Iflléiding
Op 1 juli 1987 is het "Bisan Seto Traffic Advisory center" (BISAN MARTIS)met haar activiteiten als adviescentrum voor het maritieme
verkeer in hot Bisan Seto gebied begonnen..In december1987 heeft de
auteur een bezoek gebracht aan het Centrum.
Hot werkgebied van hot systeem bestrijkt de verkeorsroutes nablj do
in aanbouw zijnde gigantischo brug tusson het hoofdelland Honshu on het minder oconomisch ontwikkolde Shikoku. Do brug verblndt Shikokuinietalleen mot:hetwegennet op Honshu, ookdoShinkanson
(de supersnelle:trein) zal via de brug naarShikoku worden doorgetrok-ken.
Hot maritiemo verkeerscentrum BISAN MARTIS workt ondor do
verantwoordelijkheid van hot Japanse "Maritime Safoty Agency",
em ondordeel van hot "Ministry of Transport".

be-treft alle schepen groter dan 3.000 GRT, alle schepen groter dan 70 m in de Mizusima route en voorts alle schepen
voor zover het de visuele signalering
betreft op de matrix-lichtborden. Sche-pen groter dan 3.000 GRTzijn verplicht hun vaarschema door het verkeersge-bied op te geven aan het Centrum.
Het Centrum adviseert daarna
indivi-duele schepen om hun vaarschema aan te passen indien meer schepen tegelijk
een verkeersroute zouden
binnenva-ren.
EEN NIEUW VERKEERSBEGELEIDINGSSYSTEEM
Als het zicht in en nabij de
verkeersrou-tes minder is dan 1.000 m, wordt het
verkeer geadviseerd te wachten "until further notice". Indien een verkeersrou-te door een ongeval of anderszins ge-blokkeerd is worden schepen individu-eel geadviseerd voor de te volgen route en het vaarschema.
Het aantal scheepsbewegingen in het verzorgingsgebied is gemiddeld 1.500
per dag inclusief kruisende .vaart en
visserschepen. Nabij de brug is het aantal scheepsbewegingen gemiddeld 900 per dag. Het aantal
scheepsbewe-gingen van schepen groter dan 3.000
GRT is gemiddeld 100 per dag met een piekvan 30 scheepsbewegingen tussen
0000 uur en 0400 uur. Het Centrum wordt bemand door 22 rn/v inclusief
directie. Er wordt gewerkt in shiftsvan 8 uur. Deverkeersconsoleswordenconti-nu door vier rn/v bezet, twee
verkeers-leiders voor de Bisan Seto noord- en
zuid routes en twee voor de Mizusirna route. Als het Hibi radarstation gereed is
zullen twee extra verkeersleiders per shift ingezet worden voor de begelei-ding van het verkeer in de oostelijke
routes.
4. De middelen van Bisan
Martis
De Verkeerscentrale is gevestigd op de
heuvels aan de Shikoku zijde van het
vaarwater met vrij uitzicht over het ge-hele gebied. Op de toren is een radar-scanner aangebracht en antennescho-tels voor ontvangst van de
radarsigna-len van Hibi (in aanbouw) en Simotui

nabij de Mizusimi route. De radars
werken op 2.1 cm golflengte met een
piekvermogen van 40 kW. De puisleng-te van 0,1 ts zorgt voor een afstand onderscheidingsvermogen van 20 m.
De horizontale en vertikale bundelhoek zijn respectievelijk 0.25° en 15°. Op de consoles voor de verkeersbege-leiders worden het ruwe radarbeeld en
het replicabeeld van de "radar image processor" afzonderlijk getoond. Het replica-beeld wordt iedere 6 seconde
ververst.
De processor onderscheidt aan de hand van de echo's drie scheepsgrootten; op het replica-beeld is de grootte van het schip herkenbaaraan de groottevan het cirkeltje, zie figuur 4. Schepen met ge-vaarlijke ladingen worden door een
vierkantje aangegeven. De vaart over de grond worth aangegeven door de
lengte van een piji die de voorspelde af te leggen weg over 6 mm. aangeeft.
Indien heteindpuntvaneenvaartvector
één van de route-grenslijnen of de con-touren van een ander schip snijdt gaat een auditief signaal en gaat de betref-fende echo(s) flikkeren. Er zal dan door
de verkeersbegeleider een waarschu-wing worden doorgegeven.
De identificatiecode van de schepen in
het databestand (tenminste alle
sche-pen groter dan 3.000 GRT) worden op het replica-beeld getoond.
De processor kan maximaal 100 sche-pen van één radarstation verwerken en maximaal 300 schepen voor het gehele gebied.
Op de beeldschermen van het informa-tieverwerkende systeem (IVS) kunnen devolgende pagina'sworden
opgeroe-pen via menu's:
lijst van schepen in het bestand met
roepnaam, tonnage en code voor
scheepstype;
gegevens van elk individueel schip, inclusief vaarschema;
lijst van verwachte schepen met ETA
"reporting line";
lijst van vaarschema's;
lijst van aankomstivertrektijden
ha-vens;
lijst van "advisory services";
de adviezen zoals gegeven aan sche-pen in het systeem;
schepen in gevaarlijke gebieden; schepen in de scheidingsstelsels;
- meteogegevens;
signalering op de matrixborden;
lijst met predictie betreffende
congestie; controle-planbord.

Het grootste nautische risico vormt de inweving van de veelal zeer grote
sche-pen in/uit de Mizusima route met de
doorgaande route. De in- en uitvaart en
de doorgaande vaart Worden zo ge-pland dat geen ontmoetingen op de kruising plaatsvinden. Voor een goed overzicht van de Mizusima Route zijn
drie TV-camera's langs de route
opge-steld
metzoom-faciliteitenentransmis-sie naar de verkeerstoren aan de over-kant.
Bij zicht minder dan 1.000 m wordt niet gevaren.
Aan de westelijke en oostelijke zijde van het verzorgingsgebied en bij Mizusima zijn
meteorologischewaarnemingssta-tions geplaatst die gegevens doorstu-ren naar het Centrum. De gegevens worden door het IVS verwerkt en de
betreffende pagina getoond.
Voor de begeleiding van zeer grote
schepen of bijzondere transporten en voor directe communicatie met kleine vaartuigen en vissersvaartuigen zijn twee "patrolboats" in het werkgebied
actief.

scheepvaartkan-toren vindt op de gebruikelijke wijze
plaats met telex, telefax en telefoon.
5. Naschrift
Een bezoek van enkele uren aan het
Verkeerscentrum geeft slechts een be-perkte indruk van de operationele wer-kingvan hetsysteem. Voorde lezersvan
dittijdschriftzou het interessantzijn als
gezagvoerders of stuurlieden hun erva-ring met het systeem zouden publice-ren. Met namedetaalproblemen (wordt voldoende informatie in het Engels doorgegeven of is men geheel van de Japanse loods afhankelijk?) en de
mo-gelijke verschillen met andere
syste-men zijn hierbij van belang.

APPLICATION OF THE K1j FILTER IN MARINE NAVICATION

The Kalman . filter has found many applications in
navigationsystems. Operators have often problems however in
understanding what goes on in the algorithm and what the effect is of filter settings. After a general introduction this paper gives a tutorial review of a simple and robust navigation filter of which the performance can be understood and influenced by the operator. The filter has been operational for several years in
many applications of offshore surveys and has proved its value by
the increase of precision and reliability of the navigation
performance.
1. introduction
A ;Kalman, filter is an. optimal :recursive. algorithm that processes
measurements to derive a 'minimum variance estimate" of the system state using the information of:

Depending on the option, one., two or all three elements are used.

feeling with the performance of the system the following procedure is used. For the cycle time t of the system- usually the cycle time of the observed position update - the
maximum and minimum possible values of the increase in error of the predicted position are estimated,, depending on operation, vessel and environmental conditions. These values are reduced to mean accelerations over .t and divided by three to reduce to standard

7. ApplicatIon
Navigating with a positioning system only' the Kalman filter modelassumes constant speed andcourse and will therefore introduce errors when speed and/or course is changed.
This can be seen in figure 4 where the filtered track lies outside
the observed (adjusted)' track in the curve. The observed position is obtained in the simulation from three ranges, with standard
deviations of 5 in each,.
Integrating the gyrocompass in the system will improve the
performance, see figure 5. Adding a dual axis dopplerlog will improve the system performance significantly which can be seen in figure 6. Additional data. from the run in figure 6 is given in
figure 7

Figure 8 shows the 'output of operational raw data andfiltered data 'in skywave conditions for Hyperfix.
An important feature of the Kalman filter is, that it is. not
necessary to collect all observations for. the position computation.
at one instant of time. This is of major importance in systems where the observations are collected -sequentially. by one receiverchannel from different beacons, which is the case in single channel GPS receivers such as the Rockwell Collins Navcore I, see [4] and in
long baseline under water accoustic navigation systems..
The section Hydronautics of Deift University developed in
cooperation with' Intersite Surveys BV in Haarlem Holland a
processing package where after each cycle the position of the.
accoustic transducer is updated using one range measurement z1 in the observation equation (22,).
