B ei der Ü berschrift dieses Fachheftes kann m an an zw ei Problem e denken: zunächst an die B eziehungen zw i
schen Technik und V ersicherung, dann aber auch an die V ertreter der Technik, Ingenieure und Techniker, in ihrem V erhältnis zur V ersicherung.
D ie Tatsache w ichtiger B eziehungen zw ischen Tech
nik und V ersicherung braucht heute nicht m ehr m it all
gem einen D arlegungen bew iesen zu w erden. A uch die V erbindung technischer B erufsaufgaben m it V ersicherung und die daraus abzuleitende M ahnung an Ingenieure und Techniker, sich m it V ersicherungsfragen zu befassen, be
darf kaum m ehr w eit ausholender B egründung. D as vor
liegende Fachheft dieser Zeitschrift ist selber B ew eis und B egründung.
A ber w elcher A rt sind diese B eziehungen zw ischen T echnik und V ersicherung? U nd m it w elchen Fragen der V ersicherung im einzelnen sollen Ingenieure und Tech
niker sich beschäftigen?
D ie B eziehungen zw ischen Technik und V ersicherung sind w echselseitig.
D ie technische Entw icklung hat der V ersicherung neue A ufgaben gestellt, und sie hat die Lösung bisheriger V er
sicherungsaufgaben erleichtert und vervollkom m net. N eu
zeitliche V ersicherung kann ohne neuzeitliche Technik nicht m ehr auskom m en. D ie V ersicherung braucht heute technische W issenschaft, w ie sie M athem atik und M edizin, R echtsw issenschaft und W irtschaftsw issenschaft benötigt.
A ber auch die Technik bedarf der V ersicherung. Tech
nische W issenschaft, technische Forschungsarbeit kann für M enschen und Sachen den Schutz der V ersicherung nicht entbehren. Erst recht braucht — selbstverständlich — V ersicherungsschutz alle technische Praxis, w ie sie zur Erscheinung kom m t in den einzelnen Zw eigen der W irt
schaft, in Landw irtschaft und G ew erbe, H andel und V erkehr.
Es w äre verlockend, diese B eziehungen zu verfolgen in der R ichtung von der Technik zur V ersicherung; zu fragen: w as bedeutet Technik für die V ersicherung, w as verdankt die V ersicherung bis heute der Technik, und w as hat die V ersicherung in übersehbarer Zukunft an A nregung, B efruchtung und W eiterbildung von der Tech
nik zu erw arten? A ber diese G edankenreihe geht doch w ohl in erster Linie die V ersicherung an und ihre V er
treter, V ersicherungsw issenschafter w ie V ersicherungs
praktiker.
Für die Technik und ihre V ertreter ist der andre G e
d a n k e n k r e i s
w ichtiger: B edeutung der V ersicherung für
die Technik. D iese G edankenreihe aber berührt sich aufs engste, ja deckt sich beinah m it dem eingangs gestellten
zw eiten Problem : V erhältnis der Ingenieure und Techniker zur V ersicherung. D arum brauchen w ir beide Frage
stellungen hier nicht w eiter zu unterscheiden.
Ingenieure und Techniker sind an V ersicherungsfragen interessiert als V ersicherungsnehm er oder V ersicherte, d. h.
als Versicherungskonsumenten. D arum sind für sie von B edeutung alle Fragen, die V ersicherungskonsu
m enten überhaupt berühren. H insichtlich der m eisten die
ser K onsum entenfragen der V ersicherung sind Ingenieure und Techniker genau in der gleichen Lage w ie alle ändern V ersicherten oder V ersicherungsnehm er. A ber es gibt doch m anche V ersicherungsfragen, die den Ingenieur oder Tech
niker ganz besonders angehen; Fragen, die für ihn höhere B edeutung haben als für irgendeine andre G ruppe von V ersioherungskonsum enten. Solchen Fragen sei im fol
genden vor ändern B eachtung geschenkt. Zunehm ende V er
sicherungsdichtigkeit, A usw eitung der G renzen des V er
sicherungsschutzes, w achsende V ielgestalt der V ersiche
rungseinrichtungen, feinere D urchbildung der V ersiche- rungsteC hnik, schärfere A usprägung und gesetzliche R ege
lung des V ersicherungsvertrages, freiere G estaltung der V ersicherungsbedingungen, w achsender Einfluß staatlicher V ersicherungspolitik, im besondern staatlicher A ufsicht, K artellierung und Syndizierung großer V ersicherungs
zw eige, Einbeziehung der nationalen V ersicherungsw irt
schaft in das N etz w eltw irtschaftlicher Zusam m enhänge — dies ungefähr sind die großen L inien der Entw icklung der V ersicherung, nam entlich der Privatversicherung, in D eutschland im letzten halben Jahrhundert.
Ausweitung des Versicherungsschutzes
V on den Entw icklungserscheinungen1 ) der V ersicherung steht vor allem die A usw eitung der Grenzen des Versicherungsschutzes in engster B eziehung m it der neuzeitlichen Entw icklung der Technik. Zahlreiche neue Zw eige und N ebenzw eige, A rten und U nterarten der V ersicherung verdanken auf der einen Seite technischen N euerungen überhaupt ihre Entstehung; um gekehrt aber sind diese w ie andre neu entstandene V ersicherungszw eige und V ersicherungsarten von besondrer B edeutung für In
genieure und Techniker, die in der Praxis des W irtschafts
lebens stehen.
H ier sind aus dem G ebiet der Personenversicherung zu nennen einm al gew isse N eubildungen, w elche die Lebensversicherung in organische V erbindung bringen sollen m it dem H ypothekengeschäft und m it den B estrebungen zur B ehebung der W ohnungsnot: so die
