T h e h ighlight of th is period, w hich ended in 1930, w as his w ork on th e £1 000 000 change-over schem e from a 93 cycles single-phase su pply to a sta n d a rd three- p h ase system . T he an n u al m eeting of th e association in th e Cam bridge H all, on M onday a fter­

noon, w as followed b y th e official opening of th e conference b y th e M ayor of South­

po rt, Counc. Jam es P e e t, J .P ., an d the in d u ctio n of th e president, Mr. Thom as W ilkie, public lighting engineer of Leicester, one of th e original mem bers of th e association. I t is his second term of office, h e having been elected p resid en t in 1930. I n th e evening, a reception w as given to th e delegates in th e F loral H all b y th e M ayor, Aldermen an d Councillors of S o uthport.

O th er social functions during th e week included a reception for th e ladies a t th e electricity d e p a rtm e n t’s showroom s in L o rd S treet, on T uesday a ftern o o n ; a luncheon in th e F loral H all on W ednes­

d a y ; a n d a reception b y th e P resident a n d Mrs. W ilkie in th e Floral H all on T h u rsd a y evening. T o-day th ere is a tour b y m o to r coach to Chester, v ia Mersey T unnel, H oylake an d W est K irby.

On W ednesday evening th ere was an official inspection of th e outdoor dem on­

stratio n s of stre e t lighting comprising a v a rie ty of installations for Classes “ A ” a n d “ B ” roads, a n d also a display of lam p colum ns for m ain ro ad a n d side road lighting, in th e Princess G ardens.

T he m orning session on T uesday opened w ith th e A ddress b y th e newly-elected P resid en t, w ho said t h a t th ree points he h a d m ade in his P residential Address seventeen years ago, m ight usefully be m ad e again. F irstly , h e suggested the need for legislation w hich w ould lay upon local au th o rities th e definite responsibility for providing efficient stre e t lighting, in stead of continuing it as a perm issive service. Too often th e installation of lighting, or otherw ise, an d m ore so th e sta n d a rd thereof, was decided on purely financial grounds.

Secondly, it w as desirable th a t stre e t lighting should be th e concern of a q u ali­

fied official, especially in th e larger ad m in istratio n areas. I t should be divorced com pletely from e th e r gas or electricity u ndertakings. The proposed nationalisation of those industries m ight

Mr. W ilkie’s th ird p o in t was th e failure, so far, to deal effectively w ith th e p rob­

lem of ro ad safety. H e suggested th a t the a p p ro p ria te M inistry should nam e in every local a u th o rity , a com m ittee or official, in w hom w ould be v ested full a u th o rity a n d com plete dictatorial powers to d e a l'w it h all m a tte rs of ro ad safety.

N o public service, he added, w as m ore con­

cerned w ith ro ad safety th a n lighting, an d th e M inister w ould receive from lighting officials th e ir w hole-hearted co-operation.

tions in stre e t lighting were n o t justified b y know n facts a n d th a t th e y should be w ith d raw n im m ediately. Local authorities should be encouraged to raise existing lighting sta n d a rd s, a n d th is w as m ore th a n justified b y th e relatively sm all a m o u n t of coal involved even in full pre-w ar lighting.

Good stre e t lighting increased th e effective stren g th of a police force, since i t n o t only enabled a n y police­

m an to w atch a considerable area an d to observe from a distance, b u t i t te n d e d to discourage m alefactors owing to the increased risk of detection.

I t was su b m itted t h a t m erely to have effective lighting for th e roadw ay w as not sufficient; fo o tp ath s, too, should be well

H e suggested th a t th ere should be m ore th a n tw o groups of roads for stre e t lighting purposes to p erm it g reater m o u nting h eig h t an d h ig h er values of illum ination in som e roads now falling w ith in G roup B.
