i nh i b i t i n g t h e i n o r e a s e o f wages by m eans o f t h e p r e p a r e d wage r e f o r m . A f u r t h e r r i s e o f 21-24% i s e x p e c te d i n 1983, s lo w in g down t o 4-6% i n 1 9 8 5 .
