The P r e s i d e n t , in m oving th e adoption o f th e R eport o f Council,* said : I regret th a t, ow ing to th e ban on th e printing and distribu tion o f periodicals, th e R eport o f Council has n o t been in your hands before th is m eetin g, and th a t you have n ot been able to stu d y it as you would n orm ally have done.

Copies have been distrib u ted to you th is m orning and I m u st ask you to take it as read.

I t is n o t an u n satisfactory record o f th e a c tiv ities o f the In stitu te, in sp ite o f w h at has been a rather difficult period o f post-w ar adju stm ent— a period w hich is b y n o m eans a t an end, and w h ich I am afraid m a y affect our a ctivities for th e n e x t tw elv e m onths. W e have n o t, perhaps, achieved all th a t w e could h ave w ished, b u t, although th a t m a y be disap pointing, it is no reflection on th e energies and th e zeal o f your Council and s ta ff; th e y have tried their u tm o st and h a v e done noble work. Y ou w ill agree, I am sure, th a t it is alw ays w ell to fix a target rather beyond w h at you hope to achieve, and th a t is w h at w e h ave done.

Y ou w ould probably like to know th e la te st position w ith regard to the M ond N ickel F ellow ships. T he foundation w as announced tw elve m onths ago, a n d th e legal docum ents have been approved b y all th e five operating societies and b y The M ond N ickel Com pany, L td. The form ality o f signature w ill be com pleted in th e v e ry near futu re, and it ought to be possible in a few w eek s’ tim e to m ake a public announcem ent and in v ite applications for F ellow sh ip s w ith a v iew to awarding a t lea st one or tw o during th e current year.

So far as other m atters are concerned, th e R eport is on norm al lines and speaks for itself.

I used to look on th e R eport o f Council as an extraordinarily dull d ocu m en t; i t does n o t really in d icate th e enorm ous am oun t o f work w h ich th e m embers o f th e Council and th e sta ff do. Before I becam e a m ember o f th e Council I had very little respect for th e Annual R eport, b u t I now appreciate th e v a st am oun t o f w ork w hich is carried out.

I should like to draw a tten tio n to one th in g w h ich th e M eetings C om m ittee h a v e done. W e have tried, I hope successfully, to m eet th e w ishes o f the m em bers w ith regard to th e present m eeting. A t th e la st A u tum n M eeting w e held tw o sessions concurrently, in order to be able to deal w ith m ore papers, b u t there w as a feeling on th e part o f m a n y m em bers th a t th e y w ished to be in tw o places a t th e sam e tim e. On th is occasion, therefore, we h ave decided to ta k e only tw o or three papers a t each session, and we are debarring authors from reading their papers or presenting them a t a n y len gth. T his w ill give m uch greater opp ortu nity for discussion. W e in ten d to g iv e each author a t lea st ten m inutes in w hich to rep ly. W e have also added a d a y after the M ay Lecture for more papers. W e w an t to g iv e m em bers an opportunity to discuss every discussable paper w h ich is presented, and w e hope th a t w e h a v e found a solution to th is problem , because there has been a good deal o f criticism in th e p ast.

T he subscription to th e In stitu te o f M etals is one o f those w h ich has n ot r is e n ; w e are now giv in g th e sam e service— and , in fact, a n im proved service— for a subscription w h ich has been in force since 1920.

W hether w e shall be able to m aintain th a t p o sitio n or n o t is a m atter w h ich th e Council m u st decide.

I should lik e to couple m y seconding o f th is m otion w ith th e proposal o f a v o te o f than k s to th e H on . Treasurer, Mr. Tasker, w ho com bines th e m ost m eticulous a tten tio n to d eta il w ith a broad v iew o f futu re policy.
