EDITORIAL

Welcome to the first issue of the Silesian Journal of Legal Studies (SJLS). The Jour- nal has been founded by the Council of the Faculty of Law and Administration of the University of Silesia in Katowice as a reviewed periodical. Its aim is to overcome frontiers and obstacles in spreading ideas, opinions and information on law and legal systems. Therefore, not only professors from our Faculty are members of the Editori- al Board but researchers from other Polish as well as foreign, sometimes very distant, universities have also been invited to take part in the creation of this Journal.

The main reason for initiating such a periodical is the will to present Polish and foreign legal solutions applied in various fields of law. Sometimes certain fields are perceived as being very hermetic and uninteresting for readers from outside a giv- en country, which is often the case with tax law, labour law or administrative law.

We are of the opposite opinion. The essays or articles published in our Journal will prove to be an interesting contribution to comparative studies worldwide. This goal is fully justified in the light of Poland’s membership in the European Union and in the process of globalisation. In other words, the SJLS aspires to be a discussion fo- rum for Polish and foreign lawyers representing various branches of law. For the above reasons, the Council of the Faculty has decided that articles may be published in four languages, namely: English, German, French and Spanish. However, publica- tion in other languages is not excluded.

We also feel that the internet would be a good way to promote our new publica- tion, as it would allows us to bring SJLS to almost everyone, anywhere in the world.

On the other hand, there are readers who prefer the traditional, printed copy. Con- sequently, the Journal will be published in two forms, the “traditional” one, and the

“electronic” one, that is on the internet platform of the Central European On-Line Library and on the web site of the Digital Silesian Library.

Our first issue contains articles from various branches of law – the theory of law, commercial law, constitutional law, law on self-government, public procurement law, tax law. It also contains reviews of two newly published books. The Authors of the articles are not only Polish but they come from other countries, like Colombia, Hungary and Australia. In order to encourage a wide group of researchers to read and contribute to the SJLS, the Editorial Committee has decided to publish in this is- sue, articles written not only by experienced professors but also by young research- ers. It seems that such a composition of authors and topics entirely meets the main goal of our Journal.

Thank you for reading this issue and, I hope, future issues of SJLS. We also invite researchers from Polish and foreign universities to contribute to our Journal.
