The e a s i e s t way for the Editor of a magazine like this to gef the willies is to start thinking about the vast knowledge p o s s e s s e d collectively by his readers. Start pondering on that and you s o o n realize that there is nothing you could print that s o m e at least of the readers don't know already. There are two a n s w e r s to this problem. One is that there is nobody who knows it all. (Realizing this Is among the consolations, and at the s a m e time disappointments, that come with age). The other answer is that reading what you know may often help you put it in perspective.

This question of perspective has been very much to the forefront during the preparation óf this i s s u e of Ship a Boat International, which is our annual Machinery Review. S o m e of the c o n c e p t s presented, s u c h a s auto-matic logging and condition monitoring, will already be familiar to readers w h o s e work keeps them in touch with " s o p h i s t i c a t e d " craft of the s i z e s and kinds to which these things have hitherto been restricted. Others may think that they lack relevance to the b u s i n e s s of bumping barges around a dock, s a y , or chugging down an estuary with a thousand tons of s e w a g e . That is for each to decide; but by bnnging these c o n c e p t s into focus within the small-ship depth of field, a s it were, we do hope to encourage people to measure them up against the needs they feel now and s e e coming in the future. And if anyone decides he can reject these "fancy" ideas forthwith, I do hope he'll write and tell u s why.

While the main theme of this i s s u e c o n c e r n s inland waterways, s p e c i a l attention is a l s o given to workboats for contractors. This followed quite naturally s i n c e the greatest significance of the principal articles lies in the pages that remain unwritten: the waterways projects of the future, not only in the 'developed' parts of the world which, in transport terms ought to be described a s 're-development' areas, but especially in countries not yet burdened by vast road transport s y s t e m s .

In many c a s e s , the regulation of rivers and building of c a n a l s c a n be justified purely in terms of pollution-free power, irrigation and the transfer of c o n s u m e r water to areas of need. With Just a little imagination and effort, a magnificent transport s y s t e m can be s e c u r e d almost a s a by-product. S u c h opportunities have often been m i s s e d in the past, but many more wMI arise. I would like to feel that w e improve the c h a n c e s of their being grasped.

William Scholes wrote recently from S.A.:

The lower Zambesi in the dry season is only navigable

f r o m the mouth up to Vila Pontes, less than 100 miles, although a few years ago at high water an ancient gunboat chugged up to Tete once a year to show the Portuguese flag; and sometimes one of the sugar estate paddle-steamers made the trip. W i t h the building o f the Cabora Bassa dam and control achieved over the flow of the lower river it was hoped to improve navigation with a system o f locks, lifts and short rail hnks to enable 1,0001 barges w i t h a draught o f 7 f t . to pass f r o m the Zambian border 500 miles away to rail links with the Indian Ocean. But there is little now to indicate that this planned river system will ever be created.

Another project once mooted was the construction o f a three-mile canal through a sandbar across the Zambesi estuary, and the establishment of a new port at Cuma, in one o f the Zambesi's five mouths. Another plan was to convert the Segra Sugar Company's installations at Chinde into a new Zambesi port.

A flotilla of picturesque paddle-steamers — some o f them might be described as vintage — used to ply between Luabo and Chinde, towing strings o f barges (there were 90). Their captains' experience and knowledge o f the river could have proved invaluable in any plan to open the whole of the lower Zambesi to navigation after centuries of waiting.

For thousands of people in the UK shipbuilding industry, and those dependent upon it, the achievement at last of a viable form for the Shipbuilding Industries Bill must have come a s an enormous relief. I admire all those who have carried on with their jobs s o stalwartly despite the nightmare of uncertainty that they have experienced. Even for those outside the nationalisation net it has been a trying time. Problems a>e not past yet. But there is a world of difference in dealing with a known situation.

Postscript to our Inland Waterways i s s u e (March). Will he be happier when he is a salaried skipper of a 5,000 hp pusher tug where the greenery is replaced by electronic flora? The short-sea containership Be// Rover, newly delivered from J a p a n e s e buildérs to Bell Container L i n e s , serves a s an appropriate frontispiece to this i s s u e , w h i c h looks closely at the small cargoship of today. Irish-registered in the name of an operator who h a s always chartered his tonnage, mostly German-flag, this s h i p exemplifies the complicated background to cargoship operation these days, with commercial and political considerations intermingled in a s c e n e of fast-changing technology.

For operator and builder alike, s u c c e s s is dependent on speedy adaptation of the mix, just a jump ahead of the competition. The builders of the B e / / Rover have got it right — they just booked an order for eight more of the s a m e c l a s s . The Nonvegians, with almost incredibly unbureaucratic government understanding, s e e m a l s o to have got it right in dealings with developing countries. Exciting times, when traditional skills still count — but not for everything.

The Pearl is a fruit of labours on the water and, being highly valued but hard to extract, tempts the pen to high-flown analogies. Dictionaries of quotations offer further pitfalls for the unwary on an o c c a s i o n like this. Better to stick to a more deflating citation from a modern author (N. F. Simpson): 'She said s h e had a string of pearls in the form of a n e c k l a c e , but s h e kept it round her waist for the tightness.'

Supply and demand — a large part of the world's economy is nominally reliant upon these regulators, yet the barriers to their truly effective action s e e m insuperable.

Parallel with the catastrophically inefficient utilisation of the world's capacity to build and equip s h i p s there e x i s t s a large demand for inland, coastal and short-sea shipping which h a s barely been recognised to date; and the latent demand in s o m e areas (such a s South-East Asia) is enormous; , ^

Organisational problems are daunting, of c o u r s e . F e w established shipping and transportation c o n c e r n s s e e m willing to tackle them. Perhaps they are discouraged by nationalistic tendencies and the c o o l n e s s of the financial institutions. But these o b s t a c l e s were overcome to unlock millions for L N G projects, for example (and with shakier p r o s p e c t s ? )

Well, sooner or later s o m e o n e . E a s t or West, will get round to this one. U n l e s s the road-builders and truck-makars find the ear of the development banks first.

The prospect of the general adoption of a 200 nm zone off every country with a seaboard, and the consequent need of v e s s e l s to patrol that zone, is an attractive one for many shipyards and their suppliers. Their enthusiasm will not, however, be matched by the e x c h e q u e r s (and taxpayers) of the countries which have to foot the bill and the 'cut-price' solutions are likely to prove the most viable in the end, in the majority of c a s e s .

Patrol v e s s e l s and suchlike are, of c o u r s e , a popular object for government aid to the shipbuilding and allied industries, not least b e c a u s e they do not add to the overtonnaging problem in commercial shipping. But when the nations which otherwise might merit develop-ing countries aid, for example, w i s h to e c o n o m i s e by combining peaceful patrol with warlike potential, prob-lems a r i s e . The export of weapons (if they c a n be s e e n to be weapons) is a politically sensitive matter in many areas. Rules devised to guide would-be exporters (such a s the Scandinavian principle: no s a l e s to countries likely to be involved in hostilities!) are seldom helpful, or even to be trusted, in practice.

IVIany of those who would like to enter this market will find that a very s p e c i a l kind of experience, and patience, is involved in reaching the tantalising goal.

Th^ p a s s i n g by the United States Senate of proposals to charge a user tax on inland waterways is unhappy news at this point in time, not only for American believers in the advantages of water transport but also for supporters of inland waterways in other parts of the world. America has often been cited in Europe, in particular, a s an example of the way in which overriding national interests can be given preference over narrower c o n c e r n s . The present move marks a trend away from a long-established policy — and is said not to have support in the House of Representatives — but powerful forces brought to bear by the railroads look like s u c c e e d i n g . Now the U S example will be cited by those seeking to render waterways projects unviable in other countries.

If it were truly possible to calculate the cumulative c o s t s — all the c o s t s — incurred by each mode of transport, then all would be well of c o u r s e . There could then be good s e n s e in user levies. The future of water transport would indeed be assured.

Staff of this journal having just witnessed the r e s c u e in heavy weather of the crew of a sinking ro-ro ship, our minds are more than usually full of safety at s e a questions. The banal immediate c a u s e of the incident — a leaking stern door — illustrates the factual s t a t u s of ro-ro s h i p s a s no-compartment v e s s e l s , a s well a s the well-known anomalies of the freeboard regulations: there c a n be no question of trying to keep the water on the vehicle deck, although nominally the freeboard deck. A l s o demonstrated were the impossibility of using conventional lifeboats and the difficulty of safely board-ing inflatable rubber rafts. Of two men who ended-up in the s e a while attempting to embark in the rafts, one was lost while the other spent an agonising hour hanging in a shipmate's arms until f ished-up by helicopter.

And how do you get rafts away from the lee s i d e of a fast-drifting ro-ro (with its vicious rubbing strake) in high wind and s e a ? And how to approach and board an equally high-sided rescue ship, which almost certainly h a s no scrambling n e t s ?

We know many people believe they have a n s w e r s to at least s o m e of these questions. They will be examined in future i s s u e s of S&BI.
