Bei d e r B ild u n g s o l c h e r Unternehmen m it v i e l e n B e t r i e T ben e n t s t e h e n z u g l e i c h v i e l e o r g a n i s a t o r i s c h e Problem e. Ale e i n e s d e r w e s e n t l i c h s t e n e r s c h e i n t d i e Aufgabe d e r A u f t e i -lu n g d e r L e i t u n g s f u n k t i o n e n zwischen d e r L e i tu n g d e s U n te r-nehmens ( Z e n t r a l e ) und den B e t r i e b e n . Es h a n d e l t a i c h f o l -g l i c h um den Grad d e r Z e n t r a l i s i e r u n g o d e r D e z e n t r a l i s i e -rung e i n z e l n e r F u n k tio n e n d e r U n te rn e h m e n s le itu n g . Zu den w i c h t i g s t e n 'F a k t o r e n , d i e den Grad d e r Z e n t r a l i s a t i o n d e r L e i t u n g im Rahmén e i n e s s o lc h e n Unternehmens bestimmen, müs-sen g e z ä h l t werden:

Es muss d a r ü b e r hin au s f e s t g e s t e l l t werden, d a ss der Grad d e r Z e n t r a l i s a t i o n ( a b e r auch D e z e n t r a lis a t io n ) e in z e ln e r L e i t u n g s f u n k t i o n e n im Unternehmen m it mehreren T e i lb e t r ie -ben s i c h u n te r s c h ie d lic h g e s t a l t e t und g e s t a l t e n m üsste, n i c h t n u r in u n te r sc h ie d lic h e n Branchen, sondern auchr in e i n z e l n e n Unternehmen- in A b hängigkeit von ih r e r Produk-t i o n s - und T e r r iProduk-t o r ia ls Produk-t r u k Produk-t u r .
Wie u n t e r s c h i e d l i c h auch d i e G lie d e ru n g d e r L e i tu n g s f u n k -t i o n e n zwischen Unternehmen und B e t r i e b a u sse h e n muss, so e r s c h e i n t doch a l s Z i e l s t e l l u n g e i n e P r ä z i s i e r u n g b e s t i m -m te r G ru n d s ä tz e o d e r Regeln f ü r d i e L o k a l i s i e r u n g d i e s e r Fun-k t i o n e n .
Wir meinen h i e r v o r a ll e m dem S a c h v e r h a l t d e r gegen-s e i t i g e n Oberdecküng e i n i g e r L e i tu n g s f u n k t i o n e n und d e r g l e i c h -z e i t i g e n V e r n a c h l ä s s i g u n g a n d e r e r , wie d a s i n d e r P r a x i s häu-f i g vorkommt, zu e n tg e h e n . Man kann a llg e m e in annehmen, d a s s z u r U n te rn e h m e n s le itu n g fo lg e n d e F u n k tio n e n g e h ö re n : die s t r a - t e g i s c h e , d i e t a k t i s c h e und o p e r a t i v e ' . W e ite r h in kann ange-nommen werden, d a s s s t r e t a g i s c h e und zum T e i l t a k t i s c h e F u n k tio n e n (und d i e d a m it zusammenhängenden E n ts c h e id u n g e n ) a u f d e r Ebene d e r U n te rn e h m e n s le itu n g l i e g e n s o l l t e n , d i e o p e r a t i v e n dagegen beim B e t r i e b .
Das Grundproblem i s t nun d i e E n ts c h e id u n g , welche Funk- • t i o n e n gehören z u r Gruppe d e r " s t r a t e g i s c h e n " , welche z u r Gruppe d e r " t a k t i s c h e n " und welche s c h l i e s s l i c h zu den " o p e r a t i v e n " . Der Autor d e r v o r l i e g e n d e n A u s a r b e itu n g h a t t e d i e G e l e g e n h e i t , d i e s e s Problem i n den Unternehmen d e r p o l -n i s c h e -n Schuh-und L e d e r i n d u s t r i e zu u n t e r s u c h e n . Es werden auch e i n e Reihe a n d e r e r M ö g li c h k e it e n , welche d i e s e Form w i r t s c h a f t e n d e r E i n h e i t e n (Unternehmen) b i e t e t , n i c h t g e n u t z t . Es h a n d e l t s i c h z .B . um d i e Senkung d e r P ro -d u k t i o n s k o s t e n sowie d i e Erhöhung i h r e r Q u a l i z ä t , z .B . durch d i e S ch a ffu n g s o g e n a n n t e r Z e n t r a l e r Z u s c h n i t t s a b t e i l u n g e n i n Unternehmen d e r .
