A s an eco n o m ist K a m ie ń sk i is in te re s te d in th e p ro b le m s of p ro d u c ­ tion, d is trib u tio n a n d e x c h a n g e b u t, ap p ro a c h in g th e c a te g o ry of e x c h a n ­ ge a h isto ric a lly , h e id e n tifie s it w ith d is trib u tio n . T h e o b je c t of p o litica l eco n o m y w as s im ila rly p e rc e iv e d b y A d am S m ith an d so m e w h a t d iffe ­ r e n tly b y J. B. S ay , since th e l a t t e r d iv id ed econom ics in to th re e p a rts , n a m e ly , th e th e o ry of p ro d u c tio n , th e o ry of d is trib u tio n , an d th e o ry of co n su m p tio n .

1. SOURCES A N D FACTORS OF INCREASING WEALTH

A n a lo g ica lly to S m ith ’s concep tion in A n I n q u i r y into th e N a tu re and Causes of t h e W e a lth of Nations, K a m ień sk i re g a rd s w o rk as th e o n ly fa c to r p ro d u c in g w e a lth . In volu m e II of T h e P h ilo s o p h y of M aterial E c o n o m y h e states: ’’H u m a n w o rk cre a te s w e a lth w h ich ca n n o t re s u lt fro m a n y th in g else” ; a n d hence ’’T he p ro p e rty o r com m on w e a lth of all h u m a n k in d is e v e ry th in g c a p tu re d fro m th e s u rro u n d in g m a tte r, tu rn e d to u se an d tra n s f o rm e d ”.4

S im ila rly to S ay an d S ism ondi K a m ień sk i does n o t in clu d e fre e goods (sun, air) in to th e w e a lth of a n a tio n , th o u g h h e is a w a re of th e fa c t th a t th e y a re n e c e ssa ry fo r m a n ’s ex isten c e b y se rv in g d e fin ite h u m a n needs. T he c o n su m p tio n of fre e goods, h ow ever, does n o t re q u ire a p rio r e x p e n d itu re of h u m a n la b o u r and th e re fo re th e y ca n n o t be re g a rd e d as an o b je c t of d is trib u tio n an d ex change. F o r th ese re aso n s fre e goods do n o t e n te r th e field of in te re s t of social sciences, h a v in g n o re le v a n c e to, o r in flu e n c e on, th e n a tu r e of social re la tio n s .5

A n d since th e scope of h u ­ m an n e e d s ch an g es alo n g w ith th e d e v e lo p m e n t of th e society, th e c a te ­ g o ry of w e a lth ac q u ire s fe a tu re s of a h isto ric a l categ o ry , in v o lv in g th e n e e d of f u r th e r sp ec ia liz atio n an d division of lab o u r, th e n e c e ssity of c re a tin g n e w p ro fessio n s an d b ra n c h e s of p ro d u c tio n . T h ese g ro w in g an d v a rie d h u m a n n eed s re q u ire n o t o n ly changes in th e size an d p ro p o rtio n s of p ro d u c tio n , w h ich is re fle c te d in th e m a g n itu d e an d m a te ria l s tr u c tu ­ re of th e w e a lth of a g iv en co u n try , b u t also fa r re a c h in g tra n s f o rm a ­ tio n s of social re la tio n s .6

In th e fie ld of th e c r ite r ia of th e p ro d u c tiv ity of w o rk K a m ie h s k i’s a ttitu d e is n o t c le a rly sp ecified. R e fe rrin g to S a y ’s co n cep tio n h e w rite s th a t ’’w o rk m e a n s serv ic es p ro v id e d to th e so ciety to fu lfil its n e e d s” so t h a t ” (...) all a c ts th a t b e a r th a t q u a lity sh o u ld be in c lu d e d in th e re a lm of la b o u r.” Y et, if th e F re n c h eco n o m ist id e n tifie s la b o u r p ro ­ d u c tiv ity w ith its u tility fo r th e society, K a m ie ń sk i in tro d u c e s h e re som e m o d ificatio n s. S o cially u se fu l la b o u r ”(...) is n o t h e re lim ite d to th e v e ry w re s tlin g w ith m a t t e r ” , a n d th u s n e e d n o t be p ro d u c tiv e w o rk . ”An a rtis t, a sc h o la r a n d a n y b o d y d e v o tin g his tim e to c u ltiv a te th e s p ir it” — w e re a d in T h e P h ilo s o p h y of M aterial E c o n o m y — ’’tr u ly w o rk s. T h e re fo re , ac co rd in g to K a m ie ń s k i n o n -p ro d u c tiv e la b o u r is also so­ cia lly u se fu l as long as it fu lfils th e s p iritu a l n ee d s of m an . On th e o th e r h an d , as his s ta te m e n ts q u o te d ab ove in d ic a te th e p ro d u c tio n sp h e re in ­ clu d es th o se d o m ain s of p e o p le ’s c re a tiv e a c tiv itie s w h ich are co n n ected w ith th e ir e ffe c t on n a tu r e an d w ith th e p ro d u c tio n of m a te r ia l m ean s s a tisfy in g h u m a n needs. P ro p o sin g s ta te m e n ts of th is k in d K a m ień sk i w as w e ll in a d v a n c e of th e econom ic th o u g h t of his tim es. A t th is p o in t his id eas coincide w ith th o se of M arx c o n ta in e d in v o lu m e I of T h e C a p ita l.9

I t is p e rh a p s c h a ra c te ris tic th a t K a m ie ń sk i also in clu d es ed u catio n in th e do m ain of p ro d u c tio n . O f th e se tw o fa cto rs, h e p laced on th e firs t place th e efficien cy of w o rk w h ich — in his o pinion — d e ­ te rm in e d th e d eg ree of la b o u r division am on g p ro d u cers.

B ecause of th e u n ju s t p rin c ip le s of th e d istrib u tio n of p ro d u c ed w e a lth in a n ta ­ g o n istic sy ste m s th e p riv ile g e d classes are fro m th e d u ty to w o rk w h ich a u to m a tic a lly d ecrea ses th e n u m b e r of th e em p loyed; in case of ’’in d i­ r e c t” com pulsion, i.e. in th e c a p ita list m a n n e r of p ro d u c tio n , th e w o r­ k in g classes a re n o t g u a ra n te e d th e rig h t to w o rk . H ow ev er, th e sy stem of social ju stic e c re a te s n e w possibilities, so fa r u n k n o w n , to in c re a se th e w e a lth of th e co u n try . In th is sy ste m w o rk becom es th e o nly m ean s of a c q u irin g d e fin ite goods as o n e’s ow n p ro p e rty an d a t th e sam e tim e s tro n g in c e n tiv e s to in c re a se th e efficien cy of w o rk are s e t in o p eratio n . T he in c re a se in th e efficien cy of w o rk , acco rd in g to K a m ień sk i, w ill o cc u r th a n k s to fa c to rs w h ic h w ill ch ange m a n ’s a ttitu d e to w a rd th e la b o u r p e rfo rm e d . A p a rt fro m th e p erso n al in te re s t of th e p ro d u c e r th e re w ill a p p e a r a m o tiv e in th e fo rm of th e v e ry w ill to w o rk , m a k in g th a t w o rk an a ttra c tiv e a c tiv ity an d an aim in itself.

In K a m ie h sk i’s th e o ry th e re are th u s tw o ty p e s of m o tiv es fo r u n d e r ­ ta k in g w ork, p e rso n a l in te re s t an d in c e n tiv e s of a h ig h e r n a tu r e — ’’th e w o rk of v o c a tio n ” . T he w o rk of ’’v o c a tio n ” , re s u ltin g fro m s p iritu a l im ­ p u lses, fro m th e ’’in s tin c t to w o rk ” as it w as d esc rib ed by M a rx an d

T a k in g in to c o n sid e ra tio n b o th so cial a n d econom ic asp e cts K a m ie ń sk i e v a lu a te s th e w o rk fro m s p iritu a l im p u lse s m o re h ig h ly th a n th a t u n d e r ­ ta k e n w ith in te n t of m a te r ia l p ro fits. T he l a tte r is n e v e r lik e ly to b rin g su c h re s u lts w h ic h a re ac h ie v e d by th e w o rk w h ic h is an aim in itself. H ence, th e s tro n g e r th e vo catio n a ffe c ts th e la b o u r p e rfo rm e d , th e g re a ­ te r th e in c re a se in th e efficien cy of w o rk an d th e m o re su c c e ssfu lly m an c o n q u e rs n a tu r e a ro u n d h im .14

T hus, th e effic ie n c y of w o rk its ’’s to u tn e s s ” , ^ a K a m ień sk i calls it, d ep e n d s on th e c h a ra c te r of social re la tio n s. A c co rd in g to K a m ie ń sk i th is d e p e n d e n c e is also re v e a le d in th e w h o le h is to ry of h u m a n society. H e w rite s: ” (...) T he p ro g re ss of w o rk can be ac h ie v e d by no o th e r m ean s th a n b y th e p e rfe c tio n of social re la tio n s .” T h e sh a p in g of m o re ju s t social re la tio n s or th e p assag e fro m a lo w e r socio-econom ic fo rm a tio n to a h ig h e r one n o t o n ly c re a te s s tim u li fo r in c re a se in th e efficien cy of w o rk b u t it also d e e p e n s th e divisio n of la b o u r w ith in th e so ciety. In th is do m ain p ro g ress is a re fle c tio n of p o sitiv e ch a n g es ta k in g place in social re la tio n s .15

T he social c h a ra c te r of p ro d u c tio n also in d ic a te s th e n e c e ss ity of sp ec ia liz atio n or div isio n in to sp ecial jobs. S till, th is d iv isio n h a s its lim its. O n th e lo w e r stag es of th e d e v e lo p m e n t of h u m a n so ciety, a t a re la tiv e ly low le v e l of th e d e v e lo p m e n t of p ro d u c tio n fo rces, it is in ­ co n c eiv ab le to im a g in e th e e x iste n c e of sp ec ia liz ed p ro fessio n s a n d do­

2. THE ROLE OF C APITA L ACCUM ULATION IN ECONOMIC GROWTH

In H e n ry k K a m ie ń sk i’s econom ic sy ste m an im p o rta n t ro le w as p la y e d b y th e p ro b le m of th e fu n c tio n of c a p ita l a c c u m u la tio n in econo­ m ic d ev e lo p m e n t. K a m ie ń sk i w as fu lly a w a re of th e fa c t th a t m a s te ry o v e r n a tu re p ro v id e d m a n w ith ’’th e im p le m e n ts of la b o u r” or, in a w i­ d e r sense, p ro d u c tio n m ean s p ro d u c ed by m a n h im self an d u sed b y h im to a c q u ire goods fro m n a tu re . In his opinion th o se tools w e re in te g ra lly co n n e cted w ith h u m a n la b o u r ex p ressin g its ’’s p iritu a l p o w e r” , w h ich ’’su b d u e s th e p h y sical w o rld ” . W ith o u t p e rfe c tin g th e im p le m e n ts of la ­ b o u r f u r th e r m a te ria l d e v e lo p m e n t of th e so ciety w o u ld be im p o ssib le.24

T he im p o rta n c e a tta c h e d by K a m ień sk i to th e p ro g ress in p e rfe c tin g p ro d u c tio n m ean s, u n d e rsto o d as a fa c to r co n d itio n in g f u r th e r g ro w th of p ro d u c tiv e fo rces, did n o t c o n tra d ic t th e th e o ry of v a lu e b ased on la b o u r w h ic h he accep ted . H e em p h asiz ed th a t th e im p le m e n ts of la b o u r did c o n s titu te a n e c e s sa ry e le m e n t in th e p ro d u c tio n process, y e t it d id n o t m e a n th a t th e y w e re ą v a lu e -c re a tin g elem e n t, ”(...) since th e y a re con­ ta in e d in th e g e n e ra l co n cep tio n of la b o u r w h ic h gives b ir th to all po ssible w e a lth ”.25 T he g e n e ra tio n of p ro d u c tio n m ean s does n o t aim a t sa tisfy in g c u r r e n t a n d d ire c t need s of m an b u t at in c re a sin g th e p ro d u c ­ tio n p o te n tia l of th e so ciety w h ich is a basis of th e su b se q u e n t rise in th e p ro d u c tio n of c o n su m e rs’ goods.

In th e socie­ t y of sm all p ro d u c e rs th e concept of ’’ca p ita l in co m e” c o n stitu te s, in his opinion, th e v a lu e of ’’th e service p ro v id ed b y c a p ita l.” T he m a tte r looks d iffe re n tly in th e c a p ita lis t sy s te m in w h ic h th e re occurs th e p h e n o ­ m en o n of s e p a ra tin g c a p ita l o w n e rsh ip fro m d ire c t p ro d u c er. As one m a y guess fro m K a m ie h sk i’s f u r th e r a rg u m e n ta tio n , in th is sy stem th e co n­ c e p t of ’’c a p ita l in c o m e ” consists b o th of th e v alu e of th e serv ic e p ro ­ v id ed by c a p ita l and of th e u n p a id p a rt of th e w o rk e r’s la b o u r.38

T hus, c a p ita l a c c u m u la tio n in cre ases n a tio n a l w e a lth an d ach ieves th is, am o n g o th e rs, by serv ic es re n d e re d by cap ital. T re a tin g la b o u r in p r in ­ ciple as th e m ain so u rce of v alue, K a m ień sk i th e re fo re confuses th e p ro ­ b le m of c re a tin g v a lu e w ith th a t of c re a tin g u tility v alu es. W ith th is ap p ro ach , c a p ita l m a y th u s seem p ro d u c tiv e since it in cre ases la b o u r efficien cy a n d ac q u ires th e rig h ts to p ro fits as a p ro d u c tiv e fa c to r in th e p ro d u c tio n process. In K a m ie ń s k i’s w o rk one m a y th u s no tice som e ele­ m e n ts of v u lg a r a ttitu d e s , y e t a t th a t tim e sim ila r co n cep tion s w e re e x p re sse d ev e n by su ch a d istin g u ish e d c ritic of classical econom ics an d a d e fe n d e r of th e b u rg h e rs o u sted b y c a p ita lism as S im o nde de S is- m o n d i,39 a n d in n u m e ro u s re p re s e n ta tiv e s of u to p ia n socialism . T h e re w a s n o th in g s tra n g e in th is, esp e cially in view of th e fa c t th a t u n d e r th e co n d itio n s of class a n ta g o n ism becom ing m ore a c u te in th e eig h tee n t h i r ­ ties an d fo rties, v u lg a r econom ics w as th e p re d o m in a tin g tre n d in b o u r­ geoisie p o litica l econom y a t those tim es.
