Summary and conclusions

In the Strategy the authors repeatedly refer to security issues. It may be assumed that they regard internal security as a prerequisite and existing at an acceptable level apart from energy security, which is the main topic of this chapter. The most important measures of safety (apart from energy security) according to the authors are: improving the quality and efficiency of services provided for the needs of se-curity, improvement of procedures of national security with special emphasis on crisis management procedures, minimizing risks associated with natural hazards (in particular floods) and threats associated with serious technology failures.

Presented below is a link between the challenges discussed in the strategy and different parts of the publication:

• with regard to the challenges of a new model of public service as an element of an efficient state, it is assumed that the service is provided by different en-tities: public administration, private and social organizations. Due to this fact, it should be assumed that the rescue service should be provided according to

a similar model. For this reason, a need to seek diagnosing methods of the fu-ture rescue system emerges which will consist of various entities. It would seem that this diagnosis should include such elements as: photography of the state, assessment of the state, identification of shortcomings, recommended courses of action. Therefore, in the second chapter selected components co-creating the rescue system were analysed which constitutes some sort of identification of the current state, and in the fifth chapter selected methodologies were analysed which allow the research of public safety, adjustement of the rescue service and designing of the rescue system,

• in terms of challenges related to deregulation as an element affecting the ef-ficient country, it is assumed that barriers for development and management have been removed. Owing to the fact that the sphere of public safety and the functioning of the rescue system is regulated by law, the third chapter is devo-ted to presenting a diagnosis of the state in relation to the provisions which are essential for the functioning of the current rescue system. These include requirements set for products both by national legislation and the EU,

• due to the challenges related to social capital, it is assumed that the activities of the citizens, of organizations the so-called third sector and communities may increase. Therefore, in the second chapter in the section devoted to fire briga-des, the author attempted to shed some light onto the issue of challenges which firefighters as a social organization face. In turn, actions which support civil initiatives are discussed in the second chapter in the section regarding the mo-dels of mass communication and in the sixth chapter in the section regarding social prevention,

• with regard to the challenges related to the vision of Digital Poland it is assu-med that a change of the ways and communication models will take place, and the use of ICT both for professional and private needs will expand. Therefore, an attempt was made to describe the existing state in the sphere of general safety and the rescue system in the second chapter in the section on the model of mass communication and related model, opportunities and threats to the response of the rescue system response and in the sixth chapter which concentrates on fire education and the dissemination of knowledge related to security,

• in relation to the challenges related to transport and mobility, it is assumed that there will be an increase in network traffic routes, and the intensity of the efficiency of communication will also increase. All of this will cause people to start work away from where they currently live. Therefore, in the second chap-ter in the section regarding fire brigades an attempt was made to describe the impact of mobility of residents and taking up work away from places of resi-dence on the operational readiness of units of the rescue system. On the other hand, issues related to the network traffic routes, their effectiveness of use and the association with the necessity of adapting the rescue service were not raised later in the publication,

• due to the challenges of regional development, it is assumed that flexible forms of employment, teleworking will develop. It is also assumed that unattractive and less developed areas will depopulate. In the second chapter in the section regarding fire brigades, an attempt was made to describe how flexible forms of employment will affect operational readiness of fire brigades. However, no refe-rences were made to the depopulation of rural areas, which are considered areas without prospects by those who are in their prime. It would also be advisable to define in the future how to provide the residents of these area with access to the rescue service of a standard comparable to that in other regions of the country,

• with regard to the challenges related to energy security and the environment, the authors focus their attention mainly on new sources and innovations in this area. The author of the publication refers to these issues marginally (issues rela-ted to innovation) in the second chapter in the section regarding diffusion po-larization model in fire protection and also in the fourth chapter in the section on implementing innovative solutions for safety. It should be emphasized, ho-wever, that new sources of energy (as well as innovative products and new tech-nologies) should also be perceived in the context of new threats posed by these sources, and in the context of new procedures regarding rescue operations, and perhaps the necessity to expand the equipment of emergency services. It seems that the process of identification and preparation should be implemented in the course of research and development, testing of innovative solutions for emer-gency services and defining technical and operational requirements expected by the rescuers for products used by fire protection units for rescue operations,

• with regard to the challenges related to the aging of the population in the context of human capital it is expected that it will be necessary to adjust both infrastructure and public services to the needs associated with the needs of the elderly. However, the author of the publication does not address these issues because he feels that this topic requires a separate study. In the future, studies should cover the needs of the erderly in the context of providing them with an acceptable level of security and adapting rescue services to their needs taking into regard areas suffering from depopulation,

• in relation to the challenges associated with economic immigration in the con-text of human capital it is assumed that there will be a flow of foreigners into the country in search of work. It can be assumed that this will present new chal-lenges for public safety and new rescue needs. However, the author in this pu-blication in each section does not address these issues, because he is convinced that these issues require in-depth analysis and a separate study. In the future, it would be advisable to include in the study basic research problems that resulted when rescue services were required to respond among immigrant communities in other countries. The objective of such a study would be to better understand the needs and limitations of these groups in the context of our response stan-dards which arising from cultural, religious differences etc.,

• due to the challenges of new technologies within the economy innovations and individual creativity, dynamic growth and saturation with innovations of the private and public life is assumed. It can be assumed that this will lead to specific challenges for public safety and the rescue system, because new techno-logies on the one hand will create an environment where the rescue system will respond, and on the other hand they will become “work tools” for the rescuers.

Therefore, in the second chapter in the section regarding the diffusion polari-zation model in fire protection mechanisms describing the development of the technology (of products) offered by the manufacturers. In the fourth chapter in the section regarding the implementation of innovative solutions for security, the solution adopted in PSP was described,

• with regard to the challenges associated with the financing of science and R + D activities in the context of economical innovation and individual creativity it is assumed that financing of the activities mentioned above in the area of security will cease. Therefore, the fourth chapter of the publication is devoted to presenting current organization of rearch for the purposes of public safety, stakeholders of the results of scientific and research and development activities were defined, and reference was made to the objectives associated with the application of these results to define key risks in the event of actual financing liquidation of projects in this area,

• in relation to the challenges associated with education in the context of innova-tion in the economy and individual creativity, it is assumed that it is to streng-then human capital, social and economic development and civic education and the opportunity to learn throughout life. From information provided by the authors of the strategy it can be concluded that the program of civic educa-tion in the forthcoming years should be prepared based on the work of experts and public consultations. Therefore, it is important to diagnose the state, what methods and tools for education and dissemination of knowledge about public security are currently being used. The sixth chapter of the publication is devo-ted to the discription of current solutions used in fire protection with particular emphasis on developing social prevention,

• with regard to public safety, the need to assess the quality and effectiveness of safety services and the need to search for models to improve security manage-ment are emphasized in the strategy, among others. Therefore, the second chap-ter is an attempt to refer to these issues – it contains a description of risk ma-nagement, crisis mama-nagement, KSRG, whereas chapter five describes selected methods of diagnosing and designing the rescue system, and the last chapter of this publication is devoted to the concept of the rescue system in the context of 2030.
