General Problem of Claimants to American Citizenship

Because of the abnormal conditions still existing at aw, the Embassy has not yet. been able to obtain suffi- Wars

Between 15,000 end 20,000 claimants to American citizenship have requested the Embassy for an opportunity to execute formal applications for American passports and to apply for repatriation assistance. As the Embassy Is able at present to grant only 50 appointments daily for execution of formal passport applications, you will readily understand why the Embassy has found it necessary from the very beginning to grant appointments to claimants for passports according to the chronological order of their appearance or communica¬

tion with the Embassy. At present the Embassy is granting appointments to claimants who in

If the person in whom you have expressed an interest is a woman claimant to American citizenship who is either married to a Polish national or is divprced from a Polish husband, the ...Embassy is obliged to point out at this time that under Polish law the woman concerned may be regarded by the Polish Government as a Polish national. As the Embassy understand; ^4- the Polish Government is not dis¬

posed at present to issue exit permits to American women who are either married to Polish nationals or who are di¬

vorced from Polish husbands, the Embassy is unable to pre¬

dict when such dual national women may be able to obtain permission from the Polish Government to leave Poland. The Embassy wishes, however, to assure all concerned that it will continue to exert every effort to assist all American women in leaving Poland when they- desire to do so.

Contemplated Improvement in Personnel and Eacilities.

The Embassy has assurances of obtaining additional quarters at nil early date and It is hopeful that sufficient additional personnel will soon become available to enable the Consular Section to accelerate the handling of citizen¬

ship and repatriation work. As. a first step, the Embassy hopes to be able.shortly to grant more than 50 appointments per day to passport applicants. You nay be sure that the person in whom you have expressed interest will receive an appointment to execute an application for passport in his or her proper turn and that the Embassy will give this person such advice and render such assistance as
